Process of online admission for STD XI to be implemented from the year 2009-10 Preamble: The process of admission for STD XI has been going on since the academic year 1997-1998 as per GR for school education no HSC 1097/ (1444/97)/ umashi 1 dt. 26 June 1997. This ongoing process involves students approaching many junior colleges for buying and submitting admission forms, which is time consuming for the students. Also student normally buys and submits forms of 15 to 20 junior colleges. As per this process the student and his parents have to verify the merit list in each Junior college in which the student has applied. Since the student has to spend approximately Rs. 50/- to Rs. 100/- for each admission form that he fills, he has to spend nearly Rs. 1500/- to Rs. 2000/-. Since the time table for the admission process is common to all Junior Colleges and the merit list is also displayed at the same time, it is strenuous for the students to secure admission within the allotted time frame. It is also costly and time consuming for the students. Considering all these issues, the government has started online admission process for the academic year 2009 10. Using this process, the student is able to apply to many colleges by filling up only one form. Being a welfare state, it is our bounden duty to look after the interest of the society. Keeping this objective in view, the online admission process is being initiated for the MMRDA area, to save time and money of all parents of students desirous of seeking admission to STD XI. Utilising this process, a student will secure admission to STD XI as per his / her merit and the option given by him / her. Care is also being taken to see that no student is deprived of admission. ONLINE ADMISSION PROCESS The online admission process for STD XI is applicable to all recognised junior colleges in MMRDA area and their participation in this process is compulsory. Any student, whether from the Maharashtra state or therewise and having passed the examination of STD X from any recognised board, must participate in the online admission process. Admission will be given to students in the faculties of Arts, Commerce and Science (including Bifocal subjects) by using the online admission process. The online admission process will be conducted with the technical help of Maharashtra Knowledge Corporation Ltd. (MKCL). The rights of the minority management for giving admission against the 50% Minority quota will remain intact. The Management will also reserve the right to admit students against the 5% Management Quota. For the convenience of the student the MMRDA area has been divided in to 20 zones according to their geographical locations and every junior college has been associated with a particular zone. In all these 20 zones, the secondary schools and junior colleges which have computers with internet facility, have been assigned to play the role of form filling centres and submission centres. In case a student faces difficulties in filling the form, he can contact the zonal co-ordinator of that particular zone. A list of the zonal co-ordinators is given in the brochure. The admissions in the non minority institutions will be done according to the existing rules and abiding with all the constitutional and social reservations. The admission to the bifocal subjects will be given as per government resolution No- GTS 1084/ 40926/101/84) taanshi 2 D, Educational and Employment Department, Mantralaya, Mumbai- 32 dt. 22 nd April 1987. 61

Salient Features of the On-line Admission Process 1) Student will have to fill only one application form for many colleges. 2) Student will have facility of giving up to 150 options of differents junior colleges in two faculties. 3) The data available with S.S.C. Board will be obtained directly from the Board and used. 4) Students can fill the on-line application form at any place where facility of computer with Internet is available. 5) About 400 junior colleges will be available as submission centres for submitting print outs of the application forms filled online. 6) The right of Minority Management for giving admission against 50% Minority Quota will remain intact. 7) The Management will also reserve the right to admit students against the 5% Management Quota. 8) Student will have the opportunity to get admission to a junior college depending on merit and preferences of junior college given by him. If he does not get admission as per his first preference, then the 2nd, 3rd,... preferences will be examined. If a student fails to get admission to the college of his choice as per merit, for all preferences given by him, there will be provision to give admission to a junior college in his prefered zone and stream as per availability of seats. Online Admission Process 1. Every individual is expected to read the information guideline booklet carefully & in detail. 2. Carefully study the application form in detail. Acquaint & prepare yourself with all the fields to be filled in the form, specially the preference option relating to colleges and streams as per your choice. Decide your option, taking into consideration the cut off marks. 