1 Northeastern School District August 4, 2014 Administration Center Manchester, PA Work Session Mrs. Walker, President, called the meeting to order at 7: 01 p.m. In attendance were Mr. Gebhart, Mrs. Hess, Ms. Koerner, Mrs. Morningstar, Mr. Nade, Mr. Redding, Dr. Tabachini, and Mrs. Walker. Ms. Snell was absent. Also in attendance were Dr. Minnich, Dr. Sidle, Mr. Knepper, Mrs. Radanovic, Mrs. Aguirre, Mrs. Bell, and Mr. Alessandroni. Mrs. Thomas read the roll call of board members. MOMENT OF REFLECTION AND PLEDGE OF ALLEGIANCE Motion was made by Mrs. Walker, and seconded by Mr. Gebhart, to approve the agenda, including the addendum as presented. He said this is going to be a good and is looking forward to starting. SUPERINTENDENT S MONTHLY REPORT Mr. Gordon Walker, PFM, Debt Refinancing Update (attachment)
2 Mr. Walker went over the information contained in the handout provided to the Board members regarding the Series 2010A Bonds. After going over the information and discussion with the Board members, Mr. Walker asked for a straw vote to see if the Board wanted him to proceed. The vote was unanimous to have him proceed. Dr. Minnich stated the Administrators attended a meeting today and are ready to start the new school. ACADEMIC AFFAIRS Mrs. Hess made the following report: 1. Conference Request The Superintendent recommends approving Jason Johnson s request to attend the Fire Department Instructor Conference in Indianapolis, Indiana, on April 20-25, Jason will utilize 2 conference days and 3 administrative request days. The cost to the district is a substitute for 5 days. Question was posed as to how this pertains to his position. Dr. Minnich explained that this applies to Mr. Johnson s leadership role in the district-wide safe schools committee. This conference does not apply just to fire safety but other crisis and their aftermath. BUILDINGS AND GROUNDS Mr. Redding made the following report: 1. Requests for Use of Facilities The Superintendent reports that the following Requests for Use of Facilities have been approved according to Board policy: A. 3 II. Child Nutrition Accounts Payable (attachment) The Superintendent recommends approving the attached list of invoices for payment from the Child Nutrition Fund. III Audit Responsibilities from Sager, Swisher, and Company, LLC The Superintendent reports that Sager, Swisher, and Company has outlined its role to this district for the upcoming audit as required by accounting standards, SAS 114. This letter is for informational purposes only. IV. Staff Member Request for Child to Attend Northeastern The Superintendent reports Lauren Ward is requesting her son attend kindergarten for the school tuition free, in exchange for an increased work load in the and school s. Discussion/Questions Dr. Minnich provided clarification. Mrs. Ward was present and also provided information. V. Quarterly Activity Reports (attachment) The Superintendent recommends the approval of the Quarterly Activity Fund Reports for January, February, and March VI. State Budget Update (attachment) The state approved budget shows the following differences of what was budgeted and what is now expected to be received for Basic Ed funding: budgeted $10,434,596, to receive $10,431,386. This is a decrease of $3,210. Special Ed funding: budgeted $1,768,259, to receive $1,766,296. This is a decrease of $1,963. Ready to Learn Block Grant: budgeted $577,300 in both revenue and expenditures and accountability block grant budgeted as $171,572, to receive as one grant of $412,042. This is an increase of $240,470. VII. Letter of Resignation The Superintendent reports that a letter of resignation was received from the following individuals: A. Status Change Request (attachment) The Superintendent recommends changing Christine Rine s position from Dean of Students at the Middle School to Assistant Principal at the Middle School. She will move from a 190-day employee to a 260-day employee. For the school, she will be paid her teacher s salary of $85,677 plus a stipend in the amount of $1,534. Beginning July 1, 2015, she will not receive a stipend but will receive a salary of $88,000 for 260 days plus any percentage raise that the Act 93 group is afforded. Salary Change Request (motion) The Superintendent recommends approving the salary change of the following individual: A. Carrie Iezzi from Masters, Step 12 $70,698 to Masters +45, Step 10 $71,963 effective August 14, Updated Job Description (attachment and motion) The Superintendent recommends approving the attached revised job description for Field Operations Assistant.
