Council services WHAT DO I NEED TO GET AN IDENTITY CARD? WHERE SHOULD I GO TO SORT OUT MY RESIDENCE? The office in question for both of these documents is the registry office (anagrafe). In order to get an Identity Card, you need to go to the registry office with a valid residence permit (permesso di soggiorno) and three photos. If you would like to request residence, the following are necessary: fiscal code (codice fiscale), passport and valid permit of stay. How to find work? It is possible to get information about job vacancies and selections by visiting Job Centres (CENTRI PER L IMPIEGO) throughout the Municipality or its website (www.provincia. arezzo.it). Employment agencies (as well as public announcements in the press) also provide useful info. WHAT IS NEEDED TO ENROL AT A JOB CENTRE? It s possible to enrol at a Job Centre from the age of 15, once compulsory schooling has been completed. Italian citizens, who have a registered address in the area, can enrol at their local Job Centre by presenting a form of identification. Non E.U foreign citizens, who have a registered address in the area have to present a form of identification together with their valid permit of stay. People who have joined their family in Italy or who have come to work can enrol at a Job Centre. Disabled people can request enrolment under a protected category (Law 68); they will need to present a current document stating their disability and work. WHAT SHOULD I DO AFTER A PERIOD OF WORK AND SUBSEQUENT UNEMPLOYMENT? A person who is made redundant should go to their Job Centre with a letter confirming their redundancy (a self written letter stating the date of their redundancy is sufficient). An application can then be made that will allow him/her to take on any employment with special concessions as well as the possibility of asking for unemployment benefits if necessary. WHAT SHOULD I DO IF I LOSE MY JOB (RESIGNATION, REDUNDANCY OR OTHER)? Losing your job does not signify losing your residence permit. A foreigner who loses their job, even if they resign from it, can be included in the employment list as long as they have a valid permit of stay for at least six months in which time they can use the Job Centre s services and facilities to look for a new job. WHO SHOULD I CONTACT IF MY EMPLOYER DOES NOT GIVE ME A CORRECT SALARY OR DOESN T RESPECT MY CONTRACT? In the case when an employer does not respect a work contract, a foreign worker (like an Italian worker) can seek assistance from controlling bodies (such as Servizi ispettivi della Direzione Provinciale del Lavoro, INPS and INAIL) or from the Employment Appeals Tribunal, whether one belongs to a trade union or not.

IF I HAVE A RESIDENCE PERMIT FOR SUBORDINATE SEASONAL WORK, CAN I BE SELF EMPLOYED? Yes. You need to convert your residence permit at the immigration Drop In. You need to remember, however, that self employment does not regard those activities protected under law for Italian or E.U citizens. Self employment regards the following sectors: handcrafts or artisans, trade and freelance. This last area has laws tied to citizenship, qualifications attained in Italy (or acknowledged qualifications attained abroad), passing exams and registering with a professional order or register. Commercial or artisan activities need to have approval from the Chamber of Commerce. IF A FOREIGN WORKER COMES TO DO SEASONAL WORK IN ITALY, DOES SHE/HE HAVE PRIORITY THE FOLLOWING YEAR OVER CO NATIONALS? Yes. The priority right can be put into effect the following year with regards to co national citizens. In addition, (as long as they have respected conditions indicated in the permit) non E.U citizens can convert their seasonal work permit for a full time work permit, verifying their conditions of work (work contract and number of people entering the country).

