CLEVELAND DIVISION OF FIRE GENERAL ORDER CATEGORY: PREVENTION / INSPECTION / TRAINING #7-2 DATE: August 12, 2015 SUBJECT: In Service Training Program Purpose: The In-Service Training Program is an integral component to increasing fire fighter safety. Firefighting is an All-Hazard response profession requiring many skill sets to bring emergency or uncontrolled situations under control. To effectively mitigate situations as safely as possible, it requires fire fighters to maintain multiple skill sets. Besides being fit for duty, fire fighters must practice and train to maintain their emergency response capabilities. As members of the Division of Fire, it is our responsibility to be prepared to respond at any time, to any situation and be prepared to act to mitigate the emergency incident. The public expects and our fellow coworkers deserve, that we are prepared to respond and serve in an efficient, effective and professional manner. Policy: It is the responsibility of all members of the Division to utilize all of the various methods for training within and external to the Division to keep their professional certifications valid. Members are required by General Order #4-6 (Professional Certifications/Drivers License Requirements), and State of Ohio law, to complete the required amount of approved continuing education training per year to maintain their State of Ohio Firefighter certification and additional approved continuing education training to maintain their Emergency Medical Technician certification. It is the goal of the Cleveland Division of Fire to provide opportunities for members to enable us to meet specific measurements established by the Insurance Services Office (ISO) outlined below to enhance the training of our workforce. While the Division will make an effort to supply ample training opportunities ultimately it is the sole responsibility of the member to ensure they complete the required continuing education requirements for their respective certifications. Members are reminded that it is a condition of employment to have valid State of Ohio Firefighter II and EMT-B certifications on file with the Page 1 of 10

Division. If a member has any questions on their training record, they are to contact the FTA. Firefighter Certification Requirements State of Ohio: A minimum of eighteen (18) hours per year or fifty-four (54) hours over a three year period is required for the State of Ohio certification; see General Order 4-6 for further details. Members not meeting this requirement are subject to discipline. Insurance Services Office (additional training credit; this is used to classify the fire department training rating): Eighteen (18) hours annually hands-on hours at the Fire Training Academy or scheduled drill; Sixteen (16) hours monthly for Company Level training. (Each month, up to four hours of company level training can be recorded as Physical Fitness training); Twelve (12) hours annually in Officer Training, including Officer Roll Calls; New Driver s Training in accordance with NFPA 1021, current edition; Existing Driver s Training to include competency evaluations; Six (6) hours annually for Hazardous Materials Training. Emergency Medical Technician Training Requirements A minimum of 40 hours of continuing education requirements is needed to recertify with the State of Ohio every three (3) years; see General Order 8-1 for further details. Members not meeting this requirement are subject to discipline. The Division posts Quarterly Continuous Credit Classes online at www.uhems.com and members are required to complete all posted classes. Personnel with cards that are due to expire will be scheduled to attend BLS/CPR refresher classes at the FTA for recertification. Attendance is mandatory unless card has been renewed externally. A copy of the renewed card shall be provided to the EMT Office. Upon renewal of their EMT/Fire Fighter I & II certification (or any other State of Ohio certification), members shall send a copy of the state certification card to the EMT Office at the FTA per General Order 4-6. Paramedic Continuing Education Recertification Requirements are outlined in General Order 8-1. Roles and Responsibilities: The following responsibilities shall be assumed by the individuals assigned to their respective role: Chief of Operations Oversee the development of training curriculum with the Chief of Training Report to the Chief of the Division the recommended training curriculum. Chief of Training Facilitate the development of the Division of Fire Training programs. Submit a draft of the training programs to the Chief of Operations Oversee the various training sections at the Fire Training Academy (FTA) [Fire, Medical, Rescue, Hazmat, etc.] Responsible for the development of all training curriculums for the Division of Fire and related activities at the FTA including, but not limited to: o Initial Cadet Training o Continuing Education Programs including Daily Company Drills o Officer Training o EMT Training o Rescue Training o Hazardous Materials Training Annual Quarterly Continuing Education Fire topics shall be recommended by the Chief of Training through the Chief of Operations no later than November 1 st for the following year. The Chief of the Division shall approve and finalize the Quarterly Continuing Education Fire topics no later than December 1 st. o The Chief may change, add or subtract from the previously approved topics based on operational needs. Annual EMT-B Quarterly Continuing Education topics shall be recommended by the Chief of Training to the Chief of the Division through the Chief of Operations no later than November 1 st for the following year. After the Chief approves the medical training topics, those topics shall be forwarded to the Department of Public Safety Medical Director no later than December 1 st for approval. Page 3 of 10

The Medical Director shall finalize and approve the medical training topics no later than December 31 st. The Chief of the Division or the Medical Director may change, add or subtract from the approved list for operational needs. These changes shall be approved through the Chief and Medical Director as required. Both approved lists shall contain approval signatures of the Chief and Medical Director as appropriate. Training Records Administrator/ Records Compliance Office (TRA): The TRA shall report directly to the Chief of Training The TRA shall be responsible for the entries of all training records in the FTA section of Firehouse. The TRA shall ensure that all required pertinent documentation for the class is completed by the Class Instructor. The TRA shall enter the class participants and supporting documentation into the Firehouse Records Management System Database. The TRA shall also maintain a hard copy file with all pertinent information to be maintained for the current accreditation cycle. Maintain the Master Index for Daily Drills and Training Bulletins posted on Sharepoint. Class Instructor: The Instructor shall ensure all pertinent paperwork is on-hand for the class. The Instructor shall ensure attendees have properly signed-in for the class with printed name and signature. The Instructor shall gather all appropriate class materials including FTA Training Record form, sign-in sheet, class evaluation, syllabus, summary and any tests then forward to the Training Records Administrator. If the Instructor distributes cards or certificates, copies shall be provided to the TRA. The FTA must have a current copy of the instructor s certification card on file. Training Opportunities: The Division is establishing a multi-point of contact opportunities to provide the training opportunities to meet these established objectives. Page 4 of 10

