COLORADO APPLIED RESEARCH AND SCIENCE PARK BROOMFIELD, COLORADO Applied research and science parks provide a supportive environment for researchers and companies to connect, collaborate, innovate and transfer and commercialize new technology ideas on an on-going basis. The products of applied research parks can be the source of new technology business endeavors both within the park and in the region and can create new knowledge-based jobs for the residents of the State of Colorado.

Colorado and Broomfield Ideally situated to be the home of the Nation s next premier, all-inclusive Applied Research and Science Park Colorado s hospitable climate provides the perfect setting for solar, wind, geothermal and other leading edge business opportunities. Its outdoor lifestyle attracts many of the creative and technical experts that grow these industries. Wind energy, clean coal, natural gas, solar, biodiesel and bio power giants are located in Broomfield or nearby, comprising a renewable and clean energy cluster vital to the success of this important effort. location Strategically located equidistance from Denver, Boulder and Denver International Airport (map attached), Broomfield is central to the Colorado front range and the continental U.S. Our Mountain Standard Time zone allows efficient communication both with east and west coasts. Located between Denver International Airport and Rocky Mountain Metropolitan Airport and surrounded by four major transportation corridors (I-25, US 36, HWY 287, and E-470/NW Parkway), Broomfield provides timely and efficient accessibility to all major international, US and metro industry destinations. water Development and growth along the North portion of the Front Range is viable/sustainable because of several critical factors which are outlined herein, but none more important than the availability of water resources. Long-term planning and the strategic acquisition of water resources provide the foundation for regional scale development in Broomfield. master planning Within this growing, international destination, Broomfield s North Park master plan is to become the only place to build Colorado s Applied Research and Science Park. The Park will occupy 150 acres of the 935 acre North Park community. The North Park community will include a rich array of land uses, sustainable improvements, community amenities and business supportive infrastructure in a transit supportive setting. Employees, residents, and visitors will have access to the best restaurants, stores, entertainment, plazas and other social gathering spots. 2

Strategic location between Colorado State University (CSU), University of Colorado at Boulder (CU), Colorado School of Mines, University of Colorado Anschutz Medical Campus, Federal Laboratories in Boulder and the National Renewable Energy Laboratory. Exceptionally well-qualified work force. Unique opportunity in a master planned, sustainable, mixed use property. Easy access to interstates, Denver International Airport, Boulder and Denver. Due to strategic planning/acquisitions, Broomfield has sustainable water resources in place which will support the development and realization of the Applied Research and Science Park. 3

public / private partnerships Poised to develop additional knowledge-based businesses, Broomfield will assist in creating a modern urban themed campus that offers scientific and business synergies by clustering like-minded people with shared vision and expertise. Broomfield already provides the front door to Conoco-Phillips new international training and research and development center in Louisville. It is home to an array of high tech, information, aerospace, alternative energy and bioscience based businesses; Ball, Oracle, Level 3, Sandoz, Geostat, Biodesix, SWCA Environmental Consultants, SM Stoller, Coregenix, Renewable Energy Systems, Range Fuels Inc., SAIC, Murata Power Solutions, Namaste, SunEdison, Vestas and REC Solar are examples of leading businesses located in and around Broomfield. The Colorado Applied Research and Science Park (diagram attached) has the good fortune to be easily accessible to the mid-west s premier federal research facilitates, NREL (National Renewable Energy Lab), NCAR (National Center for Atmospheric Research), NOAA (National Oceanic and Atmospheric Administration), NIST (National Institute of Standards and Technology) and other cutting edge, dynamic research and development federal laboratories. Organizations and companies will have the opportunity to expand their capabilities by connecting with these facilities and their talented people. 4