School EDUCATION all minors have to go to school regardless of whether their stay is lawful; if minors do not have identification papers or have illegitimate or incomplete documents, they are nevertheless registered in a reserve list. CLASS PLACEMENT a child will be placed in a class that corresponds with his or her year of birth unless the school decides otherwise due to ulterior aspects; the school will propose that foreign students are distributed throughout different classes thus avoiding a class that has predominantly foreign students. ASSISTANCE WITH LITERACY AND INTEGRATION the school defi nes which programmes need to be adopted and together with local bodies identifi es the following specifi c work required to help teaching Italian: Individual or group lessons Intensive courses the school proposes criteria and ways for schools and families of foreign students to communicate, using qualifi ed cultural-linguistic mediators from local bodies the school promotes safeguarding languages and cultures through agreements with local entities, associations, etc. INTERCULTURAL EDUCATION Intercultural Education can be found in all schools in Casentino. NON EU MEMBERS LONG TERM RESIDENCE CARD CARTA DI SOGGIORNO FOR NON E.U FOREIGNERS Requirements Offi cially permitted stay in Italy for at least 6 years (from the date of fi rst issue) in possession of a residence permit with unlimited renewals; Permanent contract in case of having work; An annual income of more than 4,874,61 net per person for each dependent ( 9,749,22 per 2/3 people; 14,623,83 per 4 or more people) No criminal record. Documents needed Revenue stamp (marca da bollo) worth 14.62; 4 photos (recent and identical); Original and photocopy (all pages) of passport or equivalent document; Original and photocopy of residence permit; Photocopy of property contract: rented or bought; Employers contract stating permanent and undergoing employment (for employees) or registration with the Chamber of Commerce (for self employed); Original and photocopy of employment card, if available (all completed pages) only for subordinate work or self employed work that has followed subordinate work; CUD form (Tax Returns) or the original and photocopy of last year s income tax returns; Photocopy of VAT (I.V.A) payment (Module F24, only for those who are self employed); Photocopy of National Insurance Number (codice fi scale); Photocopy of VAT number (partita I.V.A.) only for those who are self employed; Certifi cate of court record (casellario giudiziale) available from the Procura della Repubblica, Arezzo - Via degli Albergotti;

Certificate of any undergoing penal proceedures available from the Procura della Repubblica, Arezzo - Via degli Albergotti; Application for a Carta di Soggiorno can also be made by a spouse and children over the age of 14 on the following conditions: The breadwinner in the family already has a Carta di Soggiorno or is applying for one at the same time (each individual must make a separate application). The person making the application regularly lives in Italy and has a residence permit for work and/or family reasons. The person making the application does not have any criminal records. The breadwinner in the family has an annual income of over 4,666,87 net per person per employment; 9,749,22 per 2/3 persons; 14.623,83 per over 4 persons. Documents needed for a spouse and each child over 14 who is dependent: Revenue stamp (marca da bollo) worth 14.62; 4 photos (recent and identical); Original and photocopy (all pages) of passport; Translated marriage or birth certificate, authorised by the Italian Consulate. In the case of children born in Italy, marriages taken place in Italy and a spouse or children who have come to Italy after a family has been reunited, it is sufficient to have a self authorising certificate; Breadwinner s acknowledgement of hosting and maintaining family members (printed at the Immigration Office); Certificate from a Council Office stating housing requirements or health certificate from Asl; Photocopy of breadwinner s last years CUD or UNICO forms (tax returns) together with any additional tax returns the family member making the application may have; Photocopy of National Insurance number (codice fiscale); Certificate of court record (casellario giudiziale) available from the Procura della Repubblica, Arezzo - Via degli Albergotti; Declaration or certificate demonstrating each dependent child s education and school attendance.

Documents needed for each child under 14. 4 recent and identical photos; Original and copy of passport; Breadwinner s acknowledgement of hosting and maintaining family members (printed at the Immigration Office); Certificate from a Council Office stating housing requirements or health certificate from Asl; If the child goes to school, a declaration or certificate is needed demonstrating his/her education and school attendance. PRESENTING DOCUMENTS Documents can be taken to the Immigration Office Drop In situated in the Police Headquarters (Questura) by the person applying (within opening hours). COLLECTING THE CARTA DI SOGGIORNO The person making the application must collect their Carta in person. The norms regulating foreign citizen s stay in Italy are subject to change and modifications. We therefore advise you to always contact the Integration Centre for any additional inquiries. Accomodation All foreigners who have a residence permit, identification documents, a pay slip and who declare taxes can register with the Housing Association and subsequently receive info about accommodation as well as applying for a loan to pay for deposits and contractual expenses. Small loan repayments can be made over 18 months, depending on the agreement made. Having a lawful housing contract is vital when confirming ones stay in Italy as well as guaranteeing appropriate housing for ones family. For those who would like to buy a house, the La Casa Housing Association can also offer consultancy and expert advice on types of financing. There is an integration centre in Casentino that assists in administrative matters regarding permits of stay, family reunions and provides information and consultancy on services available in the area (school, health, social etc. services).

