2 Introduction The Office of Institutional Research at Community College of Philadelphia (CCP) received information from the State System of Higher Education (SSHE) about former CCP students who were enrolled at SSHE universities between Fall 1994 and Fall The 14 universities that comprise the SSHE and the number of former CCP students who were enrolled at each university during this time frame are reported in Table 1. Most were enrolled at either West Chester or Cheyney. Table 1 CCP Transfers Enrolled at State System Universities Bloomsburg University California University of PA Cheyney University Clarion University East Stroudsburg University Edinboro University Indiana University Kutztown University Lock Haven University Mansfield University Millersville University Shippensburg University Slippery Rock University West Chester University Total Considering the relatively high rate of transfer that has been documented in a number of Institutional Research reports that preceded this one, it is clear that most CCP transfers choose to attend non-sshe universities. Geographic proximity is the likely explanation for this occurrence. It was reported in a 1970 statewide study that 51% of Pennsylvania community college transfers enrolled in a university located within an 18 mile radius of the community college they attended. At that time, an added 21%
3 transferred to colleges within an 18 to 50 mile radius. While these figures are over 25 years old, it appears that geographic proximity continues to be an important consideration for CCP transfers. With the exception of West Chester and Cheyney, most of the SSHE universities are not located near Philadelphia, and this is reflected in the enrollment figures in Table 1. Figure 1 in the Appendix is a map of Pennsylvania on which the location of SSHE universities is shown. Each SSHE university provided the following information about CCP transfer students: - Major - Credits transferred into West Chester from CCP and other colleges attended by the student - Cumulative GPA at SSHE university - Gender - Race - Age
4 Gender Overall, males and females were equally represented among transfers to the SSHE (Figure 2). Compared with the gender profile of college-wide enrollments, which currently is approximately two-thirds female and one-third male, it is apparent that females are disproportionately under-represented among transfers to SSHE universities. 5 Age Younger students were more likely to transfer into the SSHE than were older students (Figure 3). Approximately 80 % of student transfers to SSHE universities were between 18 and 25 years of age at the time of transfer. Compared with the age profile of recent college-wide enrollments, younger CCP students were more likely to be SSHE transfers than were older students. 6 Race During the Fall 1994 semester, Black and White CCP transfer students were equally represented at SSHE universities (Figure 4). There was slightly less balance during the Spring 1995 semester during which 50.7% and 44.5% of CCP transfers were Black and White, and the Fall 1995 semester during which 41.8% of CCP transfers were Black and 51.1% were White. Small numbers of Hispanic and Asian students were identified as transfers to the SSHE universities. The proportion of Asians and Hispanics among college-wide enrollments are larger than their proportions among the SSHE transfers. 7 Credits Transferred Overall, former CCP students transferred a large number of credits into the SSHE (Figure 5). It should be noted that the credits in Figure 5 include credits transferred from all prior colleges. Consequently, if a student earned credits at a college in addition to CCP, these credits would be reflected in the values reported in Figure 5. A large number of CCP credits were accepted by SSHE universities. Approximately 44% of the students who were enrolled during Fall 1994, 49% of those enrolled during Spring 1995, and 42% of those enrolled during Fall 1995 transferred 76 credits or more, representing three years of full-time college credits. 8 GPA Earned at Transfer University Between 80% and 84% of the former CCP students earned a GPA of at least a 2.0 during the studied semesters (Figure 6). This information is more positive than transfer information provided by the SSHE in years past. In years prior to Fall 1993, it was reported that 25% of CCP transfers to the SSHE earned GPAs between 0 and 1.99 (IR Report #74). 9 Program of Study Programs of study at SSHE universities appear in Tables 2 through 15. In general, students enrolled in a wide variety of programs at the transfer universities. Since it is easier to observe patterns in program enrollments when analyzing large numbers of transfer students, program enrollments at Cheyney and West Chester will be highlighted here. Elementary Teacher Education was a popular Cheyney program for CCP transfers (Table 2) representing approximately 21% of transfer enrollments in any of the three studied semesters. The General Social Science program was also a popular Cheyney program with a Spring '95 enrollment of 24.0%, 26.7% in Fall '95 and a 20.8% enrollment in Fall '94. Other Cheyney education-related curricula that attracted former CCP students included Pre-Elementary Early Childhood Education (5.2% in Fall '94, 4.0% in Spring '95 and 6.7% in Fall '95) and Special Education (3.9% in Fall '94, 4.0% in Spring '95 and 1.7% in Fall '95). Business Administration and Management is another popular Cheyney program for CCP transfers accounting for 9.1% of enrollments in Fall '94, 8.0% in Spring '95 and 5.0% in Fall '95. Other business-related enrollments included: Accounting (1.3% in Fall '94, 4.0% in Spring '95 and 3.3% in Fall '95), and Taxation (1.3% in Fall '94, 1.3% in Spring '95). The Computer and Information Sciences program had an enrollment of 5.2% in Fall '94, 4.0% in Spring '95, and 5.0% in Fall '95. The Elementary Teacher Education program attracted the largest percentage of CCP transfers (14.8% in Fall '94, 14.1% in Spring '95, and 9.9% in Fall '95). There was a sizeable percentage of enrollments in other education-related programs such as Music Teacher Education (6.2% in Fall '94, 5.1% in Spring '95, and 4.0% in Fall '95), Special Education (1.2% in Fall '94, 3.8% in Spring '95, and 4.0% in Fall '95), Social Studies Teacher Education (3.7% in Fall '94, 2.6% in Spring '95, and 2.0% in Fall '95) and Pre-Elementary Early Childhood Education (1.2% in Fall '94, 2.6% in Spring '95, and 2.0% in Fall '95). Business Administration and Management enrollments accounted for 7.4% in Fall '94, 3.8% in Spring '95 and 3.0% in Fall '95 and Accounting had an enrollment of 4.9% in Fall '94, 3.8% in Spring '95 and 3.0% in Fall '95. Psychology accounted for 9.9% of CCP transfer enrollments in Fall '94, 10.3% in Spring
11 '95 and 7.9% in Fall '95. The Computer and Information Sciences program had an enrollment of 6.2% in Fall '94, 6.4% in Spring '95, and 8.9% in Fall '95. 12 For the remaining SSHE universities, it was generally true that students enrolled in education, business and social science programs (Table 4 thru Table 15 in Appendix). Summary SSHE universities, with the exception of West Chester and Cheyney, have not attracted large numbers of CCP transfer students. This is likely because of the distance of most SSHE universities from Philadelphia and the consequent inconvenience for students interested in commuter rather than residential arrangements. Transfers to the SSHE are somewhat atypical of the CCP student body. SSHE transfers tend to be younger, were more likely to be male, and less likely to be either Asian or Latino. Based on cumulative GPA, 80 to 84 % of CCP transfers to the SSHE met with academic success at the SSHE university they attended. The average number of credits transferred into SSHE universities by CCP transfer students ranged from 68 to 75 over the three semesters. The most popular programs of study at SSHE universities were in three areas: 1) education, 2) business, 3) social science.
