Timeline H2020 R&I Priorities Horizon 2020 Priorities Work Programme 2016 / 2017 Mar Jul 14 Jul Sept 14 Nov 14 Dec 14/Jan '15 Jan Jun 15 Q3 '15 Proposal Kick off: WG Workshops/ Electronic consultation Ph21 Work Groups Consolidated list of priorities/ Consultation with EC Ph21 Work Groups / Executive Board Priority Setting (vote) Ph21 BoS Partnership Board Ph21 EB / EU Commission Consultation with member states EU Commission Final adoption and publication of calls EU Commission a Approval
Conclusions Priorities WP More budget than in WP From about 180M to about 200M (excl. TOLAE) WP calls for smaller size innovation actions and less pilot lines Bottom-up process leads to high number of priorities to be supported Focussing within priorities is crucial to avoid oversubscription Photonics PPP Annual Meeting, Brussels 29 May W. Boch, European Commission 16
Outline 1. Where we stand: key achievements of the PPP in projects from the first H2020 calls R&I priorities for WP Outlook: strategy 2015 and beyond In the context of the Digitalisation of Industry, Digital Single Market and Juncker Investment Package Opportunities for the photonics community 3. Conclusions Photonics PPP Annual Meeting, Brussels 29 May W. Boch, European Commission 17
Opportunities from new EU initiatives (under the Juncker Commission) Digitalisation of industry Digital Single Market Juncker investment package Photonics PPP Annual Meeting, Brussels 29 May W. Boch, European Commission 18
Digitalisation of industry "Digitalising Industry like all other revolutions of its kind - will change all our industries, our economy and our lives. Our challenge is to ensure that all industrial sectors make the best use of new technologies and to manage their transition towards higher value digitalised products and services. We have to do this together, need to act quickly, and become the avantgarde of digital manufacturing." (G.H.Oettinger, European Commissioner for Digital Economy & Society, Hannover Fair, 14. April 2015) Photonics PPP Annual Meeting, Brussels 29 May W. Boch, European Commission 19
Value creation from digitalisation : Products, Processes and Business models "Photonics inside": Innovations in all types of products Large opportunities in all sectors (Non-tech, hightech, SMEs, etc) Smart connected objects (or IoT) powered by e.g. Sensors, wearables, printed electronics Digital transformations of processes with photonics From logistics to shop floor automations Built on IoT, robotics, laser technologies, big data,.. Increasing resource efficiency, productivity,.. Blurring of boundaries in value creation Products ICT/Photonics Services Radical/disruptive changes in business models Blurring the boundaries (products-services), reshuffling value chains XaaS (lighting as a service), 3D Printing & customisation Communication as a commodity, etc.. 20
Digitalisation of industry Opportunities for photonics Wide adoption of photonics in other sectors Photonics for societal challenges Regional innovation hubs (Actphast like) Role of regional clusters/competence centres Working with member states and regions H2020 and ESIF (smart specialisation) Addressing the skills gap Photonics PPP Annual Meeting, Brussels 29 May W. Boch, European Commission 21
Juncker investment package "My first priority as Commission President will be to strengthen Europe's competitiveness and to stimulate investment for the purpose of job creation. We need smarter investment, more focus, less regulation and more flexibility when it comes to the use of public funds [available at EU level]. This should allow us to mobilise up to EUR 300 billion in additional public and private investment in the real economy over the next three years. The focus of this additional investment should be in the areas of infrastructure, notably broadband and energy networks, as well as transport infrastructure in industrial centres; education, research and innovation; and renewable energy and energy efficiency. " (Political Guidelines of Jean-Claude Juncker, President of the European Commission, presented in the European Parliament on 15 July 2014) EIF fund SME window for innovative SMEs and startups Opportunities for photonics EIB loans for large companies, to modernize the industrial basis Photonics PPP Annual Meeting, Brussels 29 May W. Boch, European Commission 22
Final conclusions The Photonics PPP has produced excellent achievements in 2014 with respect to the Research and Innovation priorities in the first calls and for the next Workprogramme. The thinking and mind-sets need to go beyond funding of research and innovation priorities, namely to address opportunities for photonics created by the new initiatives, to help reaching the objectives of the PPP.
