Only a handful of districts had their own championships during these years, thus the need for a point system. From 1988 through 1990, three of the four regional representatives were determined by the point system. Only Region IV (District 7), which had its long-standing playoff system in place, used playoffs exclusively to determine its state qualifier. But beginning in 1991, schools in Region III, which was comprised of teams from Districts 5, 6, 8, 9 and 10, decided to establish district championships and play off their district champions to determine the regional representative. Region III was the only region of the four to have an on-thefield playoff that matched up other district champions until the PIAA changed the format in 1994 to allow all district champions or district representatives an opportunity to play in the state playoffs. The games played in Region III from 1991 through 1993 were not included in this history for many years because it was felt the regional games were analogous to regional wrestling. That is, even though the games were part of the process of determining a state qualifier, it was not part of the actual state championship bracket. Because no other region had these playoff games, it was believed that these games should not be counted as state playoff games. However, as time passed, the thinking changed. Since the Region III games matched district champions vs. district champions, the better analogy was the state basketball championships, which provided for playoff games between interdistrict foes as part of the PIAA bracket. Thus, beginning in 2011, the Region III games have been added to the state history as PIAA playoff games at the appropriate level. No such accommodation has been or will be made for schools that participated in the Eastern Conference playoffs, primarily because games would sometimes match schools from the same district or match schools from different PIAA classifications. In either case, the schools in the Eastern Conference playoffs were not district champions; they qualified to the Eastern Conference via the EC s playoff qualifying system. District playoff games, including games in sub-regionals (where two or more districts combine to determine a champion) have not and will not be considered PIAA playoff games.
