4 1 Introduction: 1.1 The Proposed Development The site of the proposed mixed use development is located at 671 Chapel Street, South Yarra. The proposal is for the demolition of the existing commercial building, and the development of a new mixed use development. The floor areas / number of apartments of the development relevant to this Waste Management Plan consists of: 352 apartments; Ground Floor Retail Area of 521m²; and Commercial (office) Tenancy on Ground and Level 1, with a combined floor area of 771m². A multi-level basement car parking area is also proposed. Vehicular access to the site will be via a widened access driveway located along the northern boundary of the subject site, generally running along the north side of the subject site designed to cater for two-way traffic, connected to a basement car parking area. A bin store area is also proposed within the Level Basement 1 car park, located to the west of the lift core of the building. Refer to Appendix A for a copy of the proposed floor plan used in the preparation of this Waste Management Plan. Refer to Appendix A for a copy of the Architectural Drawing reviewed as part of this assessment. 1.2 Limitations This Waste Management Plan has been prepared to accompany the Planning Permit application of the proposed development. Waste management arrangements during the construction and fit-out stages of the development, and on-going operation and monitoring of the waste management arrangements for the development following the occupation of the development are outside the scope of this Waste Management Plan. 1.3 Applicable Standards and References Relevant guidelines and publications considered as part of the preparation of this Waste Management Plan include: City of Stonnington Residential Waste Management Guidelines (As adopted by Stonnington City Council 7 May 2012) Sustainability Victoria - Guide to Best Practice for Waste Management in Multi-Unit Developments (2010) 671 Chapel Street, South Yarra Waste Management Plan /12530W Rep1B/ 11/09/2015 3

5 2 Waste, Recyclables Generation and Collection Arrangements: 2.1 Garbage Generation The City of Stonnington s Residential Waste Management Guidelines provide the waste generation rate to be adopted for residential development. The Council Guidelines refers to Sustainability Victoria s Guide to Best Practice for Waste Management in Multi-Unit Developments for guidance on waste generation rates associated with commercial land uses. The garbage generation rates for the development are outlined below: Residential: 120L/unit/week Shop: 50L/100m² floor area/day Office: 10L/100m² floor area/day Restaurant: 600L/100m² floor area/day Applying the above garbage generation rates, the garbage generation estimate for the development is outlined in Table 2.1 below. The co-mingled recycling generation rates for the development are described below: Residential: 60L/unit/week Shop: 25L/100m² floor area/day Office: 10L/100m² floor area/day Restaurant: 130L/100m² floor area/day Applying the above recycling generation rates, the recycling generation estimate for the development is outlined in Table 2.2 below. 671 Chapel Street, South Yarra Waste Management Plan /12530W Rep1B/ 11/09/2015 4

It is proposed that all common area landscaping will be managed by the Owners Corporation via a landscaping contractor who will be responsible for the removal and transportation of green waste off-site; Compost: Based on the type of development proposed, composting is considered impractical due to limited onsite demand for compost; Other waste streams: The disposal of hard/electronic/liquid waste and home detox (paint/chemicals) etc. shall be organised with the assistance of a hard waste disposal contractor. 2.4 Garbage and Recycling Storage Facilities The waste management system consists of the following components: Waste receptacles for garbage and recycling within individual apartments; Tenancy receptacles at retail and commercial tenancy areas; A chute system with an "ediverter" (proprietary system developed by Elephant's Foot) or similar garbage / recycling diversion mechanical system, with intakes at each of the above ground level of the development; A waste compaction system that is fitted at the base of the chute, opening to a bin rotation system; Collection bins in a common bin store area for general garbage and co-mingled recycling bins is proposed at the Basement 1 car park. It is recommended that the following considerations be made for the designated general bin storage area: 671 Chapel Street, South Yarra Waste Management Plan /12530W Rep1B/ 11/09/2015 5

