1 Missouri School Counselor Performance Assessment (MoSCPA) Task Requirements Task 1: Evaluate, Plan, and Support the Comprehensive Guidance and Counseling Program In this task, you will demonstrate your ability to enhance the Missouri Comprehensive Guidance and Counseling Program (MCGCP) and contribute to school improvement. Standards and Quality Indicators Being Assessed The following Missouri School Counselor Standards and Quality Indicators represent the focus of this task. The evidence you submit must address and will be scored according to the following. Standard 2, Quality Indicators 3 and 4 Standard 4, Quality Indicators 3 and 4 1

2 What Do You Have to Do for This Task? For this task, you must submit the following evidence. 1. Written Commentary of a maximum of 25,500 characters (approximately eight typed pages) that responds to all parts of the guiding prompts; references your artifacts to support your written evidence; and describes, analyzes, and reflects on the evidence 2. Six different artifacts (maximum of seven pages) including Artifact Maximum Number of Pages Textbox Location representative page of a summary sheet of the Excel version of the Internal Improvement Review (IIR) representative page of a prioritized list of the program s needs representative pages of the Program Improvement Plan representative page of the plan for implementation representative page of feedback* from your site supervisor representative page of feedback* from an intern site colleague, other than the site supervisor, who was involved in the plan *A sample template is provided, but candidates may create a feedback form of their own. How to Submit Your Evidence (Refer to the Submission System User Guide for details.) Upload your artifacts into your Library of Artifacts. Refer to the artifacts in the Written Commentary. Attach the artifacts to your Written Commentary within the appropriate box. 2

3 How to Compose Your Written Commentary This task has four steps, each with guiding prompts to help you provide evidence that supports your response. Your response needs to address all parts of each of the guiding prompts. Step 1: Identifying Resources and Collecting Data Step 2: Analyzing Data Step 3: Planning for the Implementation Step 4: Reflecting Please read the entire task before responding to any guiding prompts. Use the textboxes under the guiding prompts to compose your responses and attach your artifacts. 3

4 Contextual Information Overview: Many factors can affect a school s guidance and counseling program; these could include the community, the school district, and/or individual school/classroom/student factors. The information you gather about your learning environment will help provide perspective to the rater who will be scoring your submission. This part of your submission will not be scored, but the information you include could have implications regarding your professional choices. Your response must be limited to 1,500 characters (approximately one-half page typed). No artifacts can be attached to the Contextual Information textbox. Textbox 1.0: Contextual Information a. Describe the school district where you are an intern. Include relevant information about the ethnic, social, economic, cultural, and geographic factors affecting the district environment. b. Describe the school where you are an intern. Include relevant information about the ethnic, social, economic, cultural, and geographic factors affecting the school environment that are different from those described in your response to Guiding Prompt A. Type your response in the textbox below. 4

5 Step 1: Identifying Resources and Collecting Data This step allows you to demonstrate your ability to identify the resources you will use to help complete the Excel version of the Internal Improvement Review (IIR) and to collect and enter data for the Program Overview, Guidance Curriculum, Individual Planning, Responsive Services, and System Support sections of the IIR for your internship site. Activity: Locate the Excel version of the Internal Improvement Review (IIR) and identify the sources listed in the directions section. Complete an IIR for your internship site (school or district). Then respond to the guiding prompts below. Textbox 1.1.1: Identifying Resources Needed to Complete the Excel Version of the IIR Guiding Prompts a. Who are the building colleagues that you will be collaborating with to complete the IIR? Why did you choose them? What responsibility is each colleague going to assume? b. What particular sources will you use to complete the IIR? Provide a rationale for the selection of the sources. Type your response in the textbox below. 5

7 Step 2: Analyzing Data This step allows you to demonstrate your ability to analyze the data from the IIR for your internship site to create a Program Improvement Plan. Activity: Complete the following steps using your summary sheet of the Excel version of the IIR and data you collected. review and analyze the data in each component of the IIR; identify the strengths and weaknesses of your site s school or district program so that you may develop a list of its prioritized needs; based on your prioritized list, identify one area of weakness and set an appropriate goal to address this weakness; develop a Program Improvement Plan to address/achieve this goal; consider available resources, including technology, to best support the plan; and determine what feedback you will collect from those involved in the development of the action plan (e.g., process used to create the Program Improvement Plan, quality of the plan) Then respond to the guiding prompts below. Which element of the IIR did you choose to focus on, plan for, and advocate about based on your prioritized list? Provide a rationale for your choice. c. What goal did you establish to improve the identified element (area of weakness)? How does this goal address the attributes of a SMART goal? specific measurable attainable realistic timely d. What resources, including technology, will you choose to accomplish the goal? e. What steps will you take to achieve the identified goal of the Program Improvement Plan? f. What specific feedback from the site supervisor and one other colleague involved in the plan do you plan to elicit? How will you elicit that feedback? 7

9 Step 3: Planning for the Implementation This step allows you to demonstrate your ability to plan for the following. the implementation of your Program Improvement Plan; your advocacy for the enhancement of the comprehensive guidance and counseling program; and your contributions to school improvement. Activity: Create a plan for implementing your Program Improvement Plan. The method of implementation must allow you to work with colleagues, communicate with those involved, advocate for the program, and address the area in need of improvement. Then respond to the guiding prompts below. Textbox 1.3.1: Creating an Implementation Plan Guiding Prompts a. Who would be involved in the Program Improvement Plan? Provide a rationale for each of your choices. b. What actions would you take to implement the Program Improvement Plan? Provide a rationale. c. How would the implementation of the Program Improvement Plan allow you to advocate for the site s school or district comprehensive guidance and counseling program and contribute to school improvement? Provide a rationale. d. To what extent does the implementation plan address the area in need of improvement? Provide a rationale. 10 Step 4: Reflecting This step allows you to demonstrate your ability to reflect on the completion of the IIR, the development of the Program Improvement Plan, the plan for implementation, and feedback you received. Activity: Reflect on the completion of the IIR, the development of the Program Improvement Plan, the plan for implementation, and the resources you could use for future program enhancement. Share your Program Improvement Plan and your plan for implementation with the site supervisor and with a colleague who was involved in the process. Collect feedback from both individuals. Then respond to the guiding prompts below. Textbox 1.4.1: Reflecting on Findings and Process Guiding Prompts a. How will the results of the IIR, the Program Improvement Plan, and the plan for implementation influence future program enhancement/ improvement of the school or district guidance and counseling program? Provide specific examples. b. How will the feedback that you received from your site supervisor and building colleague impact your future work as a school counselor? c. How did completing these activities enhance or increase your skills to advocate for a comprehensive guidance and counseling program? Provide a rationale. d. What other resources, including technology, will you use in the future to support program enhancement and advocacy for a comprehensive guidance and counseling program and school improvement?