3. Only when you are all prepared, kindly log on to the site from the computer which has internet facility, either from a place convenient to you or from the nearest centre enlisted in the booklet as form filling center or submission center. All the Secondary Schools and Jr. Colleges having facility of internet and computer will be form filling centres. 4. The student can fill up and submit his / her form in the submission centre. 5. Different code numbers have been assigned to a college, to distingnish between aided, unaided, arts, Science and Commerce faculties, as well as general faculty & bifocal subjects. 6. When a student fills in his seat number of examination of Std. X, the entire information available with the SSC board in his respect will be displayed automatically. If the student has passed Std. X examination from any other board, he / she will have fill-up the information in the form physically. 7. The student must fill in his preferred options in the option form. After this, he must fill up his preferred zone, stream and medium at the bottom of the option form. This is to allot him seat in a Junior College of his choice of zone and stream, in case he fails to secure a seat in all options given by him due to his merit and availability of seats in the Junior Colleges opted for by him / her. 8. After filling the form online, the student must carefully check the details filled up before clicking on the Submit window. 9. After submitting the form, take two print outs of the form. 10. Attach Xerox copies of required certificates to one of the print outs. 62

11. The print out with certificates attached long with the other print out and originals of the certificates are to be taken to the nearest submission center on the declared dates & time. 12. The forms and the attached certificates will be examined at the submission center and the form accepted. Please note the following points. (a) If the application does not contain omissions and xerox copies of valid certificates are attached, then the form will be forwarded for online process. In case of any omission of invalid certificates, the form will be forwarded after noting the omission. (b) The list of valid uploaded forms will be displayed at the submission center on next day. Also, list of invalid forms will also be displayed with the specific problems regarding each forms. (c) A form will be invalid under the following circumstances. (i) There are mistakes in filling up the form. (ii) All required certificates are not attached to the form. (iii) Wrong or invalid certificates are attached to the form. (iv) Attached certificates are not issued by competent authority. The appropriate reason will be noted in the list again the invalid form numbers. (d) Rectification of omission and fresh submission of valid certificates, if any, will have to be done within two days at the submission centre only. Otherwise the name of the student will not be incorporated in the online process. (e) After rectification, make sure that your application number is shifted from the list of invalid forms to the list of valid forms. 13. When the student fills up the online form and takes the print outs and make sure that all the entries are correct. The changes, if any, will be done and take fresh corrected print outs and then subimitt with respective documents in the submission centre. Certificates to be submitted along with option form for various categories Students who wish to apply for admissions for seats covered under the constitutional reservations (SC including Nav Buddha, VJ(A), NT(B), NT(C), NT(D), OBC and SBC) should submit certificates as mentioned below: Students claiming admissions under all categories mentioned below should submit: (1) X th Marksheet indicating pass.all X th marksheets in case of students who have passed X th in more than one attempt. (2) (a) For Greater Mumbai Region : Caste certificate issued by District Magistrate or an Executive Magistrate designated by District Magistrate, (b) For regions other than Greater Mumbai : Caste certificate issued by Taluka Executive Magistrate designated by District Magistrate, 63

In addition to the above certificates, the students claiming admissions under NT ( C), NT(D) and OBC categories should submit a family income certificate indicating non creamy layer in the academic year 2009-10. Note : If a students does not possess the caste certificate(s) issued by competent authority, the application form for admission will be accepted if the category/caste to which he is claiming admission is mentioned in his school leaving certificate. At the time of admission, such students and their parents will have to give an undertaking that they will produce the requisite caste certificate(s) within one month of the date of admission. Students who wish to apply for admissions for seats covered under the social reservations should possess certificates as mentioned below : (1) For all reservations : X th Marksheet indicating pass. All X th marksheets for those students who have passed X th in more than one attempt. (2) Students applying for admission under In-House category should submit copy of School Leaving Certificate which should be of the school which he has ticked in the application form. (3) Students claiming admission under following categories: (a) Wards of Transferred state/central Government and Private sector employees, (b)wards of Servicemen and Ex-service men, (c) Wards of freedom fighters, (d) Students who have met with accident should submit certificates as mentiond below: (a) Wards of transferred state/central Government and Private sector employees: The certificate showing transfer of the employee and joining certificate. (b) Wards of Servicemen and Ex-service men : (i) For servicemen : certificate issued by district Sainik Board (ii) For Ex-Servicemen : Service certificate and copy of Identity card. (c) Wards of freedom fighters : Documents as per G.R. TCM/2001/PRA no.214/sec Edu.