7 General Requirements: Comply with Building Code of Australia (BCA) and all relevant Australian Standards; The chute system, and associated openings on each of the floor must be designed to achieve minimum fire rating requirements of the BCA and/or Building Surveyor, and fitted with fire sprinklers and any other safety devices as required by the manufacturer, or certifier of the system; Allow storage of all waste and recycling bins on site at all times; Allow easy access for users of the bins; Allow easy, direct and convenient transfer of bins to the collection point; Artificial light shall be provided where necessary outside the bin storage area to enable occupier of the site to dispose of waste safely and appropriately at all times; The path for transferring the garbage and recycling bins from the garbage and recycling room/enclosure to the collection point shall be of adequate width, free of lips, and other obstacles and direct, smooth and without steps. Space and Facilities Requirements: Garbage and recycling facilities shall be sized to accommodate all garbage and recycling or other waste arising on the premises together with any associated equipment for handling the generated waste. The area designated for the garbage and recycling facility is based on the number of bins and the physical dimensions of the bins. The number of bins and bin sizes required for the development are outlined in Section 2.5. Bin areas must be maintained to ensure that the aesthetics of the development are not compromised; Have an appropriate clearance height to accommodate the bins, compaction system and associated bin rotation system as specified by the appointed bin chute supplier; The detailed design of the proposed chute system and any waste diversion system must be appropriately design and documented by a reputable chute manufacturer (note: chutes are proprietary items) to the manufacturer's specifications and designed in accordance with relevant Australian Standards; The chute supplier shall supply and fix safe-operating instructions to each intake-door and place a warning sign on each chute outlined. For improved safety, each chute outlet shall be shrouded with a suitable rubber skirt and designed to minimise the effect of falling waste into the associated bin (and to stop dispersion of debris). Also, access to each chute outlet shall be restricted to trained personnel only to prevent unauthorised access to chute, waste compaction equipment, and bins; Each bin must be accessible and manoeuvrable in and out of the garbage and recycling bin storage area with minimum or no handling of other bins; Signs showing correct disposal of general garbage and recycling shall be displayed within the bin storage area; and 671 Chapel Street, South Yarra Waste Management Plan /12530W Rep1B/ 11/09/2015 6

8 The floor shall be constructed of concrete, graded and drained to an approved drainage outlet connected to the sewer and shall be finished to a smooth even surface covered at the intersection of walls and plinths. Ventilation and Bin Washing Requirements: The garbage and recycling storage area shall be ventilated by: An approved system of mechanical exhaust ventilation accordance with the requirements of the Building Code of Australia and AS1668.2; or Ventilation openings should be protected against flies and vermin; For chute ventilation, a fan with riser to a rooftop exhaust, designed and documented by a Services Engineer shall be utilised; Doors shall be tight fitting; A water-flushing nozzle with accessible water cock shall be provided at the head of each chute; A graded bin wash area / a bin wash area isolated with a bund, hosecock, hose and a suitable floor-waste shall be provided in accordance with the relevant authority requirements. 2.5 Garbage and Recycling Bin Numbers, Collection Frequency and Collection Arrangement Based on the garbage and recycling generation estimates calculated in Section 2.1, it is considered that the use of 1100L bins for the storage of general waste and co-mingled recyclables will be appropriate. The bins that shall be utilised are detailed in Table 2.3. This will provide a capacity of: Garbage: 22,000L/week for Residential; 2,200L /week for Retail and Commercial; and 5,500L for Food & Beverage (Restaurant) Recycling: 22,000L/week for Residential; 1,100L / week for Retail, Commercial and Food & Beverage (Restaurant) The capacity is more than sufficient allowance for the estimated waste generation for the development calculated in Section 2.1 and 2.2. The area allocated for bin storage shown on the architectural plans is sufficient to store the required number of bins outlined above. Rear-lift waste trucks will be utilised for the collection of waste from the Level B1 loading area. The waste trucks are 6.4m long, 2.1m high, 6.4 tonnes in gross vehicle mass, and requires an operational height clearance of 2.4m when collecting 1100L bins. A swept path assessment has been prepared using the Autodesk Vehicle Tracking software and attached in Appendix B demonstrating that the nominated waste removal vehicle can access the basement loading area and operate from within the loading area without encroaching onto the access aisle of the car park. The vehicle can also enter / exit the loading area and the subject site in a forwards direction. NOTE: Bins shall not be left in a manner that blocks access to any doorways or service cupboard openings, or public roadways at any time. 671 Chapel Street, South Yarra Waste Management Plan /12530W Rep1B/ 11/09/2015 8

