3 Welcome We welcome you as a new resident to our community! This is a resident Handbook designed to provide you with valuable information about your new apartment home, Chandler Park Apartment Community, and the surrounding community. Please take some time to familiarize yourself with this handbook, as it can be a valuable resource. If you ever have any questions or concerns regarding this handbook or anything outside of this handbook please do not hesitate to give us a call at Our goal at Chandler Park is to insure that you have a great place to live, surrounded by great people.

4 About Chandler Park Residences Chandler Park Apartment Community is located in one of the most desirable neighborhoods in Bowling Green, KY. In addition to the great location, Chandler Park offers beautifully designed apartment homes with a long list of amenities, which includes a swimming pool, 24 hour fitness center, media center, car care center, tanning, and community functions. Located in the heart of desirable shopping, dinning, and entertainment. Our mission from the minute you walk in the door at Chandler Park Community is to consistently provide quality apartment homes in a respectful environment delivered by a team of people who care.

5 Telephone and Cable Service Telephone and cable connections may only be placed at previously wired locations provided by the telephone and cable companies. Additional drilling, cutting or boring for wires is not permitted without prior written approval from the property manager. Dishes may not be placed in the lawn area. 2. Attachment of a dish to a privacy fence, balcony, or deck may not involve drilling, nailing, or any other type of change/damage to existing structures. 3. Holes may not be drilled inside or outside the dwelling for wires. 4. Under no circumstances may a satellite be attached to any part of the dwelling.

6 Personal Property/Insurance Coverage maintained by your apartment community does not protect residents from loss or damage of personal property by fire, theft, water damage, or any cause whatsoever. Owner will not be liable for the loss or damage to resident s property. Residents are advised to obtain insurance protecting their household goods, personal property, and vehicle. In the event of a loss, Owner will not cover any portion of personal property including the insurance deductible.

7 Pet Policy 1. Resident agrees to submit $300 non-refundable pet fee for one pet. An additional $300 fee will be charged for a second pet. The number of pets cannot exceed two. 2. The pet cannot exceed 35 pounds in weight 3. Breed restrictions apply 4. Dogs and cats must be house broken. All other pets must be caged at all times. (Snakes are not permitted or any other non-domesticated animals at Chandler Park Apartment s discretion). 5. No pet s offspring are allowed. 6. The resident must agree that the pet will not disturb the rights, comforts, and conveniences of neighbors or other residents. 7. The pets shall not be tied up outside the dwelling unit, including the patio areas, walkways, stairs, stairwells, parking lots, grassy area, or any other part of owner s property. 8. Dog houses are forbidden. 9. Pets must be fed and watered inside the dwelling unit. Pet food and water may not be left outside the unit. 10. Pets must be kept on a leash and under the supervision of the resident when outside the dwelling unit. Owner or owner s representative shall have the right to pick up unleashed pets and or report them to the proper authorities. Owner may impose reasonable charges for picking up and or keeping unleashed pets. 11. Pets cannot be left on balconies, porches, or patios. These areas are to be kept free of pet waste. 12. If pet defecation occurs anywhere on owner s property (including fenced yards for the resident s exclusive use), the pet owner shall be responsible for the immediate removal of waste. Please dispose of waste using baggies and wastebaskets provided throughout the community.

8 Lock and Key Procedures Keys will be issued at move-in. These keys together with any and all duplicates made by the resident must be returned to the manager upon vacating the apartment. No lock may by changed or added to any exterior or interior door without written consent of the manager. The manager must retain a passkey to each apartment. There is a $25.00 lock out charge for anyone requiring management to open his or her door. Any such request must come from the party listed in the lease agreement and proper identification is required. For after-hours lockouts, please contact the office at Should you require locks to be changed during the term of your lease, you will be charged for a complete set of locks and labor to change these locks. There will be a $25.00 charge for replacement of lost keys.

