Call to Order The Chair called the meeting to order at 4:00 pm. The Chair welcomed two students from the Anthropology program. 2. Approval of Agenda Moved by Tru Freeman; seconded by Robert Wood: THAT Senate approve the agenda. MOTION CARRIED 3. Approval of Minutes January 26, 2015 Moved by Kim Rose; seconded by Jerry Murphy: THAT Senate approve the minutes of the January 26, 2015 Regular Senate meeting. MOTION CARRIED 4. Chair s Report 4.1 President s Report to Senate The President s Report to Senate was received. Dr. Davis added that we were approached by the federal government to provide a venue for an announcement related to apprentice trades. Last Thursday, there was a ceremony at KPU Tech where the Prime Minister made the announcement.
5 4.2 Provost Report to Senate Dr. Ferreras reported that he has been busy working on a number of initiatives stemming from policy changes. High school graduation requirements are going to change and there have been a number of meetings with government, universities, and school boards to discuss them. The group that is implementing the government s skills blueprint will be meeting at the end of May. The Chair passed the gavel to the Vice Chair and then left the meeting. 5. Senate Standing Committee on University Budget The report from the Senate Standing Committee on University Budget was received. 5.1 KPU Final Budget Letter The KPU Final Budget Letter was provided for information. 5.2 Kwantlen Polytechnic University Draft Operating Budget 2015/2016 Two memos were included in the package, one from SSCUB to Senate and one from the Provost and the Executive Director of Finance to SSCUB. Dr. Ferreras noted a correction to the memo he submitted, removing the reference to section 37(1)(e) as non-applicable to special purpose teaching universities. There were campus forums on the budget held at the end of January. There was a question about funding to support the Alumni Association. Moved by Brian Haugen; seconded by Diane Purvey: THAT Senate consider the proposed FY15/16 University operating budget and its allocation of funds consistent with Vision 2018 and the KPU Academic Plan, and THAT Senate request SSCUB s recommendations be transmitted to the Board of Governors. 7 6.9 Program Proposal: Minor in Journalism Moved by Dana Cserepes; seconded by Diane Purvey: THAT Senate approve the Minor in Journalism program proposal. MOTION CARRIED 6.10 Program Declaration Requirements, Faculty of Science and Horticulture The Faculty of Science and Horticulture Program Declaration Requirements were received. Applied Psychology will be included in the Faculty of Arts program declaration requirements as well. The number of credits will be amended to 24 undergraduate credit hours. The English requirement for Applied Psychology is a minimum grade of C Program Declaration Requirements, Faculty of Business The Faculty of Business Program Declaration Requirements were received. No report from the Senate Governance Committee Senate Nominating Committee Moved by Don McGonigal; seconded by Brenda Snaith: THAT Senate approve the following as a member of the Search Advisory Committee for Associate Dean Trades & Technology: Gerard Laverty (Farrier Department) MOTION WITHDRAWN The Search Committee has concluded long list interviews and, in accordance with Policy HR20, it cannot replace committee members. Don McGonigal withdrew the motion. 11. Senate Standing Committee on Academic Planning & Priorities The report from the Senate Standing Committee on Academic Planning & Priorities was received. 8 11.1 Program Discontinuation: Gerontology-Based Therapeutic Recreation Moved by Robert Wood; seconded by Tru Freeman: THAT Senate endorse the discontinuation of the Gerontology-Based Therapeutic Recreation Program and recommend it to the Board of Governors for approval. MOTION CARRIED 11.2 KPU Skills Gap Plan for and The KPU Skills Gap Plans for and were received New partnership with Xinxiang No. 1 Middle School It was noted that this falls within the purview of Senate Executive to make a recommendation to the Board of Governors. 12. Approval of Graduates Moved by Dana Cserepes; seconded by Shawn Mason; THAT Senate approve the graduates to February 23, MOTION CARRIED Moved by Don McGonigal; seconded by Diane Purvey: THAT Senate rescind approval of graduation for Jia Cheng Wei of January 26, MOTION CARRIED The University Registrar noted that this was approved in error. 16. Items for Discussion The Chair permitted Kari Michaels to distribute a letter from Bruce Ferguson, a member of the Senate Standing Committee on Academic Planning and Priorities, relating to the budget. The letter is against the proposed tuition fee increase for international students. Dr. Ferreras stated support for important issues being raised at this table. 9 Harpreet Bains asked that the minutes show that her request for funding of Alumni Affairs was raised under agenda item 5.2. Alumni Affairs requires operational support to realize their vision which aligns with Vision Sandi Klassen will ensure that this question is brought to the President s attention. 17. 