5 Overview of Solar Projects The district has had a Power Purchase Agreement (PPA) in place for the past five years Two more PPAs were approved in 2010 While there are many similarities between the three PPAs, there are also significant differences The following discusses the differences and similarities
6 Solar Integrated Technology ( ) SDUSD contracted with Solar Integrated Technology to install 2 MSF of photovoltaic (PV) arrays at 28 district schools Largest school district PV installation project in the nation at the time 28 sites/4.17 Megawatts Free roofs included with thin-film solar panels Starting rate of $0.165/kWh with an annual escalator of 2.48 % California Solar Initiative (CSI) incentive/rebate to contractor at $4.50-$3.50 per watt which offset electricity rate Sites chosen based on need for a new roof, south facing orientation

14 Power Purchase Agreement (PPA) Basic Framework Provider builds, owns, and operates facility and sells the energy District typically leases ground to Provider and purchases all the energy produced by the facility with funds it would otherwise have paid to its utility provider Typical Features Provider typically seeks and may qualify for Federal Investment Tax Credit, renewable incentives such as CSI rebates, and to reduce cost of facility Most deals structured with a starting rate per KWh with structured increases lower than projected utility rate increases Long term typically 20+ year agreement 1
15 Energy Conservation Contracts (ECC) Government Code sections Public agencies may award no-bid contracts to any entity to construct facilities that will: develop energy conservation, (energy efficiency) be an alternative energy supply source (renewable) Allows for no-bid leasing of land for energy facilities The statute shall be construed to provide the greatest possible flexibility to public agencies in structuring agreements 2