10 3 Management Responsibilities: 3.1 General Waste Disposal and Sorting Responsibilities General Garbage shall be placed within tied plastic bags. Bagged rubbish can then be disposed of via the waste / recyclable chute system, which is located on each of the floors of the development. Recycling containers shall be uncapped, drained and rinsed prior to disposal into either the appropriate recyclables chute system or via the shared garbage / recycling chute that has been fitted with a waste stream diverter system and / or in the recycling mobile garbage bin (MGB) placed adjacent to each of the waste chute doors. Bagged recycling is not permitted. Cardboard shall be flattened and transferred to the level B1 bin room and stacked in the nominated area for cardboard recycling. 3.2 Body Corporate Responsibilities The Owner s Corporation shall be responsible for the following: Ongoing management of the residential component of the waste system including the maintenance of all waste areas, waste disposal systems equipment and components, to the satisfaction of users, staff and the relevant authority, in accordance with relevant manufacturer specifications. When required, the Owner s Corporation shall engage an appropriate contractor to conduct services, replacements or upgrades; Ensure that any operational requirements of the proposed chute, compaction, and waste diversion system as nominated by the supplier of the waste management equipment supplier(s) are adequately documented, complied with and communicated to residents of the development; Engage and manage the waste removal contractor, including frequency of waste and recyclables removal, and the transfer of bins between the bin room and the loading area; Developing and implementing adequate safe operating procedures (including the preparation of Safe Work Method Statements); Securing the waste areas and labelling/numbering the bins according to the property address to protect the equipment from theft and vandalism; Service all public area by regular sweeping and removal of litter from all public areas on a regular basis; Publish and distribute information or house rules to ensure that residents and other users are familiar about the waste management system and the use/location of the associated equipment; Preventing overfilled bins by keeping lids closed and bungs are leak free; Inform residents that bagged recycling is not permitted; and Ensure that bins provided for use at the designated site is not removed. 671 Chapel Street, South Yarra Waste Management Plan /12530W Rep1B/ 11/09/2015 9

11 3.3 Retail, Commercial and Food & Beverage Operator Responsibilities The occupier of the retail and commercial tenancies shall be responsible for the following: Ensure that any container used for the storage of commercial refuse or rubbish is: Constructed of approved impervious materials so as to prevent the escape by leakage of the contents; Thoroughly cleaned at regular intervals; Kept at all times in good order and in a clean and sanitary condition; Constructed to be water tight, fly and vermin proof; and Provided with a fly and vermin proof close fitting lid with overlapping flanges on top of the container which is kept closed except when the refuse or rubbish is being deposited or discharged. Ensure that the storage area in which the bins will be stored is provided as per the requirements set out in Section Arrangements for Bins / Equipment Labelling The appointed chute / waste removal equipment contractor / waste collection services contractor shall provide appropriate signage for the bins. Refer to Sustainability Victoria's "Away from Home" Waste Signage Guidelines for further information. The appointed contractor, in conjunction with the Owners Corporation shall publish / distribute rules / information / educational material to: Inform users / staff about the waste management system and the use / location of the associated equipment. Improve facility management results, to reduce equipment damage, chute blockages, reduce littering, and to achieve better cleanliness. Advise users / staff to sort and recycle waste with care to reduce contamination of recyclables. 3.5 Waste Management Plan Revisions From time to time, due to changes in legislative requirements, changes in the Development's needs and/or waste patterns (such as waste composition, volume, or distribution), or to address unforeseen operational issues, the Owners Corporation and / or appointed contractor shall be responsible for coordinating the necessary Waste Management Plan revisions, including (on an as required basis): A waste audit and new waste management strategy. Revision of the waste system (bin size / quantity / waste streams / collection frequency / update of equipment). Re-education of users / staff. Revision of the services provided by the waste collection contractor(s). 12 4 Related Waste Management Arrangements: 4.1 Victoria s Getting Full Value Strategy The Victorian Government s Getting Full Value: The Victorian Waste and Recovery Policy was released in 2013, which sets out a strategy to reduce the amount of waste generated in Victoria, and increase the amount of materials for recycling and reprocessing to reduce damage to the environment caused by waste. Ongoing education, and dedicated ongoing management services are critical factors in encouraging residents to continue to use the services and systems as intended. The future Owners/Occupiers of the development shall promote the above strategy where practicable and encourage residents to participate in minimising the impact of waste on the environment. In particular, consideration shall be made to the following: Consideration of the TZW s Waste Hierarchy: Waste avoidance Reuse Recycle Recover / Treat / Contain Disposal Establishment of waste reduction and recycling targets, including conducting periodic waste audits, keeping records of waste streams, and monitoring of the quantity of recyclables found in landfill-bound bins.
