HARLINGEN CONSOLIDATED INDEPENDENT SCHOOL DISTRICT PARENTAL INVOLVEMENT/DROPOUT PREVENTION PROGRAM PROGRAM DESCRIPTION The objective of the Parental Involvement/Dropout Prevention Department of Harlingen C.I.S.D. is to successfully involve parents in the education of their children. The district strongly believes in the positive effect of parental involvement and has focused its efforts on increasing levels of parental participation. Parent s participation in their child s education is viewed as one of the most important factors that influences the success or failure of the child in the classroom. The department includes a Program Director, Program Secretary, Dropout Prevention Team, Attendance Officers, Parent Educators, 0-3 year old program, and Family Learning Centers Master Teachers. The Parent Educators facilitate parent centers at all district campuses, conduct parenting sessions and parent workshops throughout the year. Parents are encouraged to volunteer time at their children s campuses. This promotes fellowship among administrators, teachers, parents and students. We strongly believe that when parents are involved, students will achieve more. Attendance Officers are involved daily in following up on students that are not attending school (absent, truant, etc.). They make phone calls, home visits and campus visits. These methods are used on a daily basis to monitor student s attendance. The Dropout Prevention Team includes two counselors and a social worker that work with the New Directions, Ninth Grade Success Initiative and New Horizons Program. The New Directions and Ninth Grade Success Initiative Program objective is for students to reach academic success at the high school levels 9 th 12 th grade. The New Horizons Program is a group-counseling program at our district s five middle schools. The groupcounseling sessions are led and facilitated by the social worker. The 0-3 year old Program is for children of these ages and their parents. This program promotes safe and nurturing home environments and trains parents in the physical, social, emotional, and cognitive development of young children. A Parent Educator facilitates the program. Parental Involvement will offer GED and ESL classes on Monday and Wednesday, 6:00pm-8:00pm at Keys Academy. Five Family Learning Centers are located in each housing Development in Harlingen. The five Family Learning Centers offer surrounding neighborhood a warm and welcoming learning environment. The Five Master Teachers work on a part time basis from 4:30-7:30 p.m., Monday-Thursday, and are assisted by student mentors. The Five Master Teachers duties are to monitor, teach and supervise at the Family Learning Centers. The efforts of these departments working together as a team under the direction of the program director have reduced the Annual Dropout 1.7%.

PARENTAL INVOLVEMENT AND DROPOUT PREVENTION PROGRAM Elementary Parenting sessions will be offered during the school year. They will be held as scheduled per campus. Each session will be one hour long. There will be a Spanish session and an English session in order to accommodate all parents. All parents will be invited to attend. Home visits will be made to Title I and Migrant families. Coordinators will in-service Parental Involvement staff and supply handouts for parents. Parent Educators will do each presentation. The topics for the parenting sessions are as follows: 1. Building Relationships Constuyendo una Relacion 2. Correcting Misbehavior Corrigiendo el mal Comportamiento 3. Attachment # 2 is a session reminder notice for your use. Attachment # 3 is a copy of the home visit form. Attachment # 4 is a copy of the campus report to be submitted to you upon completion of parenting sessions. Attachment # 5 is the agenda for the organizational meeting and attachments 5A through 5J are the implementation guidelines for the parent center.

Parent Centers will be implemented on all campuses. One parent educator will be assigned two days per week to assist with the parent centers on campuses. DROPOUT PREVENTION PROGRAM The New Directions Leadership Series will be implemented with students from Harlingen High School, Harlingen High School South, and KEYS Academy. A total of 225 students are in the program. Weekly sessions will be held after school on the following days: Monday at Harlingen High School, Tuesday at Harlingen High School South and Wednesday at Dr. Cano Academy. DeAnna Reyes is counselor for program. Attachment # 6 is a list of monthly themes for the program. Events will be held throughout the year and students will also be involved in community services and projects. Students from area colleges and universities will serve as mentors. Ninth Grade Success Initiative The main objectives of the NGSI program at Dr. Abraham P. Cano Freshman Academy is for students to transition successfully into high school and be successful in the academic environment. A certified school counselor will work with the students for their entire freshman year. The counselor will conduct interventions as needed with students grades, discipline and daily attendance. A student liaison officer will assist the counselor with attendance phone calls and home visits for students not attending school. Dropout Prevention Identification of Potential Dropouts Please refer to your Administrative Procedures Handbook Code: 2E-0892. Attendance Officers Role: Improve attendance and lower the dropout rate by working with "no shows" and truancy at all campuses. Daily Attendances Process Attendance Officers are involved daily in following up on students that are not attending school (absent, truant, referral, etc.). They make phone calls, home visits, and campus visits. These methods are used on a daily basis to monitor students attendance. Harlingen High School, Harlingen High School South, and Keys Academy: Lead Attendance Officer will generate attendance report at *10:00a.m. and distribute list to Attendance Officers. Attendance Officers will then make phone calls to contact parents Home visits are made to contact parents of students who are truant At the end of the day results from home visits are documented on attendance report The following day attendance report are returned (inter mail) to school personnel Attendance Referrals are sent weekly (inter mail) and phone calls or home visit are made to insure a response *Time might change due to input of information at their campuses *It is the duty of the parent/guardian to monitor their child s school attendance and require that they attend school. Elementary and Middle School Campuses: Campus Personnel will e-mail or call with the names (with phone numbers and addresses) of students absent three or more days. Phone call or e-mail must be sent before 10:00 a.m. in order to make home visit on that same day, otherwise home visit will be made the following workday.