10 SENATE MEETING DATE: March 30, 2015 AGENDA #: 4.1 PRESENTED BY: Alan Davis Issue: President s Report to Senate For Information: On May 24 th, senior administration undertook a Mentally Healthy Workplace workshop organized by Human resources. On February 26 th, I attended, with my BCAIU colleagues, a meeting with Minister Wilkinson where we talked about a common application service for the province and his expectations with regard to use of paid lobbyists. I attend the Education Program Review Committee of the College for Registered Nurses of BC on behalf of the university presidents, and it is instructive to watch the process of program approval and accreditation from a regulator s point of view, and to observe how each institution meets the stated criteria. Its latest meeting was on February 27 th. On February 28 th, I was pleased to attend the KPU Open House, which had record attendance, and my congratulations go to all those who participated and spent so much time organizing the event and engaging with prospective students. On March 5 th, we enjoyed a presentation from Don Presant of Learning Technologies on digital open badges and we will be following up on some opportunities to take a lead role in exploring how digital badges can be used to better record and share learning. Also on March 5 th, Jane Fee and Hanne Madsen (Board member) were honored with Women in Business awards at the annual event hosted by the Surrey Board of Trade. On March 17 th, I attended the Langley Chamber of Commerce general meeting where the federal, provincial and local political leaders held a panel discussion on the future of the Langley communities. On March 18 th The Board Finance Committee received and supported the recommendations of SSCUB on the 2015/16 university budget. I attended the awards ceremonies for the School of Horticulture on March 25 th and Athletics on March 26 th, and the recognition dinner for the START Volunteer program on the 27 th. On March 28 th I attended the SUCCESS Gala in Vancouver on behalf of KPU.

An election for the position of Vice Chair will take place at the April 27, 2015 Senate meeting. The term of office is September 1, 2015 to August 31, 2016.

The committee endorsed the revision of the Mature Applicant Category. The committee received Degree Declaration Requirements from the Faculty of Arts and a revision to the Declaration Requirements for the Bachelor of Science Major in Health Science from the Faculty Science and Horticulture. The following motion was approved at the meeting. THAT the Senate Standing Committee on Curriculum recommend the appropriate budget consultations occur for the implementation of the Post Baccalaureate Diploma in Human Resources Management Co-op Option.

17 MEMORANDUM TO: Senate FROM: Duane Radcliffe, Chair, School of Business Curriculum Committee DATE: March 16, 2015 RE: Revisions to the Diploma in Business Administration Program The Economic Department faculty is seeking approval for the revision of the Diploma in Business Administration program. The proposed implementation date for this program change is September 1, This memo was approved at the February 13, 2015 School of Business Curriculum Committee, the February 20, 2015 School of Business Faculty Council and the March 4, 2015 Senate Standing Committee on Curriculum. Summary of Changes The Economic Department Faculty is seeking to revise the following: 1. Program admission requirements 2. Core and elective course requirements to align with the School of Business - Business Education Framework Table 1: Current Diploma in Business Administration Program: documents the deletions highlighted in Red text and or revisions highlighted in Green italic text. Revision(s) Requested The Economic Department Faculty is seeking approval for the program revisions outlined in the attached Table 2. The table shows the currently approved content as well as the proposed program revisions and additions. Table 2: Revised Diploma in Business Administration Program: Revisions and additions made are highlighted in Blue text. Black text is in current program. Rationale and Support The Economics Department Faculty via electronic vote on February 12, 2015 approved this program revision. The revisions, deletions and additions are being made to account for: 1. Transitions project policy changes: a. Admissions: Adoption of School of Business admission requirements 2. School of Business - Business Education Framework Adoption a. Alignment of core business foundation courses and elective structure 3. All changes align with the program s original learning outcomes Impact on Students There is no impact to current students as students presently enrolled in the program can choose to meet the graduation requirements at the time they enter the program. All current courses required for graduation will continue to be offered allowing current and future students to graduate under their entry program. The program will communicate with current students to explain to them the options the students have and students will be encouraged to meet with a School of Business advisor. All current courses required for graduation will continue to be offered allowing current students to graduate under their entry program. For those course requirement in which a student can choose from a list of courses at minimum one course will continue to be offered. The graduation requirements still maintain a students ability to ladder into a KPU School of Business BBA program or transfer their course credits to SFU as per the original features of the program. The proposed implementation date for this program change is September 1, The memo was approved at the February 6, 2015 School of Business Curriculum committee, the February 20, 2015 School of Business Faculty Council and the March 4, 2015 Senate Standing Committee on Curriculum. Summary of Changes The CSIT department is seeking to revise the following: 1. Program admission requirements including removal of third year entry admission requirements 2. Amendments to program graduation requirements to account for removal of third year entry admission 3. Core Information Technology course requirements 4. All changes align with the programs original learning outcomes Impact on Students There are no impacts to current students as students currently enrolled in the program can choose to meet the graduation requirements at the time they entered or choose to meet these new program graduation entry requirements. The program will communicate with current students to explain to them the options the students have and students will be encouraged to meet with a School of Business advisor. All current courses required for graduation will continue to be offered allowing current students to graduate under their entry program. 