1. Project Overview and Implementation Structure (1/2) We, JICA and AFD, have initiated Support Program to Respond to Climate Change (SP-RCC) and other stakeholders have participated in policy dialogues. Objective of SP-RCC To support the implementation of climate change related policies and strategies based on the National Target Program to Respond to Climate Change (NTP-RCC) To serve as an aid harmonization platform as well as a coordination platform for further technical and financial assistance NTP-RCC Structure SP-RCC Structure National Steering Committee Implementation Structure Executive Board NTP-RCC Standing Office MONRE SP-RCC Office Facilitate policy dialogue, monitor and evaluate policy actions

Project Overview and Implementation Structure (2/2) One Scene of Policy Dialogue We had series of policy dialogues for 15 sectors between cross sectoral ministries and development partners in 2009 to formulate a comprehensive Policy Matrix for climate change actions in Vietnam. Outcome/Target CY2009 Actions (1 st Cycle) CY2010 Actions (2 nd Cycle) CY2011 Actions (3rd Cycle) Restore forest cover to 40.73% of national land area by 2013 Formulate proposal on forest development and protection for 2010-2020 Improve management of protection forest in 12 provinces in central and southern provinces Enhance disaster preparedness (including shore erosion) Develop Mangrove forest system ("Green Dyke") Promote implementation of mangrove rehabilitation and development program in provincial level Develop institutional framework in accordance with climate change scenarios Launch implementing framework on Biodiversity Conservation in Vietnam Introduce MONRE's plan on developing legal documents for the implementation of Law on Biodiversity GoV has restored forest cover gradually, at the same time, they have been Summary strengthening Mangrove forest system and biodiversity conservation.

6. Summary SP-RCC s main points: 1. Wide coverage (15 sectors) for comprehensive policy development and cross sectoral collaboration 2. Open for all concerned stakeholders 3. Various Participation ways to the Program (some donors provide financial support, others provide technical and knowledge inputs for policy actions.) ->SP-RCC is to serve as a Platform for policy dialogue and aid harmonization to respond to climate change in Vietnam that can foster and scale-up existing initiatives and programs as well as allow to develop new tools.
