Member States Cooperating States Financial Rules Art. 13 GNI Statistics Financial Rules, Article 13: The annual contributions to the General Budget and to the mandatory programmes shall be based on the pro-rata rata of the Member States Gross National Income, calculated as an average of the GNI figures for the latest three years for which the relevant statistics provided by the OECD are available...the scale thus established shall be valid for a period of three financial i years.