Officer Training: o The Division will provide Officer Roll Calls at the FTA or other assigned off-site locations to provide training opportunities and information sharing for the officers/acting officers; o The Division will strive to provide other officer training opportunities. Battalion Chief/Captain Tactical Meeting: o Periodically throughout the year, the FTA will host a Tactical Discussion for on-duty Assistant Chiefs, Battalion Chiefs and Captains. Attendees will review an incident or incidents and discuss specific tactical operations or decisions regarding the incident in an effort to improve performance. Company Daily Drills: o Each quarter, the FTA will forward to the Chief of Division for approval, the Daily Drill schedule to provide a template for officers use for their drills including Officers Choice Drills. Once approved, this schedule shall be posted on Sharepoint. o Officers shall utilize these daily drills, or may request a specific drill type specific to their units needs through their Battalion Chief. Specific drill designs shall be forwarded to the FTA, on the Daily Drill Template, for approval by the Chief or his designee and may be posted in a future drill category. An outline of the drill and Action Items shall be included in the drill plan. o Officers may also appoint a Drill Leader if a member has particular knowledge or proficiency in a specific topic or skill set. o Dual Company stations are encouraged to drill together. o Officers shall be responsible for entering the Company Drills and times into Firehouse for each participating member and the Company Journal. These entries shall be recorded by the Officer/acting officer in the Company Daily Drills section of Firehouse only. The Company Officer shall not record any additional training information in any other section of Firehouse. All other training shall only be entered by the FTA staff; (this will prevent dual entries). Page 5 of 10

o The daily drill will begin at 1000 hours when possible. The credited time increments for the drill will be.25,.50,.75, 1.0, 1.25 and so forth. The officer will announce the drill of the day and call the members to order. The drill will consist of three distinct parts, the briefing, the operation and the debriefing. Briefing: When applicable, the officer of the unit, or Drill Leader, will explain the purpose of the drill, the position each firefighter will assume during the drill and the responsibilities of each position. Each member is responsible to know all positions and tools assigned to each position of the drill in the event of detail or other assignment. Upon completion of the briefing the officer will state where the drill will be conducted and how it will commence. Operation: The members of the unit will complete the designated assignment as outlined by the officer, or drill leader, in the briefing. All members are responsible for using the proper tactics and techniques during the drill. The drill is not complete until all members have completed their assignment and reported to the officer. The officer will account for all members and call the drill complete. Debriefing: The officer will discuss with all members the outcome of the evolution. Tactics and techniques are to be discussed and clarified as needed. Members should take part in the discussion so that the unit understands each member s responsibility. Instructor Hour Credits: o Officers, or Drill Leaders, who are State of Ohio Instructors may receive Instruction Credit Hours for leading a drill. To receive the credit hours the Drill Leader shall complete the forms listed below. o This Daily Drill Shall Not be entered into Firehouse by the officer, rather: The Drill Leader/Instructor shall forward the following to the Director of Training for approval: FTA Training Form, Drill Summary/syllabus, Page 6 of 10

Signature Sheet and A copy of his/her Instructor Card The FTA staff will enter the Daily Drill and Instructor Credit Hours in Firehouse if approved. Documentation: o In Firehouse there are two categories under Training, Daily Drills and FTA Training. Company Officers shall only record training under the Daily Drill section. Training topics are listed below. All other training shall be recorded by the FTA Staff. o Due to the many responsibilities of the Division, Officers are not required to conduct a Daily Drill every shift. The Officer should set a goal of providing opportunities for company members access to sixteen (16) hours of company drills training, including physical fitness (up to four, of the sixteen hours monthly) each month. o All Company level drills and training shall be recorded by the officer in firehouse. The Officer shall ensure that each member participating in a drill or training is recorded in the Daily Drill section of Firehouse. o All Drills and Training conducted at the FTA, or hosted by the FTA, shall be documented in Firehouse by the FTA Staff. Quarterly Continuing Education: o As per General Order #4-6, all members of the Division are required to complete the Quarterly Continuing Education posted online at www.uhems.com even members off-duty on Hazardous Duty Injury are required to complete the training. Members not completing the required training are subject to the disciplinary process. o Online training will be broken down into three categories Fire Fighter, EMT and Fire Inspector. Certified Fire Inspector Training: o All members who are Certified Fire Safety Inspectors are encouraged to maintain their certifications. o For Certified Fire Safety Inspectors, the Division has provided continuing education opportunities based on the Ohio Fire Code. o Periodic classes at the FTA will also be provided to assist members in retaining their FSI certifications. Outdoor Drills: o The outdoor drill period will be May through October. Outdoor evolutions are arranged in three groups designated as G-1, G-2 and G-3 on the schedules prepared by the FTA. To limit the number of companies drilling outdoors at one time, Battalions are to designate drill group units. A unit will consist of one truck and two engine companies or one truck, one engine and one rescue squad, (or other as defined by the FTA and AC 1). o The Battalion Chief and Chief of Training will designate the group drill and the group specified periodically so that each company will perform the three (3) group drills at least once during the outdoor season. Companies not scheduled to perform the outdoor group drill will perform the alternate drill indicated on the schedule in quarters. External Classes: When a member attends a seminar, conference or class off-duty and would like to receive training credits for attendance they shall forward the FTA Tracking Form, class schedule, class summary and any additional description as to job applicability. These documents shall be submitted through the Director of Training for approval by the Chief of Division.