Many of the companies that will help create the new energy-independent economy are located within what Broomfield deems Power Alley (see attached map). In addition to the existing Power Alley firms along the Front Range, our community is located in close proximity to a diverse and dynamic intellectual resource population; 4 major Universities (CSU, CU Boulder, Colorado School of Mines and University of Colorado Anschutz Medical Campus). This unique intersection of university science, business research and investment and workforce training will create and fill jobs at all levels. Broomfield has begun to engage CU and CSU and their collaboratory efforts, federal labs and businesses in the process of creating the Applied Science s multidisciplinary environment. The synergy that will be available to the universities will be unlike anything Colorado has been able to offer thus far, promoting a dynamic approach that encourages unrestricted interaction amongst peers. Additionally, the very adaptable and newly expanded Colorado Community College system will also play an important role by providing human resource capital workforce training that will be required to create a research/development, manufacturing/distribution, education and lifestyle community in Broomfield. 7 emerging economy As the rest of the country prepares for what will be necessary to compete in the new energy independent and bioscience economy, Broomfield has begun developing and creating the partnerships necessary to build a human resource pipeline into the university system that begins in the K-12 learning environment. Our partner, the Adams 12 School District, is orienting educational programs utilizing the STEM (Science, Technology, Engineering and Mathematics) curriculum to foster a complete learning environment. Adams 12 School District has begun to implement the STEM program at the Kindergarten early elementary grades (2010/ 2011) and year by year expanding the program into the higher grades and ultimately, at the high school level (planned implementation by 2015) in anticipation of jointly locating to a facility in the Applied Research and Science Park. Another opportunity under exploration is developing the STEM readiness program beginning at the Pre-K level and thus creating a complete learning environment that would prepare our youth to move seamlessly into higher learning environments. Colorado s Innovation Economy Infrastructure 7

Colorado s economy will succeed with the growth of high paying, quality jobs in industries that are based on knowledge and technology. The science based industry offers much of this future promise. The City and County of Broomfield is leading the effort to bring the Applied Research and Science Park to life, it is in the process of reviewing the commitment of substantial tax-increment dollars, through innovative public/private partnership agreements, to make the North Park project a reality. The project developer, McWhinney, has committed land, infrastructure, and their expertise in developments and development financing necessary to bring the Applied Research and Science Park to life. Requested Legislative support from the State and Federal levels: The State of Colorado can further the Applied Research and Science Park by doing the following: Promote the Applied Research and Science Park as a building block of Colorado s economic future; As H.R the Science Parks Research and Innovative New Technologies Act (a copy is attached) moves through the US legislature, Broomfield requests that the Colorado delegations support and drive its passage. Support and carry Broomfield s application(s) for grants and loans under the bill. If the bill doesn t pass, our request is for support in obtaining an earmark for the creation of common research facilities in North Park under other federal programs. Focus venture capital opportunities on the Applied Research and Science Park; and, Support for research and development funding obtaining federal NIH and other Federal research grants will be requested. Support requests to the Federal Government for grant and other funding opportunities. Explore new and innovative State financial support programs that target Applied Research and Science Park users, including university programs and their business partners. State based programs that provide both bridge loans to fund preparation of grant applications and matching fund programs for research focused businesses to leverage the impact of both federal grants received and private funds invested in cutting-edge technology in the state. contact information Charles Ozaki, Broomfield Deputy City and County Manager Continue to provide leadership in the creation of the energy independent and science based economy. Fund development of common infrastructure (such as shared laboratory facilities and equipment, conference and teaching facilities, etc.) in focused clusters that many renewable energy and bioscience companies need but cannot afford. 8

About the City and County of Broomfield The City and County of Broomfield is an exceptionally prized home to residents and businesses who take pride in the hometown values and atmosphere they have worked to create. Broomfield is a quality community with stable and strong financial underpinnings despite the recent economic downturn. Ever a master-planned community, today s Broomfield has developed beyond the 1950s growth boom when developers decided to build the state s first dream community. The city s forefathers consciously planned the city s growth then, and that tradition continues. The Broomfield of today is governed by a Master Plan that projects its population at build-out to be approximately 85,000. Beautiful, close-knit neighborhoods and friendly businesses mark a true sense of community. Residents, city government, schools and businesses work together constantly to keep Broomfield a sustainable community where people can live, work and play. Recently selected by CNN Money magazine s as the 19th best place to live among the top 100 cities in America with the population of 50K-300K, Broomfield s location along the Front Range provides an excellent opportunity where the Colorado lifestyle and premier business climate present endless possibilities. Broomfield named Best Small City (ranked 19th out of 100) CNN Money Magazine, August 2010 McWhinney named 2009 Developer of the Year Colorado NATIONAL ASSOCIATION OF INDUSTRIAL AND OFFICE PROPERTIES (NAIOP) 10