9 Rent Payments Payments are made by: Personal check, money order or Auto-pay (see CPA staff) only. No cash will be accepted for payment of rent & any other debts owed to Chandler Park Apartments. All personal checks and money orders are to be made payable to: Chandler Park Apartment Homes. To ensure that your account will be properly credited, please indicate your apartment number on the check. Rent is due and payable on the first (1 st ) of the month in the management office, rent drop box, or mailed and postmarked on or before the fifth (5 th ) of the month. Late Payments: If your payment is received after 6:00pm on the fifth (5) of the month you will be charged a $75.00 late fee. A $35.00 NSF charge will be collected on all insufficient fund checks. Roommates sharing rent must pay rent at the same time. No partial rent or post dated checks for rent will be accepted.

10 Parking and Speed Limit Parking shall be on a first come first served basis. Park vehicles only in the designated parking areas. Any vehicles parked illegally in handicapped spaces, in front of rubbish containers, alongside curb lanes, on lawn areas, or in no parking zones will be towed without notice at the owner s expense. Management reserves the right to limit the number of vehicles allowed per apartment. All vehicles must be registered on the rental application. Please notify the office immediately of any changes of owned vehicles. All vehicles must have a current valid motor vehicle license. All commercial vehicles including semis, buses, vans, boats, trailers, and recreational vehicles are not permitted. Residents may not perform auto repair work of any kind on the community (this includes oil changes, tune-ups, etc) Vehicles with expired plates, flat tires, or vehicles that are abandoned, unsightly, or deemed inoperable by owner are not permitted to be kept on the property, and may be towed without notice. Parking or driving on the grass is not permitted at any time; this can cause serious damage to the property. Vehicles or moving vans found in these areas may be towed without notice. Please be aware of this policy while moving in and out, and having deliveries made to your apartment, as you are held responsible for any delivery persons. Motorcycles are only to be parked in parking areas. They are NOT to be parked under stairways, patio/balconies or in your apartment. This is a fire hazard and will not be permitted. All motorcycles and mini bikes must be properly licensed and no one under age is allowed to operate a vehicle in the community. The Speed limit throughout the community is 10mph, or as posted. Please help us observe this speed limit for everyone s safety. WATCH FOR CHILDREN!

11 Mailboxes/Mail Units are furnished with banker boxes (mailboxes in a centralized location) and keys may be obtained from the US Post Office, which is located on 311 East 11 th Street. Postal regulations require boxes to be closed and locked. Mail will not be delivered in unlocked boxes. Do not place notices or advertisements on mailbox facilities. Please call the post office at (800) to order your key. As a courtesy, the clubhouse management office will accept packages intended for residents which are too large for the mailbox or any other personal delivery. Office hours are 9am-6pm Monday-Friday and 9am-3pm Saturday for pick-up. Packages must be signed for by the intended resident.

12 Plumbing, Lighting, and Trash The garbage disposal will take only soft food items. Do not put bones, cigarettes, paper, or eggshells in the disposal. Always run warm water while the disposal is in operation. You will be charged for misuse of the disposal. Residents should purchase a plunger to use on all plumbing stoppages. Chandler Park Apartments will not respond to plumbing stoppages unless a plunger has been tried first. All fixture bulbs are provided at the time of move-in. Replacement of all other bulbs in fixtures controlled by the resident is the responsibility of the resident. All bulbs must be working at the time of move-out. All trash is to be disposed of in the community dumpster located near the property entrance. Placing trash in the breezeway or outside of unit doors is never acceptable and is subject to a trash removal fee of $25 per removal. Trash or food should never be disposed of from apartment patios or balconies. Cigarettes are considered trash and disposing of cigarettes on property and/or from balconies is subject to a trash pick-up fee. As a courtesy to surrounding neighbors, residents are reminded to use ash trays and disposing of ashes and cigarettes in trash bags taken to the community dumpster.

13 Service Requests/Maintenance Most requests for service can be completed within a 24-hour period by contacting the office Monday-Friday during normal business hours. In case of emergency, please call A 24-hour service will be available to respond to your call and forward your request to the appropriate person. Emergencies include fire, flood, electrical outage, heat/air conditioning interruptions and sewer back-ups. Resident s requests for service cannot be fulfilled if pets are left unattended. Please do not ask maintenance to perform repair services. They are not allowed to enter any apartment without a written request from the office staff. When maintenance service is required, please call or come into the office and give us your request. This allows us to maintain a service record and enables us to take care of problems in a timely manner.

