2 Mrs Belinda Francis Scott MEC: Finance Gaming & Betting Board Vision: We strive to be the premier gambling regulator in the country, consistently maintaining and enhancing public trust with integrity, transparency and credibility. We also aim to transform the gambling industry for the benefit of all our stakeholders. Mission: We will protect the interest of the public by ensuring the integrity of legalised gambling through strict enforcement of applicable legislation, the licensing of qualified entities and individuals, and fulfilling the objectives of the Provincial Government to deliver a significant source of revenue, enhance tourism, develop and transform the gaming and horse racing industry, whilst promoting broad socio- economic and employment opportunities.

I am motivated by my deep desire to make a difference in my life, in my family, in my town, in my province and in my country. I come from Umkhanyakude District, opportunities are rare you have to work very hard to get the recognition and the opportunities that are easily available in urban areas. My desire is to reach the same level of recognition that is easily available to my peers in urban areas. Restoration of the integrity of the gambling industry, attainment of economic growth through the industry, job opportunities, equal opportunities for all. I want all stakeholders to be able to trust the board and its independence. I wish that opportunities that are still unrealised yet could be realised. I want to see growth in the industry and I also want public interest to be given first consideration at all times. Professional Highlights Director and founder of the Law firm Gina Mthembu Incorporated since Areas of practise are narrated on: From 2006 to date, board member of a community based enterprise, Coastal Cashews - cashew nut farming enterprise based in Ngutshana estate near Kosi Bay. From 2011 to date, appointed commissioner of Small Claims Court Ubombo District (Department of Justice). This I do as part of Pro Bono work to give back to the community. Duties involve presiding over small claims and this ensures access to justice for many. From 2012, appointed as a member in the Municipal Bid Appeals Tribunal.
