4 Hazardous Waste Management System National Hazardous Waste Catalogue 49 categories of hazardous waste & 498 types of waste hazardous chemicals A distinguishing mark of hazardous waste is required Generators of hazardous waste shall have hazardous waste management plans, and report periodically The State practices license control system for the units involved in collection, storage & treatment of hazardous waste Hazardous waste collecting, storage, recycling & disposal units shall have operation record and periodically report Hazardous Waste Management System Centralized treatment t t facilities & sites for hazardous wastes are planned Centralized treatment facilities & sites shall draw decommissioning expense in advance Preventive measures for accidents & emergency plans are required Hazardous waste transportation is implemented through the use of waste manifest Transfer hazardous waste via the territory of the PRC is prohibited Medical waste is a kind of hazardous waste and shall be complied with the Regulations on Management to Medical Waste
5 The 12 th National 5-year Plan on Prevention of Pollution Caused by Hazardous Waste The first national plan concerning HW Lists the measurable goals that China will achieve to manage hazardous waste from 2011 to 2015 Risk control and prevention caused by HW Reducing the generation of HW Promoting the development of HW reuse, recycle and disposal industry Strengthening environmentally sound management to medical waste Seeking solutions to hazardous waste generated from public area and household Stakeholders: Central Administrations, Provinces, Local Governments, Industry Associations, Academic Institutions, Enterprises, Public groups and communities E-Waste Management
6 E-Waste Management System Regulations on Management to Recovery and Treatment of Waste Electrical and Electronic Equipment (Issued in 2008, will be enforced in 2011) Catalogues of waste electrical and electronic equipment WEEE are collected by multi-channels for centralized treatment The treatment facilities of WEEE should be licensed The State establishes fund for WEEE treatment, which could be used as WEEE treatment subsidy The treatment of WEEE should be planned by related provincial authorities Provincial governments could set up WEEE centralized treatment sites Home Appliance Trade-in Policy From June 2009 to the end of % subsidy in old-for-new consumption All replaced home appliances shall be returned to designated collectors Every province shall designate dismantling and recycling facilities to treat the collected waste home appliances

8 Guidance on Integrated Control of Municipal Waste MEP and related administrations have drafted a guidance on the management to municipal waste Encouraging the reduction of generation Advancing separation, collection and transport system Selecting applicable treating methods sanitary landfill, clean incineration and biological treatment Strengthen th the management to food waste in urban area and to household waste in rural area Waste Import and Export Management
9 Waste Import and Export Management System A part of fbasel lconvention Principle: To prevent the pollution caused by import wastes, and to protect the domestic environment and human health To utilize import recyclable wastes, and to meet the demand for raw materials The export of hazardous waste must fulfill the requirements of the Basel Convention on the prior notification procedure and of the destination Waste Import and Export Management System Dumping, storage and disposal of import wastes are prohibited Ab ban is imposed on import wastes that tcannot be used as raw materials or used in an environmentally sound manner It is forbidden to transfer hazardous waste via the territory of the PRC Import license is required for any waste importation
