3 1 INTRODUCTION 1.1 BACKGROUND The City of Port Phillip is an inner city municipality located on the northern shore of Port Phillip Bay, south of the Melbourne city centre. The City of Port Phillip is a diverse community and has experienced changes over time. Over 90,000 people now live in the City of Port Phillip. The goals of social equity, economic viability, environmental responsibility and cultural vitality remain central to Council s desire to foster a sustainable and harmonious future. Some of the top community priorities include transforming public transport planning, capacity, reliability and incentives for use, encouraging environmentally sustainable designs, making the physical environment support community claim our streets e.g. better public transport, better spaces for pedestrians a requirement that new developments be self-sufficient in parking and investment in non-car transport options. 1.2 INVITATION Council invites suitably experienced traffic and transport engineering consultants to submit a tender for the services as specified. The consultants shall read this Brief in full, familiarise themselves with the area and all existing information relating to the project, and submit their tender before the time specified. 2 SCOPE OF SERVICES The Port Phillip City Council (Council) wishes to appoint consultants to a traffic and transport panel. Examples of projects that will be offered to the consultants on the panel could include: a) comprehensive transport and traffic assessment of defined areas that will result in recommendations to improve transport and traffic management, guide on-street parking provision and rates for parking supply for new development (including visitor parking) and address other transport matters; b) the provision of options for transport and traffic management, based on Council s road user hierarchy, infrastructure improvements and policy development; c) comprehensive assessment of existing and development of new local area traffic management precincts; d) development of parking precinct plans; and e) investigations, development and design of various traffic management treatments to address identified blackspots or other traffic safety concerns. This work will need to be informed by: a) Council s road user hierarchy (which gives priority to transport modes in the following order: walking, cycling, public transport, freight, multiple-occupancy vehicles and single-occupancy vehicles); b) Council s Sustainable Parking Policy Rates, adopted on 2 April 2007; 17

4 c) guiding principles in the draft Port Phillip Sustainable Transport Strategy (under preparation); and d) the Smart Roads Network Operations Plan. The scope of services should include consultations with key stakeholders at the Council, Vic Roads and others as requested or directed by the Council s Project Manager. The Consultant may be required to provide indicative costings for recommended infrastructure upgrades and other transport and traffic management options. 3 DELIVERABLES Depending on the individual project, a final written report is expected to be submitted by the Consultant outlining the current transport and traffic situation and recommending appropriate transport and traffic management options, changes to on-street parking and parking policy and other relevant matters, providing detailed justification. For each project, documentation to be submitted by the Consultant could include, but not be limited to: a) initial outline report (to agree scope of study and main headings); b) Interim Report; c) Draft Report 1; d) Draft Report 2; and e) Final Report. 4 STANDARDS OF COMPLIANCE The Consultant must comply with all relevant Acts and Regulations. 18

5 5 CONSULTATION AND REPORTING For each project it is expected that there would be an initial meeting with Council officers. Most of the communication is expected to be carried out via telephone or s. Regular communication with Council officers is required. Council will coordinate and manage any and all consultation with the community. The consultant may be required to attend one (1) public consultation session (two hours per session) per project. Additional meetings will be reimbursed at the hourly rate rates as nominated by the consultant in their tender. The consultant shall allow for the production of material necessary for presentation in their tender and assist with the delivery of information to the public. 6 ATTACHMENTS The following attachments are available on the Council s website to assist with the submission of tenders: Council Report on Sustainable Transport Policy and Parking Rates, 2 April Council Report on City of Port Phillip Network Operation Plan (including Road User Hierarchy - For each project, the Council will also supply additional relevant information to the consultant(s). ************ 19
