2 Projektinformation Titel: Projektnummer: European Cultural Learning Network LLP UK-LEONARDO-LNW Jahr: 2012 Projekttyp: Status: Land: Marketing Text: Zusammenfassung: Netzwerke bewilligt EU-Zentralisierte Projekte Das übergeordnete Ziel des ECLN Projektes ist es, ein neues Europäisches Netzwerk für Cultural Learning, Zeichnung zusammen, zum ersten Mal, eine "Einrichtung des Wissens" in Bezug auf die europäische Berufsbildung Dimension der Kultur-und Kreativwirtschaft Sektor aufzubauen. The project conception arises directly from the fact that the Cultural Learning Sector is a largely unmapped and un networked, despite the fact that the Creative and Cultural Industries are a major European employment sector. Therefore the creation of a European VET Cultural Learning Network that responds to EU Policy challenges, the rationale of LLP and LdV, partners priorities and sectoral needs, is a logical solution. The rationale for the European Cultural Learning Network Project is threefold: -To increase the profile and connectedness of the sector -To support the sectoral VET needs -To create the vehicles by which to achieve the above. The Network partners will approach the project in progressive stages, which involve: -Researching the sectoral contexts in each of the partners countries -Mapping & identifying new sectoral organisations and stakeholders -Developing training curricula in response to identified VET needs -Testing & honing the training materials for sectoral dissemination -Exploring the options for certification of a new professional qualification -Undertaking a feasibility study to inform the creation of a new European Association -Launching the European Association for Cultural Learning (EACL), which is disseminated and underpinned by an Observatory (online multi-media platform). The Association (EACL) as the legacy of the project will offer cultural learning organisations & stakeholders, a hub for resources, exchange, sharing information & and good practice. Cultural Learning is highly effective at generating New Skills for New Jobs (EU Initiative 2008) that is vital to meeting European skills requirements. Therefore the Network will will impact upon the VET aspects of training Cultural Learning Practitioners (CLPs) to embed transferable skills in practice, and increase VET tools and resources to support the profession through a new EACL (evidenced by membership numbers). Beschreibung: The concrete project objectives are: To identify the pattern, applications and current qualification routes within National VET systems across Europe that are relevant to the field of Cultural Learning; To specify the range of occupational profiles performed by Europe s Cultural Learning Practitioners; To create new, European sector-relevant EQF-compliant professional qualifications, specifically in relation to the transferable and spill over skills that are generated by the work of Cultural Learning professionals; To develop, test and implement methods for the certification of new qualifications for Cultural Learning Practitioners; Through the creation of a new web-based Observatory, to widen opportunities and platforms for dialogue, share information, practice, research, and expertise across the sector; To establish, as a sustainable and ongoing outcome from the Network, a new European Association of Cultural Learning (EACL). 2

3 Projektinformation Through the pursuance of the project aims (and by working to a clear set of project objectives) the Network will be enabled to directly respond to the priorities set out by agendas including New Skills for New Jobs and the Europe 2020 Strategy. It will effectively increase the sectors knowledge base and widen access to it; encourage interaction and exchange promoting sharing of models of good practice; facilitate the move towards EQF aligned VET accreditation; and provide an interface for dialogue between stakeholders (including public policy officials, artists as educators, cultural associations, managers, VET trainers - including those supporting young unemployed people and those in initial VET and Apprenticeships; educationalists, those supporting CCI start-up enterprises and SMEs) in order to better ensure that skills development meets market requirements. We have found TORs to be a valuable tool on previous transnational projects to help consolidate different approaches to collaboration and project work. The TOR will be drafted, agreed and signed by each of the lead representatives of the partners within 4 weeks of the start of the project. It will set out the remit of the Steering Group, all Leonardo compliance requirements; conflict resolution, language, communication and protocols; the sub-group framework; named partners, links with associate partners. 11 Produkt 'Project Delivery Plan' Titel: Project Delivery Plan Produkttyp: andere Marketing Text: The Network Steering Group (NSG) will publish a full, refined Project Delivery Plan drafted by Rinova in consultation with all partners. This will be finalised by the end of month 3. Beschreibung: This document will specify in further detail the work package information contained in this section of the application. It will be elaborated in accordance with Rinova s quality assurance practices (which are ISO 9001 compliant) and published to MS Office format (or similar) by the end of month 3. 12 Produkt 'Interim Report' Titel: Interim Report Produkttyp: andere Marketing Text: A full interim report was produced and published shortly after the mid-point of the project. Beschreibung: It consist of two dimensions. First, the Public Part and the Confidential Part (this latter is not public as indicated above) will be produced for the purposes of the EACEA requirement. Second, however, the Public Part will be distilled into an accessible, shortened format to be used as part of the dissemination process. Internally, the mid term report will also capture the specific and detailed progress in terms of the project implementation including the deliverables, outcomes and products. The interim report will also stand as a formal budgetary reporting point, leading to a review of budgetary expenditure and progress to date, reporting on any variances, and with appropriate actions or reallocations as required. As with the interim, it will consist of two dimensions, but with the added aspects of review of the outcomes of the sustainability and exploitation activities that have occurred within the project timeframe. It will also incorporate a Final Legacy document to inform developments after the close of the project and act as a record of the project s activities and achievements. The specific and detailed progress in terms of the project implementation including the deliverables, outcomes and products will be set out, and any dimensions from the evaluation activity included. 14 Produkt 'Research specification' Titel: Research specification Produkttyp: Verfahren zur Analyse und Prognose des Berufsbildungsbedarfes Marketing Text: The lead partner VIA will develop a research specification, which will incorporate the key themes of investigation for the research stage. Beschreibung: These are: The current state of play in terms of practice in each member state focusing on VET training, accreditation, the notion of new skills for new jobs and how these relate to Key Competencies. Importantly we need to know how well developed this sector is and to begin identifying and mapping other organisations and agencies delivering cultural and creative learning. It will also be pertinent The research specification will define terminology (including if necessary a glossary), highlight the key research questions and clarify the approaches, methodology and parameters for the research. This will ensure that the partners approach to the research is comparable even where there is clear contextual and geographical divergence. The drafted research specification will be presented to partners at the first full partner induction meeting. 