9 PREFACE CARICOM S Intra-Regional Trade Volume II is a comparion Report to the earlier Volume of summary data on intra-regional trade. The Report presents data for the top twenty (20) Commodity Imports, Domestic Exports and Total Exports. This report presented tremendous challenges largely due to the timing of application of the revised Harmonised Commodity Description and Coding System (HS) based CET across Member States as well as within a calendar year. In essence the value of the report is that it portrays the major commodities traded within the Region which is useful in analyzing the production structure of the economies and the changes over time in this structure. The report also provides an indication of the proportion that the top twenty (20) commodities represents of total imports exports as well as an update of intra-regional imports exports to total imports exports all sources and destinations. In effect the report provides data at the level of CARICOM and for each individual Member State showing the following tables: Value and percentage distribution of CARICOM s top twenty (20) commodity Imports. Value and percentage distribution of CARICOM s top twenty (20) commodity Domestic Exports. Value and percentage distribution of CARICOM s top twenty (20) commodity Total Exports. At the CARICOM level the base year used to generate the top twenty (20) commodities is 2001 For the individual Member States the data were sorted for each year to produce the top twenty (20) commodities. The latter approach gives a better idea of the dynamic changes in the production structure since it allows products that became insignificant to go out and new products to enter the top twenty (20) listing. This comparison was not possible at the CARICOM level because of the classification problem. i

12 HIGHLIGHTS OF CARICOM S INTRA-REGIONAL TRADE REPORT VOLUME II TOP 20 COMMODITIES 1.CARICOM Top 20 Commodities-Intra-regional imports As expected the dominant commodities in intra-regional trade were petroleum based. Petroleum, petroleum products and related materials occupied the top four places of intra-regional imports in 2001, contributing to 38.1 percent of imports (Table 1.1). The top four commodities in order of importance were: Other Motor Spirit (gasolene), diesel oil, kerosene type and jet fuel and Bunker C Grade fuel. In 1998 these commodities comprised 23 percent of total intra-regional imports reflecting increasing significance over time. Other commodities in the top 20 imports include: other white rice, cane sugar, other wheat or meslin flour, sweet biscuit and frozen snapper, grouper etc., aerated beverages and beer; other gas oils and other petroleum oils etc.; building cement, napkins and napkins liners for babies, cartons etc., line pipe or gas pipelines of iron or steel; and other soaps and organic surface active products. In 2001, the top 20 commodity imports contributed to 56.4 percent of total intraregional imports and 6.1 percent of total imports all sources. Intra-regional imports also stood at 10.8 percent of total imports all sources in 2001, showing little change from 1998 when it was 10.2 percent. Top 20 Commodities Intra-regional domestic exports Petroleum, petroleum products and related materials also dominated intra-regional domestic exports occupying the top four places in 2001 with a proportion of 40.8 percent (Table 1.2). In fifth position was a commodity from this same category. Gasolene, other gas oils, kerosene, liquefied natural gas were the top four commodities with other fuels n.e.s., in the fifth position with 4.1 percent. Other commodities that comprised the top 20 intra-regional domestic exports included: aerated beverages, beer and cigarettes; other Bunker, grade C fuel, liquefied iv

13 propane, lubricating oils and other petroleum oils etc.; other detergents and other soaps and surface-active products and preparations; and napkins for babies, cartons, and glass bottles. In 2001 the top 20 commodity domestic exports comprised 63.6 percent of total intra-regional domestic exports and 12.8 percent of total domestic exports to all destinations. Total intra-regional domestic exports comprised 20.2 percent of total domestic exports all destinations in 2001, a slight fall from 1998 of 0.5 percent. Top 20 Commodities Intra-regional total exports Generally the profile of commodities in the top 20 total exports was identical to that of domestic exports with the difference being in the percentage contributions (Table 1.3). In 2001 the top 20 commodity total exports stood at 60.4 percent of intra-regional total exports and 12.3 percent of total exports all destinations. Intra-regional total exports comprised 20.4 percent of total exports all destinations in MEMBER STATES Top 20 Commodities-Intra-regional imports Kerosene type jet fuel headed the list of the top 20 commodities in intra-regional imports for Barbados in Gasolene, Bunker C Grade fuel and other gas oils were the next three top commodities. These four commodities contributed to 51.5 percent of intra-regional imports. Non-petroleum products that were in the top 20 commodities for Barbados in 2001 were: beer, aerated beverages, malt beverages; doors, doorframes etc.; greenheart, uncooked pasta, sweet biscuits and mineral water. The top 20 commodity imports contributed to 68.1 percent of total intra-regional imports and 13.9 percent of imports all sources. Intra-regional imports for Barbados was 20.4 percent of total imports all sources in 2001 For Guyana, bunker fuel oils; building cements, cigarettes and urea comprised 30.1 percent of total intra-regional imports in the top 20-commodity list of v