-4 dt. 11 th Feb.2001. (d) Medical certificate regarding the accident. (4) Handicapped : Certificate showing atleast 40 % disability, issued by the Civil Surgeon or by the Medical Officer of any Government / Municipal hospital. (5) Sports and Cultural : Students should possess any one of the following certificates: (a) certificate showing that the student has secured first or second rank at the District / State/ National level. The certificate should be certified by the District sports officer or the Zonal sports Deputy Director. (b) Certificate showing that the student has won medal(s) at the zonal level or Certificate showing that the student has participated in the National/State level competitions organized by the Indian Schools Games Association or Indian Games Authority. The certificate should be certified by the District sports officer or the Zonal sports Deputy Director. (c) Certificate showing that the student has won medal(s) at the State level or Certificate showing that the student has participated in the National/State level competitions organized 64

(d) Note : by Associations which have been recognized by the Indian Olympic Association or Maharashtra Olympic Association. The certificate should be certified by the District sports officer or the Zonal sports Deputy Director The above criteria (a),(b) and (c)has been mentioned based on GR no. HSC 1707/(222/07)/UMASHI-1dt 26 nd June 2008. Certificate issued by the Directorate of Cultural Affairs. While admitting students under sports quota, preference must be given to the sportsman with higher proficiencing and for higher level. (For further information, refer to G.R. No. HSC 1707/(222/07)/umashi/dated 26th June 2008) Process to be followed after the name of the student appears in the merit list of a college. When the name of a student appears in the merit list of a particular Jr. College, he/she must approach the said Jr. college within the stipulated time for that merit list. He/she must fill up the admission form of that Jr. college, attach the required original documents and their Xerox copies and pay the stripulated fees. His/her admission process is then complete. Betterment option 1) Student fills in the preferential order as per stream/ college wise. 2) As per merit, the student is alloted a seat in a Jr. college as per his/ her preference. 3) If a students takes admission, as per this list, she/ he remains in the process for betterment till the seats are available/ vacant and his/ her merit fits in. 4) When his / her name appears in any subsequent merit list for a college which is above in preference to the college to where he has already secured seat, he can cancell the earlier admission secured by him and take admission in the new better option within the stipuleted time for that particular list. Kindly note that student is permitted to use such betterment option ONLY ONCE. 65

Frequently asked Questions and their Answers 1] What was the need to introduce on-line admission procedure for std. XI this year? A. Every year, students have to apply to a number of colleges and stand in long queues. In this process they spend a lot of money and time. In order to ease the procedure and help students and parents, the on-line procedure for std. XI has been introduced. 2] What is this on-line admission process? A. Students are expected to fill an option form, using computer with internet facility and print two copies of the application and present it at any nearby submission center. The student is also expected to submit Xerox copies of the required certificates, depending on the category to which he /she wishes to apply. He/ She also has to pay the requisite fee and collect the receipt for applying online. All the seats other than the minority quota and the management quota will be processed on-line 3] Who is going to conduct the on-line admission procedure? A. The Deputy Director of Education, Mumbai region, with the technical support of MKCL, will conduct the on-line admissions. 4] Where will the students get assistance for the on-line procedure? A. The MMRDA area has been divided into 20 zones and for each zone a Junior college has been identified as the coordinator college of that zone. Students will get assistance from these coordinating colleges as well as all submission centers. Guidance will also be available in a few secondary schools, which will be declared as help centers by the department. They can also approach the Education officer/ Education Inspector of their area. 5] Is the student required to fill and submit admission form in every Junior college that he/she wishes to apply? A. No. The student is expected to fill only one form in which he can give up to 150 options. 