3 BROOKFIELD PLACE Page 3 of 12 OCTOBER 2006 A. OCCUPANT FIRE PROCEDURES The following is a general procedure for building occupants GENERAL In the event of a fire: Leave the fire area. Close all doors behind you. Activate the alarm system by using a manual pull station. From a safe area, telephone the Toronto Fire Department, dial Also contact the Building Control Centre at Give the correct address, location, of the fire, and your name. Follow the directions of your Fire Warden staff. Use exits to leave the building. DO NOT use the elevators DO NOT return until a Fire Official declares it SAFE to do so. If you hear an intermittent fire alarm signal: It indicates a potential fire condition somewhere in the building. Prepare to leave the building if required, listen to announcements/instructions by the building staff and your fire warden team. If instructions indicate or situation warrants that an evacuation is necessary take suite key, close door behind you and leave by the nearest exit. If you encounter smoke in the corridor or stairwell consider taking an alternate exit or return to your suite.
4 BROOKFIELD PLACE Page 4 of 12 OCTOBER 2006 A. OCCUPANT FIRE PROCEDURES continued If you hear a continuous fire alarm signal: Proceed to the nearest exit and leave the building. Before opening the door, feel the door and the doorknob for heat. If they are not hot, brace yourself against the door and open it carefully. If you see smoke, feel air pressure or a hot draft, close the door quickly and proceed to an alternate exit. Leave the building using the fire exit stairwell. DO NOT use elevators. If you cannot leave your suite or have returned to it because of fire or heavy smoke, remain in your suite and: - Close the door but leave it unlocked for possible entry by fire fighters. - Dial and tell the Toronto Fire Department where you are, then signal to fire fighters by waving a sheet/towel. - Seal all cracks where smoke can get in by using wet towels or sheets. Seal mail slots, transoms and air conditioner outlets (a roll of wide masking/duct tape may be useful). - Keep low to the floor if smoke enters the room. Move to the most protected room on the floor. Wait to be rescued. Remain calm. Do not panic. Listen for instructions or information given by authorized personnel.

The fire alarm system is to be activated to alert other occupants of an emergency and to put into operation the approved plan. Notify the fire department at 911 and the Building Control Centre at IN CASE OF FIRE UPON DISCOVERY OF FIRE Leave fire area Close doors behind you Sound fire alarm Call Fire Department 911 Use stairwells to leave building DO NOT USE ELEVATORS UPON HEARING FIRE ALARM CONTINUOUS SIGNAL Evacuate immediately and close doors behind you Leave building via exit stairs Alternate exits may be accessed at crossover floors INTERMITTENT SIGNAL This is an alert signal Stand by and prepare to leave building Monitor the public address system and await instruction IF YOU ENCOUNTER SMOKE Proceed to alternate exit or return to safe area away from smoke and call the Fire Department 911 REMAIN CALM
6 BROOKFIELD PLACE Page 6 of 12 OCTOBER 2006 B. THE TENANT FIRE SAFETY TEAM The following positions are recommended for a full floor Fire Safety Team. Smaller tenant areas will require fewer personnel. (1) SENIOR FIRE WARDEN (1) DEPUTY FIRE WARDEN (2) STAIRWELL WARDENS (3) SEARCH WARDENS ( ) ASSISTANTS TO PERSONS REQUIRING ASSISTANCE (2) BACK-UPS There are two fire situations, which may arise which will affect response: On a first stage alarm, three (3) floors will receive the evacuation alarm and are to follow evacuation procedures immediately. Wardens or occupants should not delay evacuation by using the Fire Fighter s phone to ask questions, unless deemed necessary by the Senior Warden. On a full building evacuation, the Fire Department will order a staged evacuation where tenants in most immediate danger would be evacuated first. Voice communication will be used to advise occupants the order with which to proceed. It is important that occupants proceed according to the Fire Department s instructions, as this will reduce congestion in the stairwells and provide a more orderly evacuation. It will also enable those persons in the most immediate danger to be evacuated first.
7 BROOKFIELD PLACE Page 7 of 12 OCTOBER 2006 C. SENIOR FIRE WARDEN The Senior Fire Warden manages, selects and maintains the Fire Safety Team. He/She is the main tenant contact for the Life Safety Coordinator (Chief Fire Warden). Seminars, instructions and information relating to Fire Safety may be obtained through the Life Safety Coordinator. On activation of a first stage alarm, the Senior Fire Warden will: Take the Fire Fighters telephone keys, fire warden helmet and fire plan. Direct Wardens in the evacuation of the floor. Attend designated stairwell and await occupants arrival. Ensure persons requiring assistance are being aided. Advise the Toronto Fire Department and/or Building Emergency Staff of any problem in evacuation via a Fire Fighter s telephone. As occupants arrive, they are to be directed to proceed down the stairwell. When the Search Wardens have reported on the status of the floor search, note the results and proceed down the stairwell. Exit the building upon reaching the ground level and proceed to a designated ground assembly point. Return to the building when declared safe to do so by a Fire Official.