Attendance Officers will make home visits and document on attendance result form Copy of result form is then dropped off at their campus or sent via inter-mail Withdrawals It is very important that a contact person be listed on the withdrawal form for tracking purposes. Attendance office personnel must be made aware of this responsibility. Middle Schools and High Schools: notify this office of all withdrawals immediately by electronic mail or phone. For Your Information: Municipal police of a municipality in which school district territory is included have authority to enforce the truancy laws in such district, where no attendance officer has been elected. In addition, law enforcement officers, including city police, have authority to take a child into custody for truancy within the definition of conduct indicating a need for supervision under Family Code section 51.03(b) (2) even if there is an attendance officer serving the district. Truancy in itself would not be grounds for a school s refusing to re-admit a child after he had been taken into custody for truancy.

Section 25.093(a) and Section 25.094 of the Texas Compulsory Attendance Law as outlined below: Section: 25.093 of the Texas Education Code, Parent Contributing to Nonattendance: A parent with criminal negligence fails to require the child to attend school as required by law, and the child is absent from school on ten or more days or parts of day within a six-month period in the same school year or on three or more days or parts of days within a four-week period, the parent commits an offense. Section 25.094 of the Texas Education Code, Failure to Attend School: If a student fails to attend school without an excuse on ten or more days or parts within six-month period in the same school year or on three or more days or parts within a four week period, the school district shall file a complaint against the student in a justice or municipal court. It is your duty to monitor your child s school attendance and require that your child attend school. Failure to do so could result in your prosecution under Section 25.093 or Section 25.094. This offense is a Class C Misdemeanor and subject to a fine not to exceed $500.00. Each day your child remains out of school may constitute a separate offense. Two or more offenses may be consolidated and prosecuted in a single action.

A court may require a parent found to have committed the offense set out in Education Code section 4.25, repeated failure to require a child to attend school, to render personal services to a charitable or educational institution as a condition of probation. A juvenile court in a proceeding against a juvenile for violation of Education Code section 4.251, for the offense of failure to attend school for the periods set out therein, may impose reasonable community service work on a juvenile. Where a case has been transferred under section Family Code 54.021 from a juvenile to a justice court and the child found to be truant within the definition of "conduct indicating need for supervision" in section 51.03(b) (2), the justice court may require that "the child complete reasonable community service requirements." Id. 54.021(d) (4). The offense provided for in Education Code 4.25, a parent's continued failure to require a child's school attendance, is punishable, pursuant to Education Code section 4.25, as amended by Senate Bill 7, 73d Legislature, by a fine of not less than $10 nor more than $50 for the first offense, not less than $20 nor more than $100 for the second offense, and not less than $50 nor more than $200 for a subsequent offense. The Twenty Fifth District-Wide Parent Conference will be held Saturday November 8, 2014 at T.S.T.C. (Texas State Technical College). Pre-School Program (0-3 Years) A Pre-School program for children 0-3 years and their mothers has been implemented for the 2013-2014 school year in the five Harlingen Housing Authority and Cameron County Housing Authority Learning Centers: Los Vecinos, Bonita Park, Sunset Terrace, LeMoyne Gardens, and Casa Grande. The program promotes a safe and nurturing home environment and trains parents in the physical, social, emotional, and cognitive development of young children. It also responds to the needs of families. The program will also provide information to parents of children as follows: healthcare, nutrition, parenting skills, educational skills, reading, playing, nurturing, and introduction to the Harlingen Public Schools. One Pre-School Program Facilitator, Educator under the direction of the Parental Involvement Director, will staff the 0-3 Year Program. The Facilitator/Educator will identify, recruit and train parents and children for the Pre-School Program. Components of the Pre-School Program include: Encouragement and instruction on taking an active part in the baby s development. Pre-natal classes on a one to one basis with mothers in their homes. Increase of self-esteem and emotional stability in a classroom setting. Learning principles of good nutrition, health and accident prevention. Encourage young mothers to finish school or pursue higher education. Life coping skills classes. Fathers are encouraged to participate at any time. Classes for toddlers (9 months - 3 years). Allowing opportunities for volunteers to help make toys and educational materials, and helping mothers sew baby clothes. Step-by-step activities to respond to the many changing needs of these families.