14 Guyana s top 20 commodities comprised 55.1 percent of total intra-regional imports and 9.9 percent of total imports all sources in Gasolene, other gas oils, bunker grade C fuel, kerosene and other medium oils were the top four commodities in intra-regional imports, contributing, 54 percent of this total for Jamaica. Other commodities in the top 20 intra-regional imports included: aerated beverages, white rice, frozen snapper etc., other medicated soaps, prepared foods of cereal products and glass bottles. The top 20 commodities for Jamaica represented 75.4 percent of total intra-regional imports and 9.6 percent of total imports from all sources. Total intra-regional imports stood at 12.7 percent of total imports all sources in Petroleum oils, imported petroleum oils u.p.a., line pipe used for oil or gas pipelines and cane sugar are the top four commodities on intra-regional imports for Trinidad and Tobago contributing 38.7 percent of total intra-regional imports (Table 13.1). Other food preparations, cartons, sulphonic acids, concentrated orange juices, insecticides were among the remaining commodities in the top 20 in The top 20 commodities comprised 66.8 percent of total intra-regional imports and 1.8 per cent of imports all sources. Total intra-regional imports represented 2.8 percent of import all sources. Other apparatus, baby napkins and liners, books, brochures etc., food preparation n.e.s., were the top four commodities imported intra-regionally by Belize. These commodities reflected a departure in the case of Belize relative to the concentration of petroleum-based commodities among the intra-regional imports for the other Member States. The top 20 commodities comprised 72.7 percent of Belize s intra-regional imports and 3.5 percent of total imports all sources. Total intra-regional imports contributed to 4.5 percent of total imports all sources. For the remaining Member States with commodity level details, diesel oil gasolene and flour were the top intra-regional import commodities for Dominica, gasolene, gas oils and building cement for Grenada, Montserrat and St Vincent and the Grenadines (gas oils being the highest for Montserrat and St Vincent and the Grenadines); gas oils, gasolene and butanes for St Kitts and Nevis and gasolene, flour and gas oils for Saint Lucia (Tables 5.1, 6.1,9.1, 12.1, 10.1, 11.1). vi

15 The ratio of the top 20 commodity intra-regional imports to total intra-regional imports for these six Member States imports was as high as 73.3 percent for Montserrat, followed by 61.7 percent in St Kitts and Nevis and approximately 56.2 percent for Saint Lucia and St Vincent and the Grenadines and Grenada with 52.7 percent. The ratio of the top 20 commodity imports to total imports all sources was the highest for the for St Vincent and the Grenadines (15.4 percent) followed by 15.3 percent for Dominica and 14.7 percent for Montserrat. Saint Lucia had a ratio of 14.2 percent, Grenada for 13.3 percent and St Kitts and Nevis, 11 percent. Intra-regional imports to total imports all sources was over 20 percent for all of these six Member States except for Saint Kitts and Nevis. Top 20 Commodities Intra-regional domestic exports The general tendency in domestic exports was for a high concentration of the top 20 commodities or even the top four commodities in most cases. Food preparations n.e.s., other petroleum oils, building cements and iron and steel tanks, drums etc. were the top four commodities in intra-regional domestic exports for Barbados in 2001 contributing to 36.4 percent. The top 20 commodity domestic exports contributed to 74.8 percent of total intra-regional domestic exports and 37.1 percent of total domestic exports all destinations in Intra-regional domestic exports comprised 37.1 percent of total domestic exports all destinations in The top four commodities in intra-regional domestic exports for Guyana in 1996 were white rice, raw cane sugar, broken rice, and plywood with a contribution of 58 percent of total intra-regional domestic exports. Other commodities in the top 20 intraregional domestic exports for Guyana were: greenheart, frozen snapper etc.; frozen shrimps and prawns; fuel wood, other non-coniferous wood. The top 20 commodities contributed to 85.8 percent of total intra-regional domestic exports and 8?? percent of domestic exports all destinations showing also a high concentration of commodities in domestic exports. Intra-regional domestic exports for Guyana in 1998 was 10.2 percent of total domestic exports all destinations. Total exports all destinations followed an almost identical pattern of commodities as for domestic exports. vii

