2 National Regulatory Framework UAE Federal Law # 24 of Protection and Development of the Environment; Ministerial Decree No. 37 of 2001 concerning the Handling Hazardous Materials, Hazardous Wastes & Medical Wastes 2001; and Draft National Waste Policy.
3 Abu Dhabi Regulatory Framework Local Law 21 of Waste Management in the emirate of Abu Dhabi; AD EHSMS, Code of Practice # Waste Management; Abu Dhabi Waste Policies (under ratification): Waste Classification; Waste Collection, Segregation, Transfer and Tracking; Waste Reuse, Recycle, Resource Recovery, Treatment & Disposal; Waste Licensing and Enforcement; and Waste Planning. Policy on use of Recycled Concrete Aggregate; and AD Quality Conformity Scheme for Recycled Products.

Approved Technical Guidelines TG 1: Requirements and Procedures for the Disposal of Hazardous Wastes; TG 6: Requirements and Procedures for Registration of Waste Skips & Containers; TG 8: Management of Asbestos / Asbestos Containing Material (ACM) in the Emirate of Abu Dhabi; TG-10: Inspection of Waste Treatment Facilities, Waste Transportation and Pest Control Facilities; TG 11: Permits and Licensing Requirements for Transportation, Treatment and Recycling Facility; and TG 13: Registration of Waste Management Consultancy Offices in the Emirate of Abu Dhabi.
5 What Do We Want To Achieve? Policies that will: cultivate a culture of waste reduction; clearly articulate the objectives of waste management and the respective roles of government agencies; set out the basis for collaboration between stakeholders and regulators of other Emirates; provide the basis for effective and efficient approaches to waste management issues.
6 Principles in Waste Legislation Sustainability principle: «meeting the needs of the present without compromising ability of future generations to meet their needs» Precautionary principle: lack of scientific certainty should not be used as a reason for postponing cost-effective measures to prevent environmental degradation Polluter - pays principle: polluters must bear the cost of remediating the damage they cause to the environment, or of measures to prevent imminent threat of damage Producer responsibility principle: the application of the PPP to producers... Proximity principle: waste should generally be managed as near as possible to its place of production, mainly because transporting waste has a significant environmental impact Principle of cooperation and participation (of all stakeholders)

9 Waste Sector Strategy The approved Waste Sector Strategy for the Emirate of Abu Dhabi, has set out the plan to implement an integrated waste management system based on the Life cycle approach to achieve: Diversion of Waste away from Landfills >85% by 2030; Electricity and heat generation from waste sources 0.5% of electrical energy by 2030; Maximizing Reuse, Recycle and Resource Recovery from waste; Utilization of Green & organic waste for energy & resource recovery >95% by 2030.
10 Waste Management Plans Abu Dhabi Vision 2030 CWM in the process of developing a Model based Waste Management Master Plan for the Emirate of Abu Dhabi that will provide a Road Map for the implementation of AD Waste Sector Strategy; State of Art Waste to Energy Projects are being initiated; Anaerobic Digester and Refused Derived Fuel (RDF) projects are under consideration; Computerized waste tracking and surveillance system to be implemented;
11 Waste Management Plans Abu Dhabi Vision 2030 Waste segregation at source initiated through Two Bins Collection System in residential villas; Energy generation from Green & Organic waste being studied; Tariff mechanism implemented for industrial & commercial activities to be extended to domestic waste generators to encourage reduction of waste at source; and Maximize segregation of recyclables through private sector participation.
12 Hazardous Waste & WEES Management Various technological options being studied for Hazardous waste & WEES management, include: Energy generation and heat recovery from incineration of industrial & commercial hazardous waste as well as medical waste; Resource Recovery from Hazardous waste (e.g. mercury and glass from used florescent tubes and energy saving bulbs); and Resource Recovery from WEES (e.g. refrigerant gases from used air conditioners and refrigerators).
13 Opportunities in Waste Management Various projects that are being considered, include: Energy and heat recovery, including district cooling from MSW & Hazardous waste incineration; Small Waste to Energy plants for remote areas & islands; Green & Organic waste to energy (W2E); Resource Recovery plant from WEES; RDF plants for special locations; and Bio-fuel from used cooking oil.