14 Community Appearance/Safety The sidewalks, hallways, stairways, landings, and public common areas shall not be used for any purpose other than to enter and/or exit from the apartment building or residence. These areas shall be kept clear of bicycles, motorcycles, toys, waste receptacles/trash, cigarettes, footwear, umbrellas and all other articles at all times. Personal items should be placed on the patio/deck or in your apartment. Grills of any kind are prohibited on decks and/or patios. Grills may be stored in the outside storage closet. However, propane may not be stored. Residents may have grills, but they must be 20 feet away from the building while in use. Waterbeds are not permitted in the apartment unless otherwise authorized by the manager and 1) resident has provided proof of flotation bed insurance; 2) insurance lists apartment community as additional insured; 3) resident complies with other applicable local laws and ordinances. To assure a uniform exterior appearance throughout the community, all window coverings must be approved or furnished by management. Window coverings must be in good repair at all times. Under no circumstances may windows be covered by any substance other than those designed as a window covering. (bed linens, towels, aluminum foil, reflective film, flags, paper products, etc.) No signs, signal, illumination, advertisement, notice or any other lettering or item may be displayed on window, doors, or any other part of the building with the exception of intrusion alarm stickers.

15 Objectionable Noises Neither resident, nor resident s guests or invitees (*), shall make or permit any disturbing noises in the building, or the apartment community, nor do or permit anything to be done that will interfere with the rights, comforts, or conveniences of other residents. No resident shall play any musical instrument or operate a television set, stereo, CD player, or radio in a manner or at anytime if the same shall disturb or annoy other occupants of the building or community. If you believe that you are being disturbed or inconvenienced by noise, contact the Bowling Green Police Department at Chandler Park Apartment Homes also provides an on-site courtesy officer whom may be reached at (270) The courtesy officer is designated to respond to noise disturbances, suspicious activity or resident lock out s. All emergencies shall be reported by dialing 911. * Residents shall be responsible for conduct of their guests. No guest may stay with you for longer than 5 consecutive days. Any violation of the lease agreement or community policies by the guest is deemed to be a breach by the resident.

16 Privacy/Soliciting The office staff will not grant anyone, other than owner s representatives, access to your apartment under any circumstance (except in the case of emergency or if presented with a search warrant). Owner has the right to enter residence for purpose of inspection at all reasonable hours. Resident will be notified of such entry when possible. Please notify the office of changes in your , home and work phone numbers, or a number where you can be reached in the event of an emergency. Your numbers are retained in our files and are kept strictly confidential. Soliciting and distribution of handbills are not permitted in the apartment community. Residents are requested to notify the office should this occur.

17 Damage or Waste Resident will be charged for damage to the property as a result of negligence, carelessness, or misuse. The resident shall at all times maintain the interior of his/her apartment in a clean, orderly and sanitary condition. No interior alteration or redecoration of any kind may be done without the written consent of the management. Small nails are permitted; however no adhesive hangers or molly bolts are to be used. Do not use strong soaps on walls as many cleaners will damage paint and texture. The resident shall be liable for all damages to the building caused by moving furniture or other articles of the resident. No awnings or other projections including air conditioners, television/radio antenna or wiring shall be attached to or extended from the outside of a building or roof of building or any part of the building for any purpose. The resident is required to report to the manager s office at once, any accident, changes to water pipes, toilets, drains or plumbing fixtures, electrical wires or light fixtures, roof leaks, glass breakage, or loss of any kind. Paint Residents are permitted to paint the interior walls of their apartment with prior written consent and color approval of management. Resident will be responsible for the paint and expense of returning the apartment to the original color prior to move out. Should the apartment not be returned to the original color, the resident will be assessed fees necessary for management to re-paint the apartment.

