1 Class of 2014 Seongjin James Ahn is a Senior Associate at Banyan Analytics. As an Asia-Pacific analyst, he focuses on a number of issues in the region, including defense and security, nuclear nonproliferation, U.S. Government interagency coordination for responding to disasters with CBRN components, and others. Prior to his current role, he was a Visiting Fellow at the Korea Economic Institute of America where he analyzed U.S.-South Korea relations, South Korea s economy, and domestic politics of countries in Asia. James also worked as an investment consultant at Leopard Capital, a private equity firm based in Southeast Asia. He has an MS from New York University where he concentrated on China, U.S. foreign policy in Asia, and international economics. Mara Cowan currently works as a nonproliferation specialist at Pacific Northwest National Laboratory. Previously, she was a Nonproliferation Graduate Fellow in the National Nuclear Security Administration s Global Threat Reduction Initiative, where she provided management support to the U.S. High Performance Research Reactor Conversion Program. In addition to managing complex technology development programs, she is interested in security cooperation activities, sustainable security and nonproliferation, and unconventional conflict. Mara holds a bachelor s degree in International Relations with a focus on Global Security from Brown University, a master s degree in Middle East Studies, and a certificate in International Development Policy and Management from the University of Washington. Jerry Sergei Davydov is a Research Associate in the Eurasia Nonproliferation Program at the James Martin Center for Nonproliferation Studies (CNS) and a Visiting Scientist at the Lawrence Livermore National Laboratory (LLNL). He received an MA in Nonproliferation and Terrorism Studies from the Monterey Institute of International Studies (MIIS). During his studies, Jerry worked as a Graduate Research Assistant at the James Martin Center for Nonproliferation Studies (CNS); a Research Assistant for the Islam, Islamism and Politics in Eurasia Report (IIPER); and an intern to the Director of Public Information at the International Atomic Energy Agency (IAEA). Jerry received additional professional training in multilateral verification from the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization and International Nuclear Safeguards Policy and Information Analysis from the James Martin Center for Nonproliferation Studies (CNS). Following his graduation from Monterey Institute of International Studies (MIIS), Jerry conducted research on nuclear forensics and floating nuclear power plants at the Lawrence Livermore National Laboratory (LLNL).
2 Matthew Fargo is a Program Assistant at CRDF Global with the Preventing Nuclear Smuggling Program. CRDF Global is an independent nonprofit organization that promotes international scientific and technical collaboration through grants, technical resources, training, and services, and is an implementing partner of the U.S. Departments of Defense, Energy, and State. Matthew s work focuses on building the capacity of partner nations, promoting bilateral and multilateral cooperative mechanisms such as the Global Initiative to Combat Nuclear Terrorism and the Nuclear Forensics International Technical Working Group. Through these fora, nations share best practices and lessons learned in leveraging investigative and technical capabilities to counter nuclear and radiological smuggling. Jeffrey Fox is currently a second year MA student at SAIS concentrating in strategic studies and international economics. Jeff recently completed a summer internship at the State Department in the Office of Multilateral Nuclear and Security Affairs (MNSA). While at MNSA, Jeff wrote papers and talking points on issues pertaining to the global nuclear nonproliferation regime and U.S. engagement with other nuclear weapons states. Prior to SAIS, Jeff worked for the Institute for Defense Analyses in Alexandria, VA researching cost and economics issues for the Department of Defense and National Nuclear Security Administration. He has also worked on nuclear issues at the Center for Strategic and International Studies and the Triangle Universities Nuclear Laboratory. After graduating SAIS, Jeff hopes to pursue a career working for the U.S. government addressing the proliferation of weapons of mass destruction and other sensitive military technologies. He graduated from Duke University in 2010 with majors in political science and physics and a minor in economics. Jeff will return to the State Department this spring to intern with the State Department s Bureau of Intelligence and Research. Charlie Goetz is a Captain in the U.S. Air Force. He graduated from the U.S. Air Force Academy in 2004 with a Bachelor of Science in Management. Charlie then