CASE FOR CHANGE Philippines, with a population of 100 Million people, has 24 Million Elementary and High School students. Next year, the country will move from K-10 to K-12. This will bring up the number of students to 27 Million by 2017. Based on the World Economic Forum report this year on Primary Education Competitiveness Index, Philippines is at rank No. 82 among the 144 countries. Singapore is at No. 3, Japan at No. 4 and USA at No. 57. For the past 8 years, the performance of Philippine students on the National Achievement Test was below the national target of 75 mean score. The High School students performance remained at around 50%. We, FrontLearners, are promoting the use of Blended Mastery Learning Method in the Philippines to help teachers improve the student competency. We cover Math, Science, English Grammar and other K-12 subjects. Blended Mastery Learning Method is the same as the proven effective group instruction called Mastery Learning Method that was developed by Benjamin Bloom.
