Online Tank Cleaning OBJECTIVE To de-sludge and clean large diameter floating roof crude oil storage tanks with minimal man entry. Principle: 1. Tank roof floated above the sludge banks determined by the SPOT survey. There is no need for Nitrogen to inert the tank atmosphere with the roof floating. 2. Utilising heat and a high power fluidic nozzle system positioned on the tank roof to dissolve and re-suspend the waxy sludge banks. 3. Once the oil and re-suspended wax has been transferred, the tank is pumped down and roof landed. The tank is then vented and the remaining sludge removed using remote techniques as much as possible. 4. The oily sludge can be processed through a three phase centrifuge to recover up to 96% of the oil content. 5. A gas-oil wash and HP water wash is carried out to achieve a gas free state.

Summary Nozzle is fitted when tank is full (normally last fill before desludge takes place). The tank is still in service and available for use if urgently required. Several nozzles can be fitted (3-6), saves time and safer than removing many roof legs. No nitrogen inerting required more flexible and cost effective. The fluidic nozzle system is highly efficient jet mixer increasing the throughput and mixing action by venturi action, pulling three times the jet volume through the back of the nozzle e.g. 300m 3 flow in, 900m 3 out the fluidic nozzle.

Advantages Fewer nozzles Greater efficiency with faster mobilisation time Operational flexibility Tank can remain in service Shorter duration. No risk of landing the roof on sludge banks No Nitrogen blanking required for floating roof tanks No costs for N 2. Greater safety. No HC emissions Successfully cleaned over 100 floating roof tanks

Options to deal with post centrifuge sludge Post centrifuge sludge Incineration Stabilization Cement kiln Thermal desorption Infra Red Bio Remediation Landfill Landfill Volume increases x1.2 Volume reduces x1/5 Cement Kiln or landfill Cement Kiln or landfill Volume reduces x1/3 Slow Process requiring large area Hazardous landfill Hazardous landfill Non-Hazardous High T Hazardous Low T Hazardous landfill Each refinery needs detailed analysis, but decision will depend on options available in each country, quantities involved, price for transportation and different disposal options: incineration, landfills and cement kilns

Thermal desorption technology Material feed Basic Configuration Thermal Desorption Treated Material cooling Material output Thermal desorption vaporizes water and volatile contents in sludge through the indirect heating in an anaerobic chamber (it is not incineration) Off-gas Treatment Condensate recovery Depending on temperatures: - Low Temperature (150-300ºC) o Final powder is hazardous but could go to cement kilns o Calorific value 2.500-6.000Kcal/Kg Off gas release - High Temperature (above 400ºC) o Higher levels of minimization o Extracts all organic content o Final product is non-hazardous waste o Higher investment

Bio Remediation Needs specific conditions for the bacteria to survive and feed on the hydrocarbons Requires large area of land for treatment Low investment and operating costs Due to constraints of Transportation of residual sludge from the refinery complex, best options are: Mix fresh Bio-sludge with residual Oily sludge having low oil content (2 to 3 % wt.), dispose the mix in green belt area after removal of surface top soil by 6 to 8 for natural bioremediation which may complete the process within two months. In case asphaltic content in residual sludge is appreciable, it can be disposed off in Bitemen mix. for road making inside the refinery area.