37 The Diploma in Computer Information Systems is offered with a Co-operative Education option. Co-operative Education gives a student the opportunity to apply the skills gained during academic study in paid, practical work experience semesters. 58 SURREY CAMPUS ND Ave. Surrey, BC Canada V3W 2M8 MEMORANDUM TO: Senate FROM: Faculty of Trades and Technology Faculty Council DATE: March 11, 2015 SUBJECT: Revisions to Admission Requirements, Certificate in Advanced Farrier Training In 2012, admission requirements for most vocational programs in the Faculty of Trades and Technology were revised in order to expedite admission for well-qualified students. The requirements were revised to include requirements from high school that allow students to bypass the vocational placement testing. These changes reflect that the Faculty of Trades & Technology recognizes students previous educational and grade achievements. For applicants that do not meet the program entrance requirements, vocational exams will remain an option. In addition, the required scores on the Vocational Placement are now part of the published admission requirements. During this process the Certificate in Advanced Farrier Training was missed. It appears that English entrance requirements have never been formally adopted for this program. The Curriculum Committee met on November 5, 2014 and approved a change to the published admission requirements. Current 2014/15 Calendar: In addition to KPU s General University admission requirement including the vocational-level English Proficiency Requirements, the following program admission requirements apply Students must submit two references verifying experience in handling horses Proposed for 2015/16 Calendar: The following program admission requirements apply. The Plant Health Minor provides an opportunity for students enrolled in a Bachelors degree to study an important and applied sector of horticulture. Plants provide the earth with oxygen, food and habitat. Food production using environmentally sensitive methods includes employing methods of pest control with the lowest possible environmental impact. Trees and other plant types provide green spaces in urban environments. These areas are critical to the social wellbeing of the surrounding communities. To maintain the ecological health of these spaces, sustainable methods of pest control are required. Students will study plant health through a series of horticulture courses. Lower level courses will ensure a base in plant culture and statistical analysis. The upper level courses will fine tune the student s ability to identify pests, study life cycles, and develop science-based strategies for sustainable monitoring and control. Student Profile This minor will appeal to students enrolled in a Bachelors degree that wish to pursue study in plant health. The combination of a related Major and an applied minor will allow graduates to seek careers in areas such as agriculture, horticulture and environmental sectors of the economy. Beginning November 1, 2013, the University Transitions project began the implementation of recommendations from both the Foundations of Excellence and the Senate approved Admissions Framework. One of the changes approved at Senate and now implemented for students being admitted for Fall 2015 was an increase in the age of the mature applicant category to 22 years of age or older from the previous age of 19. The increase in age was discussed at length during the consultations leading up to the approval of the new applicant categories. There were those who were concerned at the increase, but a majority of those participating in the discussions at that time agreed that increasing the age to 22 would ensure that students applying to KPU without high school graduation were sufficiently mature to really engage with their studies. Because the mature applicant category was often used as a default admission category for walk in applicants or international applicants without transcripts, there was unfortunately little chance of getting reliable data to tell us how successful mature applicants were in their studies at KPU. The increase in age was therefore based largely on finding parity with other universities in the province. Revision of the Mature Applicant Category Over the past two years, the context at KPU has changed dramatically with a decrease in domestic student enrolments, as well as a heightened interest in recruiting international students to KPU. Recent discussions with the Deans of Academic and Career Advancement and Trades and Technology and the AVP International over the past several months have led us to realize that the increase in the age of mature applicants to 22 may not have been the best decision. We put forward the following as supporting evidence: While it is very difficult to predict the exact number of prospective students who would not be admitted if the age were to increase to 22, any drop in potential enrolments now would have financial implications that would impact KPU s bottom line. If the age were left at 22 the largest potential impact in enrolments would be on Trades and ACA students due to the number of applicants they see that do not have high school graduation. Enrolments in these two Faculties are very important to us with the new Skills for Jobs Blueprint and our increasing reliance on international students.