6] Where will the facility for filling up the On-line application form be made available? A. A student can apply on-line through any computer with internet facility, either from his home or from a place where this facility is available and take two print outs of the filled in option form. He/she can also fill the form through his own school if the school has a computer and internet facility. A list of Junior colleges which have been identified as submission centers is provided in this brochure. These colleges will also be available for filling the form on-line. 7] Once the form is filled on line and two print outs are taken, does it mean that the on-line procedure is complete? A. No. The student has to submit the two print outs of the form, along with the required certificates, at the submission center. He has to pay the fee of Rs. 125/-, collect the receipt for the same and collect the original certificates after verification. At this time, the process of on-line application is complete. 8] Will the student get admission to the college on the basis of his preferences mentioned in the option form? A. A student will be allocated a seat in the college of his preference on the basis of his/her marks and the availability of seats in the concerned college. In case, his/her name does not appear in the college that was his first choice then, on the basis of the availability of the seats, the second preference will be considered and then the third and so on. In case the name of the student does not appear in any merit list of the colleges listed by him/her in the option form, then he/she will be allocated a seat, subject to availability, in a college in the zone and stream of his choice. 69

9] Does the student need to fill up a separate form for separate streams? A. No. A student has to fill only one form for any two streams from Arts, Science and Commerce. 10] Will the student get subjects of his/her choice? A. The on line process will only allot a seat in a faculty of a Jr. College. The optional subjects will be allocated by the Junior colleges, subject to merit and availability. 11] Will the students, who were unable to fill the on-line form due to unavoidable circumstances or due to natural calamity, be accommodated and allocated a seat? A. Once the on-line procedure is complete and in case any Junior college has a vacant seat to offer, an attempt will be made to allocate a seat to such students. 12] In case a student has not secured enough marks, can he/she get admission to a college of his/ her choice? A. Admission will be on the basis of merit and preference given by the student. If the student s name appears in the merit list of the college of his choice, then only can he/she get admitted to that college. 13] Will the merit list be college-wise? Will there be one merit list for MMRDA area? A. All merit lists will be college-wise. A single merit list will not be generated for the entire MMRDA area. 14] Have seats been reserved for the Managements of Junior colleges? A. 5% seats are reserved as management quota. 15] Is it necessary for those students to apply on-line who wish to seek admission under the Management quota? A. No it is not necessary for those students to apply on-line. However it is advisable to apply on-line so that, in case management seat has been denied to the student, he/she will not be out of the admission procedure and will still be considered for admission on the basis of his/her marks in the colleges mentioned in his/her option form. 16] Will the merit list be published by the respective colleges on their premises? A. Yes. Every college will display their respective merit list from time to time. The merit list will also be available on the Website announced by MKCL. In addition, to help the student, he/she can also be intimated, on his/her cell phone via SMS, names of at least two colleges in which his/her name appears in the merit list. 17] Will the college management demand separate forms to be filled in for admission, under management quota? A. All decisions regarding admissions under the management quota are at the discretion of the respective management. 18] Will constitutional and social reservations be followed? A. Yes. All constitutional and social reservations will be followed. 19] Will the students applying under constitutional and social reservations be allowed to apply in the Open category? A. Yes. All students applying under constitutional and social reservations will also be allowed to apply in the Open category. 70