Health WHO HAS TO REGISTER WITH THE S.S.N? 1 All those who officially work in Italy, both in subordinate jobs or self employed as well as those who would like to work and are registered with the employment list. The right to health assistance also applies to those renewing their permits of stay. 2 Family members who are officially registered to stay in Italy. 3 Foreigners who have retired in Italy. 4 All those who have a residence permit (or those who have requested a renewal) for family motives, political asylum, seeking nursery schools, those awaiting adoption, fostering and citizenship. AND THE OTHERS? Officially registered foreigners who do not enter the above listed categories, are also insured against the risk of disease, injury and have maternity leave if they have an insurance policy with either an Italian or foreign insurance company valid in Italy. They can also apply for national health assistance. When applying for the national health service, foreign citizens must also contribute to paying for it annually just as Italian citizens do. This is calculated as a percentage of the previous year s income, whether one has worked in Italy and/or abroad. The Ministry of Health issues a decree when this amount is due to increase, in accordance with the Treasury, its Budget and Economic programming and cannot be inferior to the minimum contribution as foreseen by current norms. Voluntary registration with the national health service can also be applied for by: a foreigners studying in Italy that have a residence permit;

b foreigners officially staying in Italy as au pairs, according to the European Agreement on Au Pair Placement; Contributions paid by foreigners who pertain to these two categories (a and b) is not valid for their family members. N.B. Registration has to be renewed annually (it expires on the 31st December). WHAT IS A HEALTH BOOKLET? It is the document that proves you are registered with the S.S.N. N.B. Any cases of loss or left have to be registered with Asl. You should take a form of identification with you and Asl will immediately issue you with another booklet. WHAT DO I HAVE A RIGHT TO WHEN I AM REGISTERED WITH THE S.S.N? You have the right to chose a GP (general practitioner/doctor) from a list of those available through Asl. A paediatrician is chosen for children under the age of 6 using the same criteria as for a GP. You can chose either a paediatrician or a GP for children between 6 and 14. A GP can give you: 1 prescriptions; 2 requests for medical checks; 3 requests for specialised consultancy; 4 non urgent hospitalisation; 5 sick notes for those who work; 6 health certificates for children returning to school. Doctor s visits both in a clinic and on call are free. The following require a ticket payment: specialised medical visits at public hospitals and private clinics as well as other public or private centres; tetanus and hepatitis injections; blood tests, x-rays, ultra sound, etc; medicine; etc.

WHERE CAN I REGISTER? To register with the S.S.N. WHAT ARE CONSULTANCIES? They are centres in which you can fi nd social workers, nurses, gynaecologists, midwives, psychologists working both in social and health sectors. WHAT ACTIVITIES DO THESE CONSULTANCIES OFFER? Reception centres, assistance during pregnancies as well as abortions, child birth courses, family planning, preventing cancer specifi cally regarding women, preventing sexually transmitted diseases, assistance with infertility, helping couples or families in diffi culty, advice on the menopause and counselling. Access is direct (without a GP s request) and the services offered are free. A booklet describing the regional protocol for pregnancy is issued to foreign pregnant women who are temporarily in Italy (even unoffi cially) and who visit the family health clinics. Services are free of charge. Miscarriages can be assisted free of charge and without police intervention. In addition, all services regarding Law 194/78 for abortions are available. WHICH HEALTH SERVICES ARE GUARANTEED FOR FOREIGN CITIZENS TEMPORARILY LIVING IN ITALY AND THOSE STAYING UNOFFICIALLY? Health care offered by clinics and hospitals is guaranteed and is nevertheless essential in safeguarding a person s health. The following services are guaranteed in particular, as indicated in Article 33 of Law 40/98: 1 safeguarding pregnancy and maternity, identical to that offered to Italian citizens; 2 guaranteeing minors health in accordance to the Rights of the Child 20/11/89, ratifi ed and conveyed in Law. 176/91; 3 Vaccinations according to the norms and communal prevention campaigns authorised by the regions; 4 International prevention against diseases; 5 Prevention, diagnosis and treatment for infectious diseases and disinfection of contaminated areas.

HOW ARE HEALTH SERVICES GUARANTEED FOR FOREIGN CITIZENS TEMPORARILY LIVING IN ITALY AND THOSE STAYING UNOFFICIALLY? Medical services are carried out using a regional code called STP, which is an Istat code within the public health service which is followed by a number. The code is known throughout the country and represents assistance for all guaranteed services. Reimbursements for medical expenses to the Home Office should be made individually quoting the STP code.
