This presentation - Food (in)security? - Policies, global and european actions - Information needs - GSE Food Security services - Users - Services, Geographic scope - Actions - Conclusions
Food Security, a global issue World Ethanol Production, Source: EarthTrends, 2007 using data from Earth Policy Institute, 2006.

FAO defines: Long- and short-term data needs: Environmental & agro-climatic conditions Natural resources (soil, water, rangeland) Crop and livestock production; prevalence of diseases Socio-economic; trade and markets; consumer prices Food intake; nutrition and health status, Demographics Determinants of data quality: Timeliness & context relevance Resolution (disaggregation) Geo-referencing
Service portfolio 4 Service lines: - Support to FAO/WFP CFSAM missions - Early Warning service (continental) - Agricultural mapping service (national) - Yield assessment service (national) Defined by: Users, strategy group, user board (members = FAO, WFP, JRC, USAID, Reg orgs in Africa)
Users user organizations & networks - SLAs with mandated organizations (MoA Malawi, FMoA Sudan, CSA Ethiopia, FAO, WFP, JRC, MINAG Mozambique, DAPS Senegal, AGRHYMET, SADC, RCMRD,.) - SLAs include strong commitment from users (& resources allocation!)
Support to FAO/WFP Crop and Food Supply Assessment Missions Current actions: Zimbabwe: - GoZ declared 2006/7 drought year - GoZ Requested for FAO/WFP CFSAM mission - Estimating Food Production in Zimbabwe - April 2007: Joint evaluation meeting: FAO, WFP, EC, USAID, FEWSNet, GMFS - Hot spot analysis - Joint mapping agriculture: FEWSNet & GMFS Swaziland / Bolivia: report & production estimates
Map of Zimbabwe
Early Warning Services - Delivery of MERIS / SPOT-VGT vegetation indicators over Africa - FAPAR / Dry Matter Productivity - Vegetation Productivity Indicator - Delivery to FAO, WFP, JRC, RCMRD, AGHRYMET, SADC - Using EUMETCAST (collaboration VGT4Africa) - Using DDS - Using FAO/WFP geonetwork - Used for qualitative evaluation of the growing season - Used for production estimates using statistical analysis - Used for estimating biomass
Satellite data support service for Agricultural mapping
Agricultural mapping - Combination of field expertise and remote sensing - Multi-sensor approach - Repeated every season for Zimbabwe, Ethiopia, Sudan, Senegal, Malawi Current actions: Senegal: Evaluation workshop with CSE, DAPS, DMN - Sudan, Ethiopia, Senegal preparation growing season - Malawi: GoMa / MoA / GMFS Fieldwork, late april - Malawi, Zimbabwe product generation
Validation Validation and calibration field surveys by GMFS need to be synchronised with national surveys so that they can become part of the national survey effort. Otherwise they will be seen as external and separate to the national surveys. If not incorporated and appreciated by the national stakeholders, they will disappear as soon as GMFS funding ceases. Dr. Kennedy Masamvu, Director SADC-RRSU => Field data always collected by users, GMFS guided
Capacity building & sustainability GoE, FAO,EC, WFP, GMFS workshop, Addis Ababa, Ethiopia, June 2006
Conclusion Experiences from GMFS: - Developed practical and technical expertise in Africa - Food security and needed services - Collaboration with global, regional and national actors Future food security services? - A long term vision - A truly global effort - Aim at sustainability, respect ownership - Closely link with EC development policy - Currently unclear vision on GMES Food Security