20] Will the students applying under constitutional and social reservations be eligible for Government facilities and scholarships? A. Yes. A Student applying under constitutional and social reservations can take benefit of Government facilities and scholarships. 21] In case a student is unable to apply before the last date of application due to technical failure at the on line center, will the time period for applying be extended? A. In case of such technical failure, the student is expected to contact the zonal coordinator of his/ her zone and appropriate guidance will be offered to him/her. The list of 20 zonal coordinators is given in the brochure. 22] Who is authorized to admit students to the Minority institutions (linguistic and religious) under minority quota? A. 50% seats are reserved for admission to the students belonging to the linguistic or religious minority, under Minority quota. These admissions will be processed by the respective managements. 23] Who will admit a student, after his/her name appears in the merit list? A. The respective colleges will admit the students, as per the procedure of the college and according to the merit list published. The student is expected to produce his original certificates and pay the prescribed fee of the junior college at the time of admission. 24] Is the student expected to pay a separate charge for viewing the merit list? A. No. The merit list will be displayed on the notice boards in the respective colleges. The merit list will be displayed college-wise only. 25] Will there be a liason officer for the on-line admission procedure? A. The MMRDA area has been divided into 20 zones and a zonal coordinating college has been identified in each zone. The liason officer will be available at the center. The list of such zones and their respective coordinators is given in the brochure. 26] Can a Junior college refuse admission to a student whose name has appeared in the merit list? What should a student do in case he/she is refused admission? A. No. A Junior college cannot refuse admission to a student whose name has appeared in the merit list within the prescribed time limit. However, admission is subject to authenticity of original documents and payment of necessary fees. In case of any refusal, the student can approach the concerned liason officer of the zone. 27] Will there be only one round of admission? A. No. There will be more than one round of admissions. 28] Will the cut-off marks of last year be available college-wise? A. Yes. All the information is available on the website. 29] Are the Government reservations under Sports, Cultural, Ex-Serviceman, Handicapped going to be followed and what is the percentage? A. Yes. All such reservations will be followed. The details are provided in the brochure. 30] Will additional marks, as per rules, be given for bifocal vocational courses? A. Yes. Additional marks will be given to only science bifocal courses. STUDENT S REGISTRATION FORM PROCESS 1. Fom has different sections which are shown above as whenever the part of this completed it appears colored. 2. First part includes personal information like name, seat number, parent s name etc. * Reference : MOBILE NUMBER is important as in cace of fault form, student will be informed on this number by SMS. 3. Rely only on A. GR Government laws B. MKCL s Online Admission Website C. Local submission center s Notice Board D. Information Booklet of Rs. 10/- from Center / School 4. All enteries with *are COMPULSORY. 5. All data of student can be entered in the trial form in prospectus so that it is ready to enter to the computer. All 150 College Short List should be Ready. 6. After completing all sections of the form, student should take final print out (for verification at submission center). 7. Incase after taking final printout student decides to change choices then he applies again for admission and again fill form and takes new printout & again verifies documents at submission center and has to take student s school s principal signature on this new final printout. 8. Incase of more than one such attempt at applying & repeating the whole process, all forms are invalid even with principal signature. Here the list of such students will be displayed as : A. SMS on mobile number. B. Official online admission website. C. That student s submission center. Such cases are given 2 days after last collection date to report to submission center & apply properly (else call Mrs. Shinde or MKCL person). 92

9. Student has to give 150 college codes choices 1st preference as No.1 & so on. While selecting stream any 2 are allowed out of Science, Commerce & Arts, Selecting more than 2 gives error. 10. If 150 code choices do not give required result then the zone selection given by students is considered. So student is to give choice of zone where he/she would like to take admission in case 150 choice are not possible. 11. Submission center tears the receipt part & gives back to student after verifying the form printout & original documents. 12. Trial session can be at submission center MKCL center with small fee around 5 days before result date. 13. After completing the form you can take trial printout first to check (No code) Final printout later which has code. 14. Every student has Unique Password & User ID. If form is reapplied, New ID / New Password is generated. Student should keep ID/Password confidential to avoid misuse. 15. One can cancel admission after accepting in a prior round. * Please read information Booklet (Rs. 10/-) from school / center very carefully. 16. The form has a part where required documents are to be entered, whatever selected here, should be produced at the submission center for verification. 17. M Indicates March Exam O Indicates October Exam 18. Always save & proceed to avoid loss of data or session timeout. 19. Originals will not be retained by submission center, but only veritied. 20.
