Broadcast Message Center Alcatel-Lucent Wireless Emergency Alerting Solution Turning mobile phones into life-savers! Jay Bhatt Senior Product Manager, Advanced Communications Systems Email: Jay.Bhatt@alcatel-lucent.com Phone: (630) 979-1559 June 2013

Threats and catastrophes in today s world 2

Alcatel-Lucent Wireless Emergency Solution Broadcast Message Center (BMC) Enables emergency management & mobile service providers to support broadcast of emergency alerts messages to at risk citizens in real time to save lives System supports alerts from federal, state and local emergency management agencies. Alerts can be geographically targeted to specific areas national, regional, county level, local (polygons ) areas Supports emergency broadcasts over GSM, UMTS, CDMA or LTE networks Supports global standardization of emergency alerting, including U.S. Netherlands, Chile requirements 3

Alcatel-Lucent Leadership in CMAS Standards Alcatel-Lucent is an active participant and major contributor to the CMAS standards. Security and interface requirements for C reference point Protocols and procedures for CMAS. Alcatel-Lucent has co-authored contributions with DHS S&T and FEMA in areas of network security. Alcatel-Lucent actively participated in the development of following standards: D and E interface (and related Standards) for CDMA, GSM and UMTS networks. CMAS over LTE specification CMAS C Interface Test Specification Actively involved with Canadian Emergency Services standards bodies 5

BMC Field Trials Experience Successfully completed first live CMAS live field network trials in the states of Florida and California State of Florida, Department of Emergency Management Sept. 2010. State of California, Emergency Management Agency - Oct. 2010. Multi-operator trials of the Personal Localized Alert Network (PLAN) CMAS test with FEMA, New York City, Dec. 2011 Service went live in New York City in Dec. 2011, and nationwide since May 2012 Completed FEMA AGW interface testing with each US operator network 6

Alcatel-Lucent BMC Emergency Alerting Deployments Leader in CMAS deployment - BMC delivers alerts to ~85% of US Subscribers Deployed in Netherlands and Chile for Civil Alarm Service Country Operator Network Type USA Tier 1 GSM/UMTS/LTE* USA Tier 1 CDMA/LTE* USA Tier 1 CDMA/LTE* USA Tier 2 CDMA/GSM USA Tier 3 CDMA Netherlands Tier 1 GSM/UMTS Chile Tier 1 GSM/UMTS/LTE Chile Tier 2 UMTS CMAS over LTE being deployed with all US Tier 1 Operators and Chile 7

Alcatel-Lucent Emergency Solution Deployment Experience Public education, communication and dissemination of emergency services plan and timeline Compliance with Standards Alert Gateways Cell Broadcast Centers Network Elements Handsets End to End Testing in Lab and Field Trials critical for successful deployments. Field trials need to include Alert Gateways and Handsets Use of shapes (polygon/circles) to geographically target alerts specifically in emergency zones Minimize spillover with provisioning of cell coverage data - omnidirectional or directional antenna 8

Alcatel-Lucent Lab Testing Capabilities Fully functional CMAS lab used for customer trials and terminals testing Lab BMC s connected to Alcatel-Lucent UMTS, CDMA and LTE networks Used by operators and terminal vendors for CMAS testing Handset vendors successfully tested for CMAS Motorola Samsung LG Sanyo RIM Blackberry iphones (tested in operator labs) Capable of testing end-to-end CMAS testing from AGW to handsets Florida field testing through secure interface with Cellcast AGW 9

Florida CMAS Pilot Static and Dynamic Alerting in Pasco County 10

Alcatel-Lucent Wireless Emergency Solution Summary Alcatel-Lucent BMC developed to address Wireless Emergency Alerting Industry leader in addressing government emergency mandates Supports WEA/CMAS service in the US since May 2012 Scalable solution from the smallest to largest networks Proven CMAS solution tested with Tier 1 operators in the field Deployed in Europe and South America for Civil Alarm Service deployment Future proof scalable solution with technology evolution (LTE) Alcatel-Lucent committed to Wireless Public Alerting deployment in Canada 11
