2 Introduction In a fast-changing environment (political, economic, social, cultural, technological, skills) in which governments, workers and employers organizations have to adapt their strategies continuously, a better understanding of the contemporary trends and challenges of different industrial and employment relations in the world is becoming a compelling need. The International Training Centre of the International Labour Organization (ITCILO), in partnership with the University of Turin, Italy, is offering a Master s Programme in Industrial and Employment Relations. This one-year programme, to be held in English, includes a distance-learning phase, a face-toface residential phase at the ITCILO campus in Turin, Italy, followed by another distancelearning phase for the preparation of the Master s thesis. The Master s Programme in Industrial and Employment Relations aims at developing specialized multidisciplinary knowledge in the field of industrial and employment relations from a comparative viewpoint. It will provide participants with a deep theoretical and practical understanding of industrial and employment relations systems in the world, by looking into recent changes and trends in the major economic geographical areas. Furthermore, it will offer a range of learning situations in which participants can enhance their analytical and problem-solving skills. The Master s Programme combines the sound academic background of the University of Turin with the ITCILO s international training experience. An international approach has been applied to the content, the methodology as well as to the composition of the faculty. The Master s Programme is relevant to participants from both developing and developed countries who will have an opportunity to share their different experiences. Objectives General objective Participants will be exposed to international and comparative industrial and employment relations systems with a view to better understanding the implications for the industrial relations systems of today. Specific objectives At the end of the Master s Programme, participants will be able to: describe the industrial and employment relations systems with a comparative approach; apply tools and methodologies for effective labour-management relations at different levels of the economy from enterprise to the national and international level; advise government, employers and workers representatives on industrial and employment relations issues. Faculty and tutors Participants profile government, workers and employers representatives; practitioners in the field of industrial and employment relations from the public and private sectors; human resources managers; personnel in human resources departments dealing with industrial and employment relations; labour administration and labour inspection officials; staff from international organizations and United Nations agencies; ILO staff from field offices and technical cooperation projects; graduate students and researchers.
3 Participants requirements for the Master s Programme a first university degree (BA) of minimum three years duration;* working knowledge of spoken and written English; ability to use computers and access to the internet. Participants requirements for the Certificate of Achievement secondary school or high school diploma; working knowledge of spoken and written English. Structure, methodology, content and resources The Master s Programme will be divided into three phases: Phase 1: Distance-learning from 5 October 2015 to 15 January 2016 (15 weeks) Phase 2: Residential face-to-face phase at the ITCILO campus in Turin from 18 January to 8 April 2016 (12 weeks) Phase 3: Preparation of Master s thesis from 11 April to 2 September 2016 (21 weeks) Phase 1 includes assignments, self-study and exercises with the assistance of a tutor. Participants will have access to an online platform through which they will learn on an individual basis. They will receive support from tutors with expertise in the subject matter; participate in a forum; use the documentation centre, and network with other participants. This preparatory phase will enable participants with different levels and fields of knowledge to be introduced to the fundamentals and basic concepts relating to industrial and employment relations to reach an adequate and homogeneous level to take full advantage of the residential phase. Phase 2 - the residential phase in Turin - will focus on the following topics: International labour standards and industrial relations Legal sources and institutional framework of industrial and employment relations in Europe Workers and employers organizations: structure and role Social dialogue and tripartism Collective bargaining machinery; administration and implementation of collective agreements Settlement of labour disputes: conciliation, mediation, arbitration and labour courts Information and consultation at the enterprise level Labour administration and labour inspection Industrial relations systems, competitiveness and public policy Globalization and industrial and employment relations Recent trends in human resources management policies Workplace relations Professors, practitioners and other resource persons will use lectures, case-studies, case law judgments, excerpts of collective agreements and legislation, discussions, group-work and practical exercises to strike a balance between theory and practice and to stimulate interaction with the resource persons and among participants. Phase 3: participants will be required to carry out individual research in their home country for the preparation and submission of their thesis, assisted at a distance by tutors and/or professors. The outline of the thesis to be presented in Turin by April 2016 and completed before September *IMPORTANT: The validity of non-italian degrees must be recognized under Italian law and regulations.
4 Study visits Study visits to selected local enterprises will be organized during the face-to-face phase in Turin to provide an opportunity to participants to be exposed to different practices of industrial and employment relations. Documentation Participants will receive documentation to expand their knowledge of the topics. A bibliography and links section will be incorporated into the virtual platform for the distance-learning phase. Faculty The faculty will be selected for its professional experience and subject knowledge. It will consist of academic resource persons and practitioners: Professors from the University of Turin and other renowned universities; ILO and ITCILO experts; Specialist tutors who will support and interact with the participants throughout the programme. Degree A first level Master s Degree from the University of Turin (60 certified university credits) will be issued as follows: 10 credits for the distance-learning phase 40 credits for the residential face-to-face phase in Turin 10 credits for the thesis The degree will be awarded to the participants who fulfill all of the following conditions: the administrative requirements and documents required by the University of Turin; attendance of training sessions during the residential phase (only participants with at least 95% attendance will be entitled to apply for the degree); submit the assignments within the set deadlines and quality requirements; pass the prescribed examinations demonstrating the level of competence required by the Scientific Committee. Participation in the Master s programme Tuition fees: 8,000 Euros payable by the participant or his/her sponsoring organization. This covers tuition, use of training facilities and support services, routine medical care and medical insurance. Subsistence fees: 3,310 Euros payable by the participant or his/her sponsoring organization, including: single-room accommodation at the ITCILO campus, breakfast and laundry service during the residential phase of 12 weeks; use of the facilities for recreation and sports at the ITCILO campus. Applications for the Master s Programme Candidates interested in participating in the Master s Programme should complete and submit the online application form available on this link: Partial scholarships for the Master s Programme A limited number of partial scholarships may be available, on a competitive basis, for participants from developing countries. If you wish to apply for a partial scholarship, please specify it on the application form. In this case, applications should be accompanied by a nomination letter from the sponsoring institution expressing its commitment to cover the remaining cost not covered by the partial scholarship.
5 Eligibility criteria The selection of participants for the Master s Programme, as well as the award of partial scholarships, will be made by a Selection Committee consisting of ITCILO and the University of Turin representatives. The selection criteria will include academic and professional qualifications, experience, organization, country of origin, and gender balance. Deadline for applications: 21 August 2015 Certificate of achievement course As an alternative to the full-fledged Master s Programme, participants may choose to attend the Certificate of Achievement course, which covers specific topics, and not the entire Master s Programme. They will attend a minimum of 4 weeks of the face-to-face phase in Turin up to a maximum of 12 weeks. At the end of the chosen period, participants will be required to pass an examination in order to receive a Certificate of Achievement. They will not participate in the distancelearning phase or be required to prepare a thesis. Tuition fees: 2,800 Euros for a 4-week period payable in advance by the participant or his/ her sponsoring organization. This covers tuition, use of training facilities and support services, routine medical care and medical insurance. Subsistence fees: 1,160 Euros for a 4-week period payable in advance by the participant or his/her sponsoring organization, including: single-room accommodation at the ITCILO campus, breakfast and laundry service for 4 weeks during the residential phase; use of the facilities for recreation and sports at the ITCILO campus. Note: candidates interested in attending the Certificate of Achievement course for any period from 5 to 12 weeks are kindly asked to contact us for further information.