16 Malt extracts, sulphonic acid, condensed milk, food preparations n.e.s., were the top four commodities in intra-regional imports for Jamaica, representing 24.2 per cent of the total intra-regional imports. Other commodities in the top 20 commodity imports include: processed cheese, flavouring powders for beverages, sweet biscuits, articles for packing goods of plastic, soaps in powdered form. The top 20 commodities comprised 56.5 percent of total intra-regional imports and 2.2 per cent of total imports all sources in Jamaica s total intra-regional domestic exports stood at 3.9 percent of total imports all sources for this same year. Gasolene, diesel oil, kerosene and liquefied natural gas were the commodities that were the top four domestic commodities for Trinidad and Tobago in 2001, reflecting exactly the top commodities for the Region (Table13.2) These four commodities contributed to 50 percent if the total intra-regional domestic exports for Trinidad and Tobago in Similar to the CARICOM level other fuel oils placed fifth among the top 20 commodities for Trinidad and Tobago. Other commodities comprising the top 20 domestic exports were: Bunker Grade C fuel, aerated beverages, building cement. The top 20 commodities contributed to 74.5 percent of total intra-regional domestic exports and 17.4 percent of total domestic exports all destinations. The top four commodities for Belize in 2001 were: concentrated juice, red kidney beans, cane sugar, frozen shrimps and prawns comprising approximately 82 percent of total intra-regional domestic exports with the top 20 commodities amounting to almost 100 percent of total intra-regional imports for Belize(Table 4.2 ). The top 20 exports contributed to 6.7 percent of total exports to all sources with total intra-regional domestic exports being 6.7 percent of total domestic exports to all destinations. For the remaining six Member States with commodity level details, there was also a high degree of concentration in most cases for the top 20 commodities to total intraregional domestic exports. However, the commodities varied among these Member States. Toothpaste, soaps for surface use, diesel oil, gasolene, wheat or meslin flour and liquefied propane were the leading commodities exported by Dominica in For Grenada the top four commodities in intra-regional domestic exports for 2001 were flour, toilet paper, poultry feed and cotton T-shirts; Montserrat exported mainly pebbles, gravel; bay rum and guava jams and jellies. Margarine, aerated beverages, pasta, wee the main viii

17 commodities exports for St Kitts and Nevis. Saint Lucia exported beer, cartons, boxes; bananas and St Vincent and the Grenadines flour, mangoes and milled rice. It is also important to note that Montserrat s re-exports accounted for 99.9% of the total exports in 1999, 94.39% in 2000 and 99.76% in For five of these six countries the top 20 commodity domestic exports were over 92 percent of total intra-regional domestic exports including 100 percent for Montserrat. For St Vincent and the Grenadines this percentage was 85.8 percent. There was wide variation in the ratios of intra-regional domestic exports to total domestic exports all destinations. Montserrat, Dominica and St Vincent and the Grenadines reflected ratios of over 50 percent for the top 20 commodities to total intraregional domestic exports reflecting a great dependence on the intra-regional market Saint Lucia showed a ratio of 23.8 per cent while Grenada and St Kitts and Nevis had ratios under 20 and 10 percent respectively. The ratios of intra-regional domestic exports to total exports all destinations followed a similar pattern to the top 20 commodity domestic exports to total intra-regional domestic exports. ix

18 EXPLANATORY NOTES The publication, CARICOM s Intra-Regional Trade Volume II, captures the top twenty (20) commodities for imports, domestic exports and total exports in intra-regional trade. A major challenge in producing this report at such a detailed level was the revisions over time in the Harmonized Commodity Description and Coding System (HS), which is used as the basis for the collection of detailed trade, underpinning the Common External Tariff in Member States. These changes also affected the SITC codes through the HS-SITC correlation table. The implementation of these changes that were applied at varying points in time across Member States, also affects the validity of the trade data when combined to reflect the position at the CARICOM level. For some Member States there were cases in which the implementation of the HS based CET occurred within a calendar year affecting again the validity of the data. It was therefore necessary in deriving these tables to group different codes with identical descriptions together to enable a concise and valid list of top 20 commodities traded. In deriving the top 20 commodities at the Member States level attempts were made to take into consideration commodities which may either gain or loose significance over time. The sorting of the top 20 commodities was therefore performed on each of the individual years shown for Member States. This might have resulted in more than 20 commodities shown in each table but only 20 commodities for each year. In generating the top twenty (20) total exports, the SITC numbers obtained from the domestic exports were used as a base for generating the top twenty (20) intra-regional domestic exports. However, this was not the case for Montserrat since their re-exports constitute over 94% of their total exports and the foregoing procedure resulted in a false picture of the top twenty (20) intraregional total exports. Therefore the total exports were generated using the top twenty (20) commodity re-exports as a base for this Member State. At the level of CARICOM due to the variation in the application of the revised HS based CET across Member States, sorting the data for each individual year created challenges in the multiplicity of codes and corresponding descriptions. Therefore the last year of data, 2001 was x

19 chosen as the base for the production of the top 20 commodities at this level. The HS based CET might have been applied for most Member States for this year or for the latest year available. Changes in the significance of commodities were therefore not possible at the CARICOM level since it is assumed that the top 20 commodities in the base year were also the top 20 in the other years. In general this may be an acceptable assumption except for changes in significance within the commodities which are readily observed in the CARICOM level tables. The tables also compute three ratios which were: The value of the top 20 commodity intra-regional imports to total intra-regional imports; The value of the top 20 commodity intra-regional imports to total imports all sources; The value of total intra-regional imports to total imports all sources. These ratios were also repeated for intra-regional domestic exports and total domestic exports. xi