It is important to note that if the age is decreased to 19 applicants classified as mature will need to satisfy published admission requirements. Data that we have recently pulled (with a caveat that these data may not be entirely reliable because of the use of the mature category as a default category for walk ins and international applicants without transcripts) show that students being admitted at 19 under the previous mature category are being relatively successful at KPU. Motion: With endorsement from the Provost, the Vice Provost Students and the Director, University Transitions Project, and the Senate Standing Committee on Curriculum (SSCC) on March 4, 2015, we recommend that the mature applicant category be revised to 19 years of age or older, effective for applicants for Fall This change will need to be sent to Senate for approval: That the Mature Applicant Category as stated in AR2 (Procedures) be revised as follows: Mature An applicant who will be 19 years of age or older on the first day of classes who is not a secondary school graduate (or equivalent), and has attempted fewer than 24 credits above the preparatory level may be admitted as a mature student. The procedures for AR2, Admission Policy and Procedures, will immediately be revised to reflect the decrease in age in the Mature Applicant Category from 22 to 19 years of age. All communications to students, KPU s online application for admission and the university calendar language will be immediately revised to reflect this change. As we are just beginning to admit students for Fall 2015, we will do our best to ensure that those students in the Fall 2015 applicant pool are not disadvantaged.

After receiving an update as to the Committees activities from Todd Mundle, there was a discussion on the best place for the Standing Committee on Library to fit into the Senate Governance Structure. More feedback is being sought, and the Governance Committee will continue this discussion going forward. The Committee discussed the Governance Retreat. The previous Governance Retreat was considered quite useful by the attendees, so a similar format is being considered this year, along with a few additions and improvements. Suggestions should be sent to the Governance Committee for consideration. The next meeting of the SGC will be on April 13.

72 SENATE MEETING DATE: March 30, 2015 AGENDA #: 11 PRESENTED BY: Robert Wood Issue: For Information: Senate Standing Committee on Academic Planning and Priorities The March 13, 2015 meeting, was convened at 9:05AM Discontinuance of the Bachelor of Arts Qualifying Year. A proposal was received from the Faculty of Arts to discontinue the BA Qualifying year in light of the introduction of the Pathway process. The new pathway will make the Qualifying Year redundant. A motion of support was passed unanimously. Webinar by the Conference Board of Canada on their report on the BC Skills Gap. The Chair attended a webinar given by the Conference Board of Canada on March 3 rd. Copies of the slides presented at the webinar were included in the meeting package and a copy of the report was forwarded to Lori McElroy. The presentation dealt with the research which had been completed into the skills gap statistics that have been the basis of recent BC Government documents on the subject. During the webinar the attendees discussed the fact that it appeared that assumptions drawn by the researchers seemed to ignore some of the independent variables which may have affected the skills projections being drawn. This seemed particularly true with respect to industries which see significant cyclical variations and also those that are subject to skills migration. Lori McElroy added that the government focused on essential skills and credentials, not just jobs. The top recommendation was for the government to invest more money in education and training. Seventy percent of employers in our region want workers who have degrees. Over 70% have trouble finding employees with critical thinking and problem solving skills. Office of International Strategic Management - Ariana Arguello Following our discussion about the agreement between KPU and Xinxiang No. 1 Middle School at our previous meeting, Ariana came to the meeting to provide the committee with an overview of the activity within International both in the area of middle school agreements as well as in other areas. Many aspects of the International office activities were covered and there was good two way discussion about changes that have been made over the past year and some of the difficulties that remain to be addressed.