attended Pilot Training at Columbus AFB, MS where upon graduation was assigned to Barksdale AFB, LA flying B-52 Bombers. In 2011, he was selected to fly the B-2 Stealth Bomber. Charlie is currently assigned to the 13th Bomb Squadron, Whiteman AFB, MO as a B-2 Aircraft Commander. His responsibilities include commanding a two-person $2.4B long-range precision strike aircraft in support of the Global Strike mission prepared to execute both conventional and nuclear operations. He has an MBA from Trident University and multiple certificates in nuclear weapons employment and planning from the Defense Threat Reduction Agency and Sandia Laboratories. Although raised an Army brat, he grew up mostly in Lansing, KS. Charlie currently resides in western MO with his wife and daughter. Brian Gordon is a doctoral candidate at the Pardee RAND Graduate School and an assistant policy analyst at the RAND Corporation. He received his master s degree in international affairs from Columbia University s School of International and Public Affairs in 2011, specializing in security policy and the Middle East. Prior to joining RAND, he was a Nonproliferation Graduate Fellow at the National Nuclear Security Administration in Washington, DC and a Research Assistant at Los
3 Alamos National Laboratory in Los Alamos, NM. He is a ten year veteran of the U.S. Navy, with assignments in submarines and surface ships as well as a tour at the Multi-National Security Transition Command Iraq in Baghdad. Brian s research focuses on denial and deception measures employed by advanced trafficking networks. Jooeun Kim is a doctoral student in government at Georgetown University, where she concentrates on international relations. Jooeun s research is primarily focused on nuclear deterrence and alliance management. Specifically, her dissertation plans to examine why some allies leave the nuclear umbrella and some allies remain under the nuclear umbrella. Jooeun holds a BA in political science from Waseda University in Japan, an MA in international affairs from George Washington University, and an MA in government from Georgetown University. Alexander Lanoszka is a doctoral candidate in the Department of Politics at Princeton University. His research focuses on nuclear proliferation, alliance politics, international hierarchy, and American foreign policy. His work has appeared in International Theory. Alexander received an MA from Princeton University in 2010 and a BA (Honours) from the University of Windsor in Canada in Bonny Lin is an Associate Political Scientist at RAND Corporation and a professor at the Pardee RAND Graduate School. Prior to this, she worked at Lawrence Livermore National Laboratory, the Center for Strategic and International Studies, and the World Bank. Bonny holds a PhD in political science from Yale University, an MA in Asian Studies (China) from the University of Michigan, and a BA in government from Harvard College. Jessica McNutt is currently serving as a Nonproliferation Graduate Fellow at the National Nuclear Security Administration working for the Safeguards Technology Development team, housed within the Office of Nuclear Safeguards and Security. She is also finishing a master s degree in Nuclear Engineering and Nuclear Security at the Pennsylvania State University and expects to graduate in August The topic of her thesis is a novel plasma imaging technique she developed as a diagnostic tool to aide in the improvement of Laser Induced Breakdown Spectroscopy for nuclear forensics and safeguards applications. As a graduate student, Jessica developed extensive knowledge in nuclear security research and domestic and international nuclear security policy as a participant in the Nuclear Security Education Program, a collaboration between Penn State, MIT, and Texas A&M University. Jessica currently holds a bachelor s degree in Physics and Mathematics from the University of North Carolina in Asheville. Jonathan Moore is a Policy Analyst with Leidos, Inc. supporting the Department of Energy/National Nuclear Security Administration s (DOE/NNSA) Office of Nuclear Threat Science. Prior to his assignment at NNSA, he supported Countering Nuclear Threats activities in the Office of the Deputy Assistant Secretary of Defense for Nuclear Matters. He has performed a variety of
