The County is issuing Addendum #2 to clarify the proposal specifications and terms and conditions for proposals. The following revisions of the referenced portions of the solicitation documents for the above named project replace or supplement the previously issued document. Where any original item, term or requirement is not specifically amended, voided or superseded by this addendum, it will remain in effect. Proposals offered directly from manufacturers must indicate if a local dealer/representative will be involved. This clarification is being provided to all known respondents. All addenda and bid documents are also available online at www.claytoncountyga.gov/departments/central-services/view-bids-andproposals.aspx. This Addendum #2 is an integral part of RFP #13-41. This Addendum must be completed, signed, and attached to the RFP to acknowledge receipt of Addendum. FAILURE TO ACKNOWLEDGE THIS ADDENDUM SHALL RESULT IN REJECTION OF PROPOSAL. RFP PKG. #13-41 TELECOMMUNICATION AND DATA SERVICES ANNUAL CONTRACT CLARIFICATION Sealed Proposals will be accepted until Tuesday, September 10, 2013 by 2:00PM. ************************************************************************************* QUESTIONS AND ANSWERS Question #1 How many different facilities will be needing Voice and Data services? 71 locations need Voice only and 25 locations need Voice and Data. Question #2 What are the addresses for each of the facilities? Please refer to ADD #2 Spreadsheet. Question #3 On the Voice, how many Analog lines are there? We have 940 analog, with 744 active. Question #4 How many DIDs will be needed? Currently have 2,192 DIDs. No additional DIDs needed at this time. Question #5 Will long distance be needed? If so, how many minutes? Yes. Approximately 10,000 minutes per month. Question #6 Please provide a list of addresses with services specifically required at each address. For example: 123 ABC Street requires a PRI, 2 analog lines, 10 Mbps Metro Ethernet, and a 50 Mbps cable modem Internet. This clarification will allow for correct pricing at each specific address where service is needed. Please refer to ADD #2 Spreadsheet. MetroE at IT Computer Center 10+ Mbps. Question #7 Will proposals be considered for partial services i.e. data only, or voice only? Yes. Question #8 In regards to data, does the county prefer Layer 2 or layer 3 services? Layer 3. Question #9 In regards to voice, no mention of LD traffic is made. What are the expectations of how a local provider should handle any LD traffic? AT&T Long Distance. Question #10 In regards to SIP PRI services. The assumption is being made that you are looking for SIP trunks with a PRI conversion at the premise to hand off to existing PBX systems. Is that correct? SIP handoff. Question #11 In regards to SIP PRI services. What codec do you desire and is it a requirement or are other codecs acceptable? 711ulaw. No other codec is acceptable. Question #12 Does this RFP require a telecom consulting company? No. Question #13 Do you have a location list and the current amount and types of services at those locations? Question #14 How many analog or plain old telephone lines (POTS) are there? Please refer to response to Question #3. Question #15 How many PRI s are there and what are the number of active D-channels? No PRI circuits, only SIP. Question #16 Question #17 How many DSL circuits are there and the bandwidth (Mbps) of each circuit? 18 circuits, 3 to 6 Mbps. Which locations have DSL? Question #18 Does the County currently have Metro Ethernet Service? If so, does the Metro Ethernet Service has a star network or mesh network topology? Yes, star network. Question #19 How many locations are connected the Metro Ethernet Service? Question #20 How many DID numbers are there? How many single numbers and (20) number blocks? 2,192 current DIDs. Many DID blocks have been broken up by converting to analog and many analog singles converted to DIDs. RFP #13-41 TELECOMMUNICATION AND DATA SERVICES ANNUAL CONTRACT Page 3 of 7

Question #21 Currently are there any bonded T-1 s? If so, how many and what is the bandwidth for each bonded T-1 Yes, one bonded T1, 4.5 Mbps. Question #22 Is there a network configuration map showing the locations & addresses for service, type of access (e.g. T-1, DSL, POTS, PRI) and main phone number for each location? Is it available in soft copy for email receipt or will the proposer need to pick-up a hard copy? No. Question #23 Are you currently paying for equipment maintenance? Yes. Question #24 What brand(s) and types of equipment are in use and under maintenance contracts? (e.g. Cisco, Avaya, Siemens, PBXs, etc.) (Dell, HP, servers, routers, etc.) Cisco routers and servers. Question #25 If so, who is the vendor that provides maintenance and is it 24x7 or another type of service plan? Softchoice. Some 24 x 7 and some 8 x 5 NBD. Question #26 Is maintenance billed separately? Yes. Question #27 Who is/are the current service provider(s)? Does the incumbent carrier provide service for both telecommunications and data? Windstream provides telecommunications and data. Question #28 In paragraph 3.4.5, the proposal states: The County may have the need to increase bandwidth to accommodate a 1-2 month common core standard testing period that tentatively goes into effect in 2015. Proposers shall provide costs for the increased bandwidth applicable to these specified months. What does common core standard testing period mean? A 30-day trial of new telecommunication technology implementation. This was done with the previous vendor and the county does not expect to make any additional changes to the telecommunications setup that would require a common core standard testing period. Question #29 When does your current service contract expire? Question #30 If the bid is awarded to a firm other than the incumbent service provider, will the County be on a month-to-month contract with its current service provider? Question #31 In Exhibit A - SLBE Program it states: Subcontractor participation is required to be submitted as part of the bid/proposal submission by each bidder/proposer. Award of the contract is conditioned upon satisfaction of the SLBE and non-discrimination requirements. If the SLBE participation does not meet the goals, the Bidder/Proposer will be required to submit evidence demonstrating that good faith efforts were made to meet the goal. If the incumbent service provider submits a bid, will they also need to meet the subcontractor participation requirement? Subcontractor participation is not required, as the project is a non-goal proposal. Question #32. What evidence is needed in demonstrating good faith efforts? Subcontractor participation is not required, as the project is a non-goal proposal. Question #33 Is a WBE/MBE Contractor from Gwinnett County allowed to bid on this project? There are no goals for this proposal; therefore, an organization in Gwinnett County will be allowed to submit a proposal. Question #34 How long does it take to be approved? Subcontractor participation is not required, as the project is a non-goal proposal. Question #35 How many circuits of each type are at each Location/Building? Please refer to response to Question #6. Question #36 Please provide a site list that includes addresses of the sites requiring Metro E connectivity. Please refer to response to Question #6.. If so, please provide vendor and software version. SBC is not being used Question #42 What is the desired Codec? 711ulaw Question #43 What are the requirements regarding Special feature/functionality for SIP Trunking? We do not have any special feature/functionality on the SIP trunks. Question #44 Please provide an extension of the RFP due date for 30 additional days due to the lack of answers to the questions above and our need to check facility availability which could take 30 days after the answer posting date.(august 8) We will provide for a 30-day extension, please refer to clarifications. Question #45 Will you please provide a network topology diagram Question #46 Will you please provide inventory of all your current circuits and contract expiration dates. Question #47 How many total lines you currently have installed. Current active lines include: 1,685 DIDs, 391 Internals, and 744 Analog. Question #48 In the RFP, you want a quote for Bonded T1 s. Please provide me of an example of your version of bonded T1 s? Are you asking for a T3? No T3s. Currently have 1 bonded T1 with 3 T1s. Question #49 Will you please provide address locations and telephone numbers for circuit termination points. We need physical addresses for all your locations. Specifically, we need to address locations and phone numbers for your offices that will need DSL. Question #50 Will you please provide the name of your phone equipment vendor and name of the equipment manufacturer. Equipment vendor is Softchoice and equipment manufacturer is Cisco. Question #51 Will you be ordering premises equipment such as switches, routers, IP-PBX, handsets, or any other equipment for the RFP? We will be using current equipment. Question #52 You indicated in section 3.3.2 that you would like all services transitioned to the new provider within 8-weeks, considering that it takes 30-45days lead time(from order to circuit installation) before a circuit is installed, do you anticipate ordering all voice and data services at one time? If so, are you considering the 8-week transition to be inclusive of the ordering time, delivery time, test and turn-up time, migration time, and final testing? The 8-week transition will begin the date the order is placed and will consist of delivery time, test and turn-up, migration and any final testing. Individual service limitations will be discussed at the time of order placement and may extend beyond the desired 8- week window. Question #53 Since you have section I Voice and section II Data, could you possibly select two providers for this contract? Yes Question #54 What are the total number of long distance minutes per month? Please refer to response to Question #5. Question #55 Is Clayton County Government requesting two RFP response, A telecommunication response and a data response, each with an Executive Summary, Project Experience, etc. or is Clayton Government requesting a single RFP response, with a single executive summary, project experience, etc but two technical responses?
