2 Innovation Procurement = PCP + PPI Complementarity - PCP to steer the development of solutions towards concrete public sector needs, whilst comparing/validating alternative solution approaches from various vendors - PPI to act as launching customer / early adopter / first buyer of innovative commercial end-solutions newly arriving on the market
3 Challenge ICT-36 Demand side Supply side - Improve the quality and efficiency of public services with breakthrough solutions. Speed up public sector modernization. - Address issues of common European interest together. Enable procurers with similar needs to share the costs of challenging the market to develop new ICT based solutions. - Speed up time-to-market for innovative solutions/providers that address concrete public sector needs. - Create growth and jobs and support R&D in Europe. Open opportunities for industry & researchers to take international leadership in new markets
4 Scope ICT-36 Joint PCP procurement by group of procurers: - - In any area of public interest with shared need for an ICT based solution (see next slide) - - Complementary to other ICT LEIT topics calling for PCP Cofund actions Open to proposals requiring: - - Improvements on one ICT technology field - - End-to-end solutions needing combinations of various ICT technologies
5 ICT based solutions - What is ICT? ICT is wide domain incl. all Information & Communication Technologies e.g.: Components and systems: embedded ICT systems, miniaturization / system integration, advanced thin large organic and large area electronics Advanced computing (e.g. customised and low power computing) Future Internet (e.g. smart Internet architectures and experimentation platforms) Optical and wireless network technologies, cloud computing infrastructure and services, tools and methods for software development, web entrepreneurship) Content technologies and information management (e.g. big data handling, content handling and modelling, automatic learning language translation systems, creative industries / social media ICTs, ICTs for learning / teaching and gaming, multimodal natural computer interaction) Robotics Micro- and nano electronics, cross-cutting ICT KETs, photonics High Performance computing Cybersecurity / trustworthy ICT Human-centric ICT solutions
6 Expected Impact Demand side Supply side - Reduced fragmentation of demand for innovative solutions, by enabling public procurers to collectively implement PCPs, in areas which due to their nature are better addressed jointly, or which they would not have been able to tackle independently - Increased opportunities for wide market uptake and economies of scale for the supply side through joint specifications, wide publication of results and where relevant contribution to standardisation regulation or certification to remove barriers for introduction of PCP innovations into the market
7 ICT-36 Call - Passport Funding: Total indicative budget ICT-36: 4M Project duration: No min/max predefined Deadline submission proposals ICT-36: 14 April 2015
8 Eligible activities / Who can participate PCP Co-fund actions cover A. Preparation Stage Coordination and networking activities (preparation of the tender docs etc) B. Execution Stage Joint PCP procurement, validation of solutions and further coordination and networking activities (e.g. contribution to standardization, certification etc) Who can participate - The buyers group (required) that provide the financial commitments for PCP - One lead procurer (required) that leads/coordinates the PCP procurement - Other beneficiaries that do not participate in the buyers group but assist the procurers in the networking/coordination activities (possible): e.g. end-users Any public / private entity can participate as beneficiary in the EU project provided that it won't participate as supplier in the PCP/PPI procurement
9 Minimum participation requirement Minimum 3 independent participants from 3 different MS or AC, of which minimum 2 public procurers (buyers group) from 2 different MS or AC Public procurers are contracting authorities/entities as defined by the EU public procurement directives In addition, buyers group can have other procurers (e.g. private, NGOs) that provide services of public interest with same procurement need. Sole participants can be also eligible if the minimum conditions are met by the legal entities forming the sole participant (e.g. European Research Infrastructure Consortia, European Groupings of Territorial Cooperation)
10 EU contribution Reimbursement direct costs: Max 70% of eligible costs for PCP cofund actions (20% for PPI cofund actions). Eligible direct costs include: - Price of the R&D services (PCP) or innovative solutions (PPI) procured - Eligible coordination and networking activities -> May include in-kind contributions (e.g. third party resources) -> VAT is an eligible cost unless for beneficiaries that can deduct it Plus 25% for indirect costs. But, no indirect costs on the price of the PCP/PPI procurement or on 3rd party resources not used at the premises of beneficiaries Requested reimbursement for coordination and networking can comprise max 30% (for PCP) of total requested grant (50% for PPI) Pre-financing: Yes. 1st pre-financing at start project for costs preparation stage, 2nd pre-financing before execution stage for rest (incl. call for tender budget)
11 Budget spending flexibility The consortium may choose to use part of the Union contribution to increase the support to the budget for the PCP/PPI call for tender as long as the Union contribution does not exceed 70%/20% of the sum of those costs and the costs of the coordination and networking activities. - E.g. in PCP Cofund actions, procurers can decide to finance 100% of the PCP procurement price by the EU contribution (if allocating own funding to finance the planned coordination/networking activities) The consortium may choose to use part of the Union contribution to increase the support to coordination and networking activities as long as the Union contribution does not exceed 70%/20% of the sum of those costs and the price of the PCP/PPI call for tender. - E.g. in PPI Cofund actions, procurers can decide to increase the support to coordination/networking activities so they can be financed 100% by EU contribution (allocating below 20% of EU support to PPI procurement price)
12 EU contribution for PCP and PPI Cofund actions What's in it for you? EU contribution Reduces the cost/risk to undertake PCPs to max 10% of PCP cost: - To cost of buying only feasibility studies to compare solutions - E.g. Buyers group with 3 procurers: Thanks to 70% EU funding + sharing of remaining 30% with others, each procurer pays max 10% (cost of phase 1 feasibility studies) and gets the real heavy R&D 'for free' (phase 2 prototyping, phase 3 product development/testing) - To cost that is less than buying same R&D from one vendor on your own Reduces cost/risk to deploy innovative solutions PPIs with min 50%: - Joint procurement at national level typically already saves 25-30% (typical results national central purchasing bodies) - On top of that now 20% EU funding of PPI procurement cost + extra quality/price improvements that pooling of purchasing power at EU wide level will obtain from supply chain 12

17 What is PCP difference with PPI Public sector is faced with important challenges. To tackle these challenges often public sector transformations are needed. - In many cases, solutions are close to the market and would be provided if clear requirements/sufficient demand expressed by the market. R&D is not required and the Public Sector acts as launch customer seal of approval (PPI) - In other cases, there is no solution close to the market and R&D is needed to de-risk new technologies, still competing solution approaches to compare before committing to large scale deployment. Or existing solutions don't meet mid-term customer requirements (e.g. new R&D needed to remove vendor lock-in to introduce new innovations and/or bring operational costs down). Procurement of R&D need to challenge industry to do beyond planned R&D and steer R&D from demand side requirements to obtain affordable, interoperable solutions etc (PCP)
