In addition to the existing Power Alley firms along the Front Range, our community is located in close proximity to a diverse and dynamic intellectual resