SCOPE The purpse f the audit was t: Identify, as far as reasnably practicable, the lcatin, extent, accessibility, type and cnditin f any asbests-cntaining materials (ACM); and Assess the risk and recmmend actin/s required t prevent r t cntrl the risk t the building ccupants and n-site wrkers frm ptential expsure t airbrne asbests fibres. 4. METHOD The asbests audit was cnducted in an analytical and methdical manner pursuant t Regulatin f the OHS Regulatins 2007 and in accrdance with the WrkSafe Victria Cmpliance Cde Managing asbests in wrkplaces [Editin N. 1, September 2008]. Suspect materials were sampled in areas where minimal damage t the materials wuld ccur. Where apprpriate, representative sampling was cnducted. Sampling was carried ut using hand tls t ensure minimal disturbance f the prduct. Sample analysis was carried ut by a WrkSafe Victria apprved analyst, that is, a NATA-registered labratry. 5. DEFINITIONS Asbests The fibrus frm f mineral silicates belnging t the serpentine and amphible grups f rckfrming minerals, including amsite (brwn asbests), crcidlite (blue asbests), chrystile (white asbests), actinlite, tremlite, anthphyllite r any mixture cntaining ne r mre f these. Asbests expsure standard 0 1 f/ml f air measured in a persn s breathing zne and expressed as a time weighted average fibre cncentratin f asbests calculated ver an eight-hur wrking day and measured ver a minimum perid f fur hurs in accrdance with the membrane filter methd. Asbests clearance certificate Is a written statement cnfirming that an area where asbests remval has taken place has been cleared satisfactrily and is safe t be reccupied fr its nrmal use. Apprved asbests analyst Means an analyst apprved by NATA t perfrm asbests fibre cunting r t identify asbests in samples, and t issue findings as endrsed reprts under the authrity f a NATA accredited labratry. Asbests Register An asbests register cntains infrmatin abut the asbests that has been identified in the wrkplace. A persn wh manages r cntrls a wrkplace where asbests is present must have an asbests register. In additin, an emplyer in the wrkplace wh has management r cntrl ver any structures r plant that cntain asbests must als have an asbests register. There is n mandatry frmat that the register must fllw. Hwever, it must include the fllwing: infrmatin required as part f the identificatin f asbests, including: the lcatin f the asbests the likely surce f unfixed r uninstalled asbests the type f ACM whether the asbests is friable r nn-friable the cnditin f the ACM whether the ACM is likely t be damaged r disturbed details f all inaccessible areas likely t cntain asbests detailed infrmatin abut activities carried ut in the wrkplace that are likely t disturb the asbests dates when the identificatin and risk assessment were made. Class A asbests remval licence Means a licence that permits the hlder t remve asbests f any kind, such as friable and nnfriable asbests as specified in the licence. Class B asbests remval licence Means a licence that allws the hlder t remve nn-friable asbests-cntaining material as specified in the licence. Divisin 5 Asbests Audit Divisin 5 f the regulatins requires that the persn with management cntrl f the wrkplace t identify all asbests at the wrkplace. Cmpliance can be achieved by engaging a cmpetent persn t prepare an asbests register as part f an asbests audit. This audit is usually nn invasive and will nt include cavities and areas where destructin is required fr the audit. Divisin 6 Asbests Audit Divisin 6 f the regulatins requires that befre demlitin r refurbishment cmmences, a persn with management cntrl f the wrkplace must review the Asbests Register. This audit is usually invasive and destructive in the relevant areas. Friable asbests Asbests material which, when dry, can be crumbled, pulverised r reduced t pwder by hand pressure; r as a result f a wrk prcess, may becme such that it can be crumbled, pulverised r reduced t pwder by hand pressure. The regulatins require that nly a class A-licensed asbests remvalist is permitted t remve friable asbests. Independent persn Means a persn wh is independent frm the asbests licence hlder and frm the persn wh cmmissined the wrk. Wrksafe state that the asbests remvalist must nt engage the independent persn. And that any jb is greater than a minr cntaminatin, a class A-licenced asbests remvalist is required. Majr asbests-cntaminated dust Greater than a minr cntaminatin. Nn-Friable asbests When dry, nn-friable asbests cannt be crumbled, pulverised r reduced t pwder by hand pressure. RISK RATING SYSTEM Risks in relatin t in situ asbests-cntaining materials are cnsidered t be the ptential fr fibre generatin, and the ptential fr expsure t fibres. Where these factrs have indicated that there is a risk, apprpriate recmmendatins fr repair, maintenance r abatement are made. Factrs cnsidered as a risk in relatin t asbests-cntaining material include: Evidence f physical damage Evidence f water damage Prximity f air plenums r direct airstream Friability f asbests material Requirement fr access fr building peratins Requirement fr access fr maintenance peratins Likelihd f disturbance f the asbests material Accessibility Expsed surface areas Envirnmental cnditins The fllwing risk ratings have been adpted t assist when implementing cntrls in cnjunctin with an Asbests Management Plan: Pririty 1: High Risk High risk asbests-cntaining materials in unstable r damaged cnditin and there is a likelihd f asbests fibres being released int the atmsphere. Prmpt abatement f the asbests is recmmended. Pririty 2: Medium Risk Medium risk asbests cntaining materials that d nt present an immediate risk, that will likely deterirate, becme unstable r be disturbed. Abatement f the asbests hazard r regular inspectins shuld be carried ut. Pririty 3: Lw Risk Lw risk friable r nn-friable ACM in a stable cnditin with lw risk f disturbance. The cnditin f the ACM shuld be re-inspected regularly. Pririty 4: Pssible Asbests Present Assume that asbests is present. The area culd nt be accessed at the time f audit, r it is uncertain if asbests is present. The area shuld be inspected prir t the area being disturbed. Cntact Safety Systems if there is any uncertainty abut recmmendatins described abve r if asbests remval is required. Remval f asbests requires a Clearance Certificate and an update t the asbests register. Sme asbests remvals require air-mnitring. The asbests register must be reviewed at least every 5 years. The quantities f ACM described in the asbests register are apprximatins nly, a guide t the lcatin and extent f ACM identified. Quantities are nt t be used fr csting asbests remediatin wrks. The cntents f this reprt d nt cver requirements under Divisin 6 f the Regulatins Demlitin r refurbishment where asbests is present. Specifically, the asbests register herein must be revised if it is inadequate having regard t any prpsed demlitin r refurbishment wrk. It is nt pssible t inspect wall cavities, subflr spaces, ceiling vids, ducts, the interir f machinery/plant and similar inaccessible areas. Therefre, withut substantial demlitin r dismantling f areas f the audited site, it is nt pssible t verify that all asbests has been detected. Furthermre, impracticable situatins are frequently encuntered that limit the identificatin f all ACM that may be present at an audited site: Unnecessary r specialised dismantling f equipment wuld be required Disruptin t nrmal peratins at the premises is nt acceptable Damage t surfaces r equipment is nt acceptable Access represents an unacceptable health and safety risk t the persn perfrming the asbests audit (e.g. access t live electrical assets and wrk abve 3 meters) It is the respnsibility f persns disturbing areas nt accessed during the audit t exercise due care. Demlitin r refurbishment wrks shuld be halted if suspect materials are visually identified, and wrks are nt t prceed until expert pinin and/r sample analysis cnfirms the material t be asbests free. The fllwing recmmendatins are prvided t assist with the management f asbests-cntaining materials. Observatin f the general and specific recmmendatins will help t minimise the expsure f persnnel t airbrne asbests fibres. The fllwing general recmmendatins regarding asbests-cntaining prducts n this site shuld always be bserved. All asbests materials that may be disturbed during refurbishment f demlitin wrks shall be remved prir t the wrks cmmencing. All asbests materials shuld be kept in gd repair. All asbests materials remaining in situ shuld be clearly indicated (by labeling, if reasnably practicable) in accrdance with Subregulatin (6) f Regulatin f the Occupatinal Health and Safety Regulatins N machine tling, abrasin r excessive vibratin f these materials shuld be allwed. Areas cntaining damaged friable asbests materials shuld be islated frm persnnel by the erectin f suitable barriers and signs. Cnsideratin shuld be given t replacement f asbests materials with nn-asbests alternatives. Ntify emplyees wh in the curse f their wrk might disturb any ACM. This shuld include cleaners, maintenance staff and cntractrs engaged t undertake any demlitin, building r maintenance wrk. Any remval r repair f ACM must be by a licensed asbests remvalist. A list f licensed remvalists is available at the WrkSafe website n Any damage shuld be shuld be islated frm persnnel by erectin f suitable barriers and signs. SPECIFIC RECOMMENDATIONS Additinally, ther recmmendatins abut specific ACM are as fllws: Friable, sprayed asbests materials Sprayed asbests r limpet asbests is mst ften fund n structural steel members t prvide a fire rating. Limpet asbests is a friable material. Friable materials are thse that can easily be crumbled, pulverised r reduced t pwder by hand pressure. Limpet asbests tends t be the mst friable f all asbests-cntaining materials and can cntain a relatively high percentage f asbests. Limpet asbests can slwly release fibres as the materials age, i.e. as its friability increases. Direct mechanical damage r excessive machinery vibratin can lead t a mre significant release f airbrne asbests fibres. Where apprpriate, these materials shuld be remved. Friable asbests-cntaining lagging materials Prtective jackets n the insulatin materials (such as metal jacketing r calic n pipe lagging) prevent asbests fibre release. Physical damage t the prtective jacket, hwever, may lead t the release f respirable fibres. The binding material in the insulatin can deterirate with age, rendering it mre friable. Cement sheet cladding Asbests cement sheeting is a nn-friable material that des nt release significant amunts f fibres int the atmsphere, unless wrked with pwer tls r abraded, and therefre typically represents a cmparatively lw-risk situatin. External asbests cement claddings becme weathered after many years by the gradual lss f cement frm the expsed surface. This leaves lsely bund layers enriched with asbests fibres. In ther wrds, the material becmes mre friable thrugh the weathering prcess. Switchbards Older-style electrical backing bards (cmpressed tar bards) typically cntain chrystile (white) asbests. Sampling f the bards is nt dne due t their pssible live status. Due t their slid nature, they present a negligible risk f expsure t airbrne asbests unless they are machine tled. It is recmmended that: Machine tling, abrasin r excessive vibratin f these materials shuld nt be allwed. Relevant emplyees be ntified, i.e. electrician, wh in the curse f their wrk might disturb any asbests-cntaining materials. Any remval r repair f asbests-cntaining materials shuld be carried ut in accrdance with the WrkSafe Victria Cmpliance Cde Remving asbests in wrkplaces [Editin N. 1, September 2008]. Asbests-cntaining vinyl flr and wall cverings generally d nt present a significant health risk unless they are sanded r therwise mechanically abraded s as t release asbests dust. Vinyl tiles were frequently fixed t building surfaces with a black, bituminus adhesive cmmnly referred t as blackjack. This material ften cntains asbests and must be cnsidered as a suspect material until sample analysis establishes therwise. Fire dr insulatin Older fire drs are likely t cntain friable r nn-friable asbests insulatin. The insulatin material is rarely sampled during asbests auditing due t restricted access t the dr cre. While the fire drs remain undamaged, the asbests fill is effectively sealed ff, preventing fibre release int the air. Asbests-cntaining gaskets and seals Gaskets and sealing cmpunds (e.g. mastic) in equipment, duct wrk and re-heat air-cnditining bxes may cntain asbests. Such materials usually d nt pse a hazard as the asbests fibres are firmly held within resinus cmpunds. Gaskets shuld be replaced as part f rutine maintenance r remved during decmmissining f the plant equipment. Millbard Millbard is cnsidered t be a mderately friable asbests material that can disintegrate if subject t abrasin r vibratin. The asbests fibres within are nt firmly bund within a stable matrix, as is the case with asbests cement prducts. Fr this reasn, millbard materials can present a mderate risk t persnnel f expsure t airbrne asbests. Millbard materials are cmmnly fund as insulatin behind electrical and fuse bards. ASBESTOS MANAGEMENT PLAN Pursuant t Regulatin f the OHS Regulatins 2007, and in accrdance with the WrkSafe Victria Cmpliance Cde (Editin N. 1, September 2008) Managing asbests in wrkplaces, the persn wh manages r cntrls a wrkplace is required t keep the Asbests Register current, which requires develpment f an Asbests Management Plan. This reprt cntains the basic infrmatin required fr an Asbests Management Plan, but is nt the Plan itself.
