3 Aout this guide This guide provides some prtil exmples of how to ssess your ndidtes for the SVQ 2 nd 3 in Phrmy Servies t SCQF levels 5 nd 6. You my e le to think of other wys of ssessing your ndidtes nd reording your deisions out their ompetene. Using ssessments sed on these exmples does not gurntee suessful verifition it is still your responsiility to ensure tht internl qulity ssurne proedures re followed. 1

4 Introdution This introdution provides rief overview of SVQs nd how they re ssessed in the workple. If you re lredy fmilir with the onept of SVQs, you my wish to go to the next setion. Aout SVQs nd the SCQF Sottish Votionl Qulifitions (SVQs) re work-sed qulifitions whih set the level of ouptionl ompetene for eh setor of the eonomy nd re usully delivered in the workple or in prtnership with ollege or other trining provider. The qulifitions hve een designed y stndrds-setting odies mde up of experiened prtitioners who represent employers, professionl odies, trde unions, edution nd voluntry orgnistions. Eh stndrds-setting ody is responsile for developing ntionl stndrds whih define wht employees (or potentil employees) must e le to do, how well, nd in wht irumstnes, to show tht they re ompetent in their work. Eh SVQ whih stndrds-setting ody develops hs to fit into rod frmework whih llows qulifitions in the UK nd throughout Europe to e ompred. There re SVQs for nerly ll ouptions in Sotlnd nd they re ville t SVQ levels 1 5. SVQs re urrently notionlly pled in the SCQF s the individul SVQs my e t differing SCQF levels nd hve differing mount of redit points, depending on the struture nd ontext of the SVQ. SVQs re mens of reognising the skills nd knowledge people need in employment, ie jo ompetene. Suessful ompletion of n SVQ provides ler evidene tht the lerner works to ntionlly reognised ouptionl stndrds. Eh Unit defines one spet of jo or work-role, nd sys wht it is to e ompetent in tht spet of the jo. To e wrded full SVQ, lerners must hieve eh of the SVQ Units whih mke it up y demonstrting tht they re ompetent in tht spet of the jo. The Units whih mke up the SVQ n lso e tken s freestnding wrds. Some SVQs or SVQ Units re inorported into other wrds or progrmmes inluding HNCs nd Modern Apprentieships. 2

6 How re stndrds defined in SVQs? All SVQs onsist of stndrds whih n e roken down into vrious prts. Units define the rod funtions rried out in the setor, nd re mde up of numer of Elements. These Elements desrie the tivities whih employees hve to perform, nd will require ndidtes to demonstrte ertin skills or knowledge nd understnding. The qulity of performne in wht people must e le to do how well they hve to perform is desried y Performne Criteri. These my lso e lled sttements of ompetene or wht ndidtes should do. The setion on knowledge nd understnding sys wht ndidtes must know nd understnd, nd how this knowledge pplies to their jos. You my lso ome ross stndrds ontining sttements on sope. These sttements ould, for exmple, list the equipment tht ndidtes re expeted to e fmilir with nd use in their ouptionl re. There re severl roles: the ndidte: the ssessor*: the internl verifier*: the person who wnts to hieve the SVQ (eg n employee) the person who ssesses the ndidtes nd deides if they re ompetent (eg supervisor) n individul nominted y the entre (eg ompny) who ensures tht ssessors pply the stndrds uniformly nd onsistently (eg supervisor s line mnger) the Externl Verifier*: n individul ppointed y SQA who ensures tht stndrds re eing pplied uniformly nd onsistently ross ll entres offering the SVQ *Assessors nd verifiers in entres will e sked y SQA to prove they hve the pproprite ouptionl ompetene to ssess nd verify the SVQ. 9 1 The SVQ in Phrmy Servies levels 2 nd 3 The SVQs in Phrmy Servies hve een developed y Skills for Helth nd the Royl Phrmeutil Soiety of Gret Britin re intended for people working in the Phrmy Setor. These people my e working s dispensing ssistnts, ssistnt tehnil offiers, student phrmy tehniins or qulified tehniins. They will require skills nd knowledge in legl nd ethil spets of phrmy prtie, phrmeutis, phrmology, dispensing prtie, humn physiology, sle of over the ounter mediines, helth nd sfety, orl nd written ommunition skills, working s prt of tem nd refleting on own prtie nd septi dispensing The SVQs re designed to e ssessed in the workple, or in onditions of the workple. Exmples of the settings or entres in whih the SVQs re likely to e delivered inlude: ommunity phrmies, hospitl phrmies, MOD estlishments nd Generl Prtitioner (GP) prties. 12 An Assessment Strtegy for the SVQ As prt of its review of the SVQs, the stndrds-setting ody Skills for Helth hs developed n Assessment Strtegy whih defines rnge of requirements: the ouptionl expertise of ssessors nd verifiers definition of simultion definition of the workple informtion on model of independent ssessment or externl qulity ontrol The relevnt prts of the Assessment Strtegy re pulished on SQA s wesite ( nd oth SQA nd entres must omply with these requirements. Why would people e interested in the SVQ? People will tke SVQs for vriety of resons; to gin promotion, to prove their jo ompetene, personl development, or to meet professionl ody s registrtion requirements. There will e other resons too. One of the first things to do is to find out why your ndidtes wnt to do the SVQ, nd to dvise them of the ppropriteness of the qulifition. If nyone is ting s oh or mentor to your ndidtes, they might help you to do this. How do ndidtes egin? Choosing the SVQ You should mke sure tht ndidtes get guidne efore strting out on n SVQ they need dvie to ensure tht their existing jo remit, skills, experiene, nd their plns for progression, re mthed to the SVQ seleted. It does not hve to e you s the ssessor, who rried out the mthing proess, ut whoever hs responsiility for this should ensure tht the ssessment opportunities ville to the ndidte re lso onsidered. An exmple Sophie left shool without the qulifitions she required to trin to eome phrmy tehniin. She epted post s n ssistnt tehnil offier in hospitl phrmy, in the hope tht she ould gin experiene of working in phrmy environment nd progress to trin to eome qulified phrmy tehniin. After three months in post nd through her Personl Development Performne nd Review PDPR (pprisl), Sophie told her reviewer of her mitions nd spirtion to eome qulified phrmy tehniin nd sked if she ould e onsidered for the next ville position of student phrmy tehniin. 10