4 activities regarding countering nuclear terrorism and counterproliferation issues in both roles. Jonathan graduated with a BA in History from the University of Texas at Austin and an MA in International Security Studies from the Josef Korbel School of International Studies at the University of Denver. Carolyn Mullen is the Nuclear Policy Program assistant at the Carnegie Endowment for International Peace. Previously, she worked as coordinator and research assistant in the Nonproliferation and Disarmament Program at the International Institute for Strategic Studies. She has held internships at the State Department s Bureau of International Security and Nonproliferation, the International Centre for Security Analysis at King s College London, and the United States Army Special Operations Command. Her main research interests lie in proliferation and disarmament issues in East Asia. Mullen holds an MA in war studies from King s College London and a BA in peace, war, and defense from the University of North Carolina at Chapel Hill. Blake Narendra is currently a Defense Policy Analyst at SAIC working on arms control compliance and implementation issues for a DoD client. Blake received his BA from Colorado College and his Master of Arts from the Fletcher School of Law and Diplomacy at Tufts where he concentrated in international security studies. While at Fletcher, he interned in the front office of the Arms Control, Verification and Compliance Bureau of the State Department. Prior to graduate school, Blake served as Special Assistant to the Administrator at the NNSA where he participated in the ratification debate on the New START treaty and technical assistance to the Japanese Government following the tsunami that crippled the nuclear complex at Fukushima. Blake has also served as a White House Associate, worked as a regional field director on two U.S. presidential campaigns and interned for two Members of Congress. His master s thesis, Restarting Arms Control After New START, proposed a blueprint to overcome technical and political obstacles impeding further treaty based arms reductions; it was published by CSIS-PONI s Nuclear Notes in August Abel Olguin is a Technical Systems Analyst at Sandia National Laboratories in Albuquerque, NM. Abel obtained his BS in Mechanical Engineering from the University of New Mexico and MS in Mechanical Design from Kettering University. He spent six years working as a design engineer with Lockheed Martin, where he worked for the Atlas, the Targets and Countermeasures, and the Airborne ISR programs. He has worked for the last three years at Sandia. Abel originally hails from Albuquerque, NM. Elise Rowan is communications manager at the Nuclear Threat Initiative (NTI) in Washington, DC. At NTI since 2011, she works with project staff on issues such as nuclear materials security and verification that are central to the organization s mission. She also focuses on projects to educate the public and policymakers on nuclear risks. Prior to her current role, she held positions with the Senate Foreign Relations Committee, the U.S. Department of State s Office of Weapons of Mass Destruction Terrorism, and the Ploughshares Fund. She has also worked with the Stimson Center s
5 Managing Across Boundaries Program, where she contributed to efforts to bolster UNSCR 1540 implementation. She holds an MA in security policy studies with concentrations in transnational security policy and strategic communication from The Elliott School of International Affairs at The George Washington University. She has a BS in international business management and French from Butler University in Indianapolis. Lauren Rutledge is currently a Public Policy Fellow at LMI, a government consulting firm in McLean, VA, where she focuses on Maintenance and Readiness issues to find logistics, policy, and program management solutions for Department of Defense clients. Previously, Lauren worked as a Nonproliferation Graduate Fellow at the National Nuclear Security Administration in the Office of Defense Programs (Stockpile Stewardship), where she served as integration and strategic planning lead for Nuclear Enterprise modeling, weapons safety authorization, and Analysis of Alternatives initiatives. Lauren holds an MPA in National Security and Nuclear Policy from The George Washington University s Trachtenberg School of Public Policy and Public Administration, and a BS in Communication Studies from the University of Miami. Travis C. Stalcup is a national security analyst with SAIC supporting the Office of the Deputy Assistant Secretary of Defense for Nuclear Matters on issues related to the national deterrent. In this role, Travis provides technical and analytical support to the Nuclear Weapons Council and contributes to the preparation of joint, annual reports for delivery to the President and the Congress. An able writer, his work has appeared in the New York Times, the Honolulu Star-Advertiser, the Dallas Morning News, and the blog of the Georgetown Journal of Public and International Affairs. Travis holds a master s degree in international affairs from the Bush School of Government and Public Service at Texas A&M University and bachelor s degrees from Northwestern University. Prior to graduate school, he worked for seven years in international education. Travis is a finalist for a Presidential Management Fellowship and lives in Alexandria, Virginia with his wife and daughter. Scott Stewart is a National Nuclear Security Administration Graduate Program Fellow supporting the NNSA Office of Security Operations. In this role he supports the NNSA Program Manager for Material Control and Accountability. Previously he worked for Los Alamos National Laboratory as a Graduate and Undergraduate Student in the Safeguards Science and Technology Group. His research at the lab focused on neutron detection techniques for treaty verification and nonproliferation applications. Scott received his master s degree from Texas A&M in Nuclear Engineering and his undergraduate degree in Physics from Abilene Christian University. Ariane Tabatabai is an Iranian-American Stanton Nuclear Security Fellow at the Belfer Center for Science and International Affairs at Harvard University s Kennedy School of Government. She is pursuing her PhD in the Department of War Studies at King's College London. Her research explores the policy implications of the Islamic discourses developed by various actors to justify their
6 nuclear aspirations. Previously, Ariane worked as a non-resident Research Associate at the James Martin Center for Nonproliferation Studies. Julia Thompson is a research associate at the Stimson Center, working with the South Asia and Space Security programs. Her current research focus is deterrence stability and crisis escalation in South Asia and she presented on the Utility of Counterforce Targeting in South Asia during PONI s spring 2013 Conference. Before Stimson, Julia interned at National Defense University's Institute for National Strategic Studies. She received her undergraduate degree in international politics from Georgetown University and an MA in war studies from King's College London, where she focused on counter-terrorism and nonproliferation. Kyler Turner has backgrounds in both nuclear and mechanical engineering with a PhD in mechanical engineering from the University of Missouri. He originally came to Washington, DC as a Nonproliferation Graduate Fellow with the National Nuclear Security Administration (NNSA). While at NNSA he assisted, from a technical and policy standpoint, with NNSA s international medical isotope production conversion and domestic supply efforts. Following the NNSA fellowship he joined the Defense Threat Reduction Agency s Basic and Applied Sciences Department as a Post- Doctoral Scholar and assisted with their support of basic research to counter-wmd. He is currently serving as an American Association for the Advancement of Science (AAAS) Science and Technology Policy Fellow with the U.S. State Department. His areas of focus include developing the next steps for arms control and warhead dismantlement while also assisting in the implementation of New START. He has policy and technical interest in nonproliferation, arms control, and nuclear energy. Jason Weaver is a member of the Surety Assessment, Engineering, and Analysis Center at Sandia National Laboratories, where he serves as a Nuclear Safety Engineer for several nuclear weapon refurbishment programs. He recently received a PhD in Mechanical Engineering from The University of Texas at Austin. He previously received his BS from Brigham Young University. Jason served a mission for The Church of Jesus Christ of Latter-day Saints in southern India, where he gained a love and interest for the people and cultures of South Asia and the Middle East. Despite being a Texan at heart, Jason currently lives outside Albuquerque, New Mexico with his wife and four boys. Nic Wondra is a NNSA Nonproliferation Graduate Fellow in the Office of International Programs, Office of Management and Budget. He also works as a researcher with the CSIS Russia & Eurasia Program. Wondra holds an MA in International Economics & International Relations from the School of Advanced International Studies at Johns Hopkins University and a BA from Cornell College in Russian & International Relations. He completed the 2013 International Safeguards Policy and Information Analysis Course hosted by the Center for Nonproliferation Studies & Lawrence Livermore National Laboratory, as well at the 2013 Nuclear Nonproliferation, Safety, and Security Course hosted by Brookhaven National Laboratories. He presented on Chain of Custody Assurance at the August 2013 PONI Conference. A Fulbright Fellow in the Republic of Georgia
7 ( ) where he studied the politics of decentralization and education reform, he has also worked on the US Nuclear Smuggling Outreach Initiative as an intern in the politics & economics section of the US Embassy in Armenia. He has additional experience in Russia, Ukraine, and Tajikistan. His other research interests include security institutionalism, Caucasus and Central Asian security issues, and protracted conflicts in the former Soviet Space.
