Tommasini, Director Bureau of Special Education State Performance Plan Data Requirements Postsecondary School Survey This Penn*Link is being sent in reference to the accountability requirements under the Individuals with Disabilities Education Act 2004 (IDEA) regarding the secondary transition mandate by which each state is to determine, for the state as a whole, the extent to which students are achieving transition outcomes as stated in their Individualized Education Programs (IEP) (Indicator 14). To meet this federal reporting requirement, once over a five year period, each school district is required to survey all student leavers (graduates, dropouts and students who age out) who had IEPs. The Pennsylvania Post- School Outcome Surveys will be used to gather this data. The random sampling process used to assign each local education agency (LEA) to one of the five years in each cycle ensures that the LEAs selected each year will be representative of the state as a whole with regard to district size, disability category, ethnicity, gender and exiting status. For , LEAs assigned to target sampling year #2 will complete the Post-School Survey and LEAs assigned to target sampling year #3 will complete the Exit Survey. Any LEA that is not assigned to targeted sampling year #2 or #3, but is interested in participating in the exit survey process, can register for the survey by contacting Michael Stoehr, Pennsylvania Training and Technical Assistance Network (PaTTAN), Pittsburgh Office at (800) , ext or via at mstoehr@pattan.net. All requests must be received by Feb. 8, LEAs assigned to Post-School Survey Target Year #2 need to be aware of the following points: *Between March 1, 2013, and June 30, 2013, the LEA will need to administer the Post-School Survey to former students who had an IEP and who were leavers at the end of the school year. (These former students should have been administered the Exit Survey in Spring 2012.) *Intermediate Unit and PaTTAN transition consultants will monitor the districts' progress and assist as needed with the Post-School Survey procedure. *Pennsylvania Department of Education (PDE) will provide training on the implementation of the Post- School Survey for Survey Target Year #2 LEAs via a webinar scheduled for Feb. 20, 2013, from 10 a.m. to noon. Please register for this webinar at
2 LEAs assigned to Exit Survey Target Year #3 need to be aware of the following points: *From Sept. 1, 2012, to May 31, 2013, the LEA will need to administer the Exit Survey for all students who have an IEP and who have dropped out of school anytime during the school year. Student contact information to facilitate the Post-School Survey will also be collected at this time. *Between March 1, 2013, and May 31, 2013, the LEA will need to administer the Exit Survey for all students who have an IEP and who are planning to leave school at the end of the school year.