15 Produkt 'Cultural Learning: National Research Reports' Titel: Cultural Learning: National Research Reports Produkttyp: andere Marketing Text: Each partner will, (in accordance with the research brief), investigate the state of play in their national contexts. This will involve both qualitative and quantitative methods and desk based research as well as primary data collection through for example, questionnaires and interviews. They will then produce a report of their research findings, the format for which will be stipulated in the research specification. Beschreibung: Their report will essentially map the cultural and creative learning sector, highlighting any particular national characteristics. This will be made available to the other partners as well as publicly via the Observatory. These will each feed into the final research report, which will analyse and amalgamate the findings from each partner country in order to draw out common themes, contextual differences and inform subsequent development stages. 17 Produkt ' The State of Play: The Cultural and Creative Learning Sector in Europe ' Titel: The State of Play: The Cultural and Creative Learning Sector in Europe Produkttyp: andere Marketing Text: VIA will, on the basis of the partners national research reports, produce a final synthesis report. This will analyse all of the research material produced to date, highlight areas of commonality between countries as well as noting national differences in the cultural learning sector. Beschreibung: This report will serve to inform the mapping of the sector across Europe. The draft of the final report will be presented to partners for feedback and review. This will inform discussion at the 2nd full partnership meeting. Zielgruppe: The partners Resultat: Importantly it will inform the next stages of delivery and subsequent workpackages. It will therefore need to produce findings that are practically useful and in concordance with: Understanding the sector in individual partners national contexts (size, scope, characteristics, VET routes) Better networking the sector across Europe How the aim of achieving a European Qualification for cultural & creative trainers can be achieved How transferable or new skills are understood in the different national contexts. 19 Produkt 'Curriculum Framework' Titel: Curriculum Framework Produkttyp: Programme/Curricula Marketing Text: This will be a key project document. It will outline the curriculum areas to be developed in this WP (arising from the recommendations of WP2), in terms of structure, outline content, approach (competencies, modules, or learning guide). Beschreibung: It will be developed by the partners and then shared and reviewed with a final draft produced that is agreed by all of the Network partners. It will define the methods and approach for taking forward the development of the Network tools (curriculum material) taking account of partners specific national contexts. It will define how the curricula content will be aligned with European Key Competencies, the European reference Framework, EQF, ECVET and (if appropriate) EQARF in order to ensure that these training tools will be fit for purpose in terms of wider European dissemination. Included in developing and producing this methodology will be identifying the key indicators for both quality and success of the development and deployment of the Network Tools. The Framework document is designed to outline the project methodology and course programme. It will clearly and concisely summarise the methodology and approach and set this out in relation to processes, timescales, and indicators. 20 Produkt 'Content Development' Titel: Content Development Produkttyp: Programme/Curricula Marketing Text: This WP will require the partners to draw upon the information produced by the work of the project to date, partners training expertise and the results and products of previous projects. In doing so they will collaboratively create the new course content for training CLPs to foster the acquisition of new skills in their learner groups. Whilst the training content and modules will be new there are key reference sources for this work including the EuroAspire Competences, which offer an assessment framework for cultural trainers CPD. Beschreibung: The content will be developed in order to support the range of practitioners in the sector (identified through the occupational profiles), meeting their identified training needs through work based learning. Dr Denise Stanley (Collage Arts) as an expert in the design of training programmes and curricula in the creative and cultural sector, will lead on this element. The syllabus developed will be ready for the testing phases in WP4. 22 Produkt 'Pilot and Testing Guide' Titel: Pilot and Testing Guide Produkttyp: andere Marketing Text: The guidelines for testing the Network Tools will be a practically useful resource. They will, through partners input carefully detail the purpose and processes involved in the testing. Beschreibung: Crucially the guidelines will ensure that the partners involved in the delivery of the testing are, in accordance with each other, clear about how they will each test the Network Tools, and the stages involved in doing this. The guidelines will also specify how the testing phase will be recorded and evidenced and how the results from this will be presented. These can then be interpreted in order to make the necessary adaptations to the tools contents and presentation before being disseminated. 23 Produkt 'Action Learning Test Pilots' Titel: Action Learning Test Pilots Produkttyp: andere Marketing Text: The Action Learning Test Pilots will need to be planned for and where possible incorporated into current delivery. Where this is unworkable partners will need to work closely with the WP lead and their tutors/practitioners to set up a test learning environment. Beschreibung: The WP partners in each of their Cultural Learning Organisations will carry out the Action Learning Test Pilots. The partners will be supported by the lead to ensure that they are fully cognisant with the test requirements and how the findings will be recorded and fed back. As mentioned above P7 will utilise extranet for ongoing and rapid support and guidance throughout the testing phase. This will also offer the opportunity for all partners to enter into a forum in which they communicate their experiences, including both issues and successes. If they prefer they can produce the report in their national language but these will then need to be translated into English to allow for easy analysis, comparison and the consolidation of key findings into a single document. 26 Produkt 'Assessment Study' Titel: Assessment Study Produkttyp: Evaluierungsmethoden Marketing Text: The Assessment Study will be drafted by P7 in close collaboration with P1 and P5. This will then be made available to all partners for input and comment. It will need to succinctly appraise and present the key findings from across the test pilots as presented in the individual partner reports. In doing so it will draw out and highlight any common themes / responses.