What is Texas Parents Day? TEXAS PARENTS DAY Texas Parents Day is a new holiday, HB 1196, created by the Texas Legislature in 1999. The law is located in the Texas Government Code, Chapter 662, Subchapter C, and Section 662.046. Texas Parents Day celebrates the Texas family and emphasizes the importance of parents taking an active role in the raising and future of their children. Because parents are children s first teachers, Texas Parent Day provides educators with an excellent opportunity to coordinate with local community organizations to increase parents awareness of resources that are available to them as they experience the benefits and responsibilities of family life. The Texas Education Agency is encouraging education service centers and school districts throughout the state to voluntarily support this new holiday by hosting back-to-school celebrations in their local communities that honor and support the contributions of parents to their children s health, education, and general welfare. America Goes Back to School, an initiative of the Partnership for Family Involvement in Education, is designed to increase family, business, and community involvement in education on a grass-roots level. America Goes Back to School produces kits that are used by many schools systems nationwide to help groups and communities plan events, activities, and celebrations marking the start of another school year. The America Goes Back to School and provides extensive information, including planning calendars, activities and event ideas, and strategies for publicizing your event. The legislation did not make funding available for this observance. The law designates Texas Parents Day as the second Sunday in August of every year. While there are some similarities in the two events, Texas Parents Day is part of state law. Parent Involvement Day observances, typically held on November 12 of each year, are voluntary community celebrations, much like Texas Parents Day. Though schools can still celebrate Parent Involvement Day, we encourage the observance of the new state holiday. Harlingen C.I.S.D. Parental Involvement Program celebrated Texas Parents Day on Friday, August 22, 2014. The celebration included information for parents on STAAR, Nutrition, Child Safety, Immunization, Child Find, ESL, GED Classes; Harlingen Police Department had children finger printing and The Harlingen Fire Department. The celebration began at 9:00 a.m. until 12:00 p.m. at the Harlingen Boys & Girls Club, Fair Park, and Refreshments were served to all participants. A full size ad appeared in the Valley Morning Star to acknowledge Texas Parents Day in the Harlingen School District.

PARENTAL INVOLVEMENT DAY Parental Involvement is considered to be the key to a child s educational success. Parental Involvement Day began in 1994 as a local program of the Greater Houston area and grew to a statewide initiative as the result of a grassroots effort by parents, communities, and business volunteers to increase the awareness of the importance of parental involvement. Governor George Bush issued a proclamation to declare November 17 th as PARENTAL INVOLVEMENT DAY in our great state. In an attempt to increase parent participation in the teaching and learning process, particularly in the area of reading, local school districts are encouraged to join in this statewide initiative and implement a local Parental Involvement Program by encouraging parents or guardians of school age children to sign the PARENTAL INVOLVEMENT PLEDGE and commit to being more involved in their child s education. The BLUE RIBBONS that schools will receive are to be distributed to parents and staff and are to be worn on November 14, as representation of the parental support of their child s education. 1. Report to the campus by 7:45 a.m. 2. Sign in every day at the front office and call upon arriving at the school (Make sure to have an office staff member initial their individual sheet) 3. Sign out every day at the front office when leaving the school (Make sure to have an office staff member initial their individual sheet) 4. Stay in their Parent Center with their parents 5. Be responsible for making coffee in the Parent Center 6. Be responsible for making sure that there are plenty of cups, cream, spoons, and sugar available in the Parent Center 7. Be responsible for making sure that parents sign in at the Parent Center 8. Be responsible for making sure that all materials are ready and organized for Parent Center Day at each school 9. Be responsible for making sure that teacher work is done correctly by the parents 10. Welcome all parents to the Parent Center 11. Give parents an explanation about the Parent Center and its purpose 12. Listen to parents at all times 13. Train parents to operate any office equipment that is available for use in the Parent Center (Ex.: copier, laminating machine, die-cut machine, typewriter, computer, and meet with the campus contact person whenever necessary) 14.