18 Governmental Compliance Resident shall comply with all municipal, county, state, federal or other governmental laws, statutes, codes, regulations, and other requirements including without limitation, health, safety and police requirements and regulations respecting the obligations of residents under the lease. Resident shall at all times comply with ordinances relating to polluting materials, substances or wastes.

19 Community Pool Rules 1. No lifeguard will be on duty. 2. Pool hours are from 10 a.m to 9 p.m. No one is to enter the swimming pool area when closed. 3. The pool may be used by Chandler Park residents and guests only. Guests will be limited to 2 per apartment. Management will regulate when need arises. 4. No person under the age of 18 is permitted without the accompaniment of a parent or guardian. 5. Smoking or any other tobacco use is strictly prohibited. 6. No food, drinks in glass containers, or gum allowed in the pool area. 7. No running, horseplay, fighting, dangerous conduct or noise which disturbs other residents is allowed in the pool area. 8. No rafts or toys including balls and water guns in the pool area. 9. Radios without headsets or musical instruments are not permitted. 10. Management is not responsible for lost or damaged items. 11. Safety equipment is to be used in case of emergency only. 12. Residents shall be responsible for clean up expenses, or repairs costs and damages caused by resident or resident s guest. 13. Parents, guardians or custodians of children are totally responsible for the child s compliance with the rules. The rules apply to residents, occupants, guests and their children. 14. No cut-offs allowed. Swimwear only. 15. Spitting, spouting water, blowing the nose and other unsanitary acts are prohibited. 16. Admission refused to all persons having any contagious disease or infectious condition, under the influence of alcohol or exhibiting erratic behavior. 17. Glass, soap or other materials which might cause hazardous conditions are prohibited. 18. No diving. We reserve the right to refuse service to anyone for violating any policy in effect.

20 Notice-to-Vacate Procedures 1) After the initial term of your lease, if you wish to terminate your lease, you must provide sixty (60) days prior notice, by completing the necessary for in the management office. Your Notice must include your present address and apartment number, your current telephone number(s), the date you plan to move and the signature of each resident responsible for the lease agreement. 2) What happens if you fail to give a Notice to Vacate? After your initial lease term, subsequent automatic renewals will go into effect until you give proper notice. Unless proper notice is received or unless you renew your lease, a $100 short-term lease fee will incur each month in addition to the monthly rent. 3) What happens if you break your lease? If the lease is terminated before the end of the agreed upon lease term, a sixty (60) day written notice is required in addition to a termination fee equal to one months rent along with paying back any concessions you may have received in your current lease term and is due prior to vacating in the form of certified funds. 4) What happens if you are given Military Orders? Military personnel may terminate a lease without penalty with a 30-day written notice; verifiable travel orders more than 35 miles from Chandler Park, and a supporting letter of transfer by the commanding officer will need to be turned into the management office.

21 Management Rights These rules and regulations may be added to, amended or replaced by the manager upon thirty days prior written notice unless an emergency requires immediate implementation. THESE RULES AND REGULATIONS HAVE BEEN ESTABLISHED BY THE AGENT/MANAGER AND ARE HEREBY MADE PART OF THE LEASE AGREEMENT. Defined terms used herein shall have the same meaning as given in the lease agreement. Failure to comply with the rules and regulations may, at the discretion of the agent, be deemed a breach of the lease agreement and subject you to eviction. You are responsible for seeing that guests, with your expressed or implied consent, comply with these rules and regulations as well as with the lease agreement.

22 Acknowledgment Of Chandler Park Resident Handbook I/WE hereby acknowledge receipt of a copy of the Chandler Park Resident Handbook Policies and Procedures. It is understood and agreed that the Policies shall have the same force and effect as the covenants of MY/OUR Lease Agreement, and that I/WE, MY/OUR family and guests will observe all such Policies and Procedures. In addition, I/WE understand that Chandler Park Apartment Homes, as the Landlord, reserves the right to alter, amend or modify such Policies and Procedures as deemed necessary, and I/WE agree to abide by any such alternations, amendments or modifications. It is further understood that signature of this acknowledgment will be authorization to make the provisions specified within the Policies and Procedures a permanent part of MY/OUR Lease Agreement.