17 Seleting methods of ssessment The methods of ssessment you use should e vlid, relile nd prtile. By vlid we men tht the ssessment method should e pproprite to the stndrds By relile we men tht the ssessment method should ensure onsistent results when used with different ndidtes, different ssessors nd on different osions By prtile we men tht the method ensures tht the ssessment mkes est use of ville resoures, equipment nd time Before you ssess ndidte, you must mke sure tht the methods of ssessment you hve hosen to use, long with ny ssessment mterils (suh s questions nd smple nswers) hve een greed within your entre through its system of internl qulity ssurne. This system is often lled internl verifition its purpose is to help to ensure tht ssessment methods re vlid, relile nd prtile. There re oth enefits nd hllenges when you re ssessing SVQs in the workple, or in onditions in the workple. When you selet methods of ssessment, you should try to offer the ndidte the enefits of workple ssessment nd minimise ny potentil diffiulties. 18 Methods of ssessment Assessment my involve rnge of ssessment methods. For SVQs, some of the most ommonly used methods re oservtion, produt evidene, nd questioning. Oservtion Oservtion y n ssessor or expert witness is onsidered to e the most vlid nd relile method of ssessment. It n e orgnised in vriety of wys: working longside the ndidte rrnging to visit when nturlly-ourring tivities re rried out y the ndidte rrnging for tivities to tke ple Oservtion y the ssessor/expert witness n often e supplemented y other types of ssessment methods suh s questioning. For exmple, it my e pproprite to sk orl questions of ndidtes s they rry out nturllyourring tivities. Oservtion ould e used to demonstrte the ndidte s ompetene in ssemling presried mediines. This would give the ssessor the opportunity to uthentite the ndidtes evidene ginst the Performne Criteri. Produt evidene As ndidtes work towrds hieving the SVQ, they will produe evidene in the form of produts of their work. The nture of this evidene n vry widely depending on wht the ndidte s jo entils, ut exmples of produt evidene inlude: opy of prespription they hve reeived from lient efore dispensing opy of the presription fter dispensing showing pproprite nnottion dispensed items Questioning Cndidtes hve to show tht they n meet the knowledge speifitions for the SVQs. For these SVQs, knowledge nd understnding is speified for eh Unit. Muh of ndidte s knowledge nd understnding will e pprent from wht they do or produe s prt of their work, ut this will not lwys e the se, nd questioning n e useful wy of onfirming wht ndidtes know nd understnd. Questions n e sked in vriety of forms, suh s orl questions, short nswer written questions, nd multiple hoie. 16

19 You should e reful tht the method of questioning does not go eyond the ompetene required for the SVQ nd eome rrier to fir ssessment. For exmple, some ndidtes will feel more omfortle with orl questions thn written. Cndidtes n e sked questions while they re eing oserved, to show they hve the required knowledge nd understnding, if it is not pprent y their performne. Other methods of ssessment These methods, like questioning, re often used for uthentition. See setion 3 for more out uthentiting ndidtes evidene. Personl sttements You might sometimes find it helpful to sk ndidte to give n ount of why they did n tivity in ertin wy or how they produed produt of their work. This is often referred to s personl sttement. You should tke re to ensure tht y sking ndidtes to produe suh sttements, you re not sking them to demonstrte ompetene eyond wht is required y the stndrds.
