2 GMES: We care for a safer world GMES is the most ambitious operational Earth Observation programme to date. It will provide global, timely and easily accessible information in domains such as Land Marine Atmosphere Emergency response Climate Change Security We care for a safer world

3 GMES: Some key milestones Initiation of GMES: Baveno Manifesto ESA Ministerial Council in Edinburgh. First GMES services funded Gothenburg EU Summit in Sweden, to establish by 2008 a European capacity for GMES ESA Ministerial Council in Berlin. First funds committed to the GMES Space component GMES recognised as a flagship of the European Space Policy, EC COM(2007)212 The Commission Communication "GMES: We care for a Safer Planet" establishes a basis for the financing, operational infrastructure and management of GMES ESA Ministerial Council in The Hague. 10 GMES Space Component: today s status The Sentinel-Satellites (1A/B, 2A/B, 3A/B, 4 and 5 Precursor) are under development, Sentinel-5 and Jason- CS under definition The ground segment (data reception, processing and dissemination) is getting ready for the respective Sentinel launches Long-term sustainability and adequate funding of operational GMES is the biggest political challenge 10

11 Funding of GMES 1 - Past funding (Development) Overall, approx. 3.4 B have been provided for GMES by EU and ESA Of this, about 2.4 B have been invested into the GMES Space Component (1.6 B by ESA and 0.8 B by the EU) 2 - Future funding needs (Operation) To achieve the operational configuration of the overall GMES Programme, an average amount of 834 M /year has been identified in the EC s Communication of 29 June 2011, i.e. 5.8 B (2011 e.c.) in total This corresponds to approx. 0.5% of the EU MFF budget It is essential that this funding is obtained within the EU MFF, and at the sufficient level 11

12 EU funding proposal status June 2012: Following the GMES in Action conference on 4/5 June in Copenhagen, Danish EU Presidency proposed to fund GMES within MFF September 2012: Cyprus EU Presidency issued its update of the negotiation box with GMES within the MFF under Sub-Heading 1a with separate budget line November: Extra-ordinary EU Summit on MFF at Heads of State level planned In parallel, the EP is preparing its position on the MFF, including funding of GMES 12

13 GMES Space Component: critical issues EU Budget for Sentinel operations needs to be secured and concrete plans made for its availability after mid 2014* GMES data policy needs to be finalised - Ownership needs to be decided (even if ownership itself is handed over at a later date) Governance for the operational phase needs to be defined and agreed. It will depend on the funding contributors and mechanisms. * Note: Initial operations budget is available until mid 2014 only 13

14 GMES Sentinel Data Policy FULL and OPEN Joint EU/ESA Data Policy Principles adopted by ESA MSs in 2009 based on: Access to Sentinel data by anybody (European users and non) and for any use Free of charge data licenses The EC is preparing a Regulation which defines the overall GMES data and information policy (DIP). To be finalised at the end of 2012: Content wise GMES DIP largely in line with 2009 Joint Sentinel Data Policy Principles 14 Draft Regulation introduces clauses for security restrictions

15 GMES: economic benefits Over the period, the potential GMES benefits accumulated would be comparable to 0.2% of the EU current annual GDP.