8 BROOKFIELD PLACE Page 8 of 12 OCTOBER 2006 D. DEPUTY FIRE WARDEN On activation of an alarm, will: Take Fire Warden helmet and fire fighter s telephone key. In the absence of the Senior Fire Warden, act in his/her place. As Deputy Fire Warden assist occupants with evacuation. Attend alternate stairwell to the Senior Fire Warden (on single tenant floors) and control occupants there. Ensure persons requiring assistance are being aided. Advise the Toronto Fire Department and/or Building Emergency Staff of any problem in evacuation via a Fire Fighter s telephone. As occupants arrive, they are to be directed to proceed down the stairwell. When the Search Wardens have reported on the status of the floor search, note the results and proceed down the stairwell. Exit the building upon reaching the ground level. Proceed to the designated ground assembly point and follow the Senior Warden s instructions. Return to the building when declared safe to do so by a Fire Official.
9 BROOKFIELD PLACE Page 9 of 12 OCTOBER 2006 E. STAIRWELL FIRE WARDEN On activation of an alarm, will: Take Fire Warden helmet. Proceed to designated stairwell. Test door for fire, heat, and smoke. If safe, carefully open the door. Check condition of stairwell for safe evacuation. Advise Senior or Deputy Warden on stairwell condition. On evacuation, hold open door. When last occupant has entered the stairwell, close door firmly and follow the last occupant, ensuring there are no stragglers. Exit the building upon reaching the ground level. Proceed to the designated ground assembly point and follow the Senior Warden s instructions. Return to the building when declared safe to do so by a Fire Official.
10 BROOKFIELD PLACE Page 10 of 12 OCTOBER 2006 F. SEARCH WARDENS On activation of an alarm, will: Take Fire Warden helmet. Meet with Search Warden partner (searches to be conducted in pairs). If safe to do so, proceed with area search. Begin systematic search of pre-assigned floor locations, ensuring occupants are leaving. Some persons, not seeing fire or smoke, may not want to leave. In his case, do not get into a dispute, note the person s name and exact location and give the information to the Senior Fire Warden. Close doors as they leave areas. Once all areas are checked, report results of the search to the Senior Fire Warden. Evacuate via the fire exit stairwell and exit the building upon reaching the ground level. Proceed to the designated ground assembly point and follow the Senior Warden s instructions. Return to the building when declared safe to do so by a Fire Official. NOTE: Building occupants will follow directions of the Fire Warden staffing the event personnel are working in the off hours, follow general fire procedures supplied by your Senior Fire Warden and in your Brookfield Place Security & Life Safety guide.
11 BROOKFIELD PLACE Page 11 of 12 OCTOBER 2006 G. EVACUATION OF PERSONS REQUIRING ASSISTANCE The Senior Fire Wardens have been advised to provide lists of all staff that may require assistance in evacuation. A form is provided (Appendix A), which will be filled out as required and forwarded to the Life Safety Coordinator. The list is kept within the Fire Warden s roster in the Control Centre for easy access. Tenant staff have been advised to assign personnel who will assist others in evacuation. Persons requiring assistance will be brought to the evacuation stairwell and, by the most practical means, will be taken down the stairwell. Should it become too difficult to effect evacuation completely, personnel may access the nearest crossover floor safely located away from the fire zone. Contact will be made via the Fire Fighter s phone located at the stairwell, to the Building Control Centre. The attending Fire Department Official will be advised of the situation. Should evacuation from the floor be impossible, the person(s) requiring assistance will be assisted to the safest place on the floor from the fire situation and notification made via phone to the Fire Department and/or the Building Control Centre. H. RELEASE OF ELECTROMAGNETIC LOCKING DEVICES Electromagnetic locking devices (maglocks) have been installed on several exit doors throughout the building and are signed EMERGENCY EXIT UNLOCKED BY FIRE ALARM. These devices have been installed for security reasons but will open when the building fire alarm is sounding. If a fire situation is encountered, proceed to the nearest exit and activate the fire alarm pull station beside the door. This will alert building occupants of a fire and will release the door lock for access via the exit stairs.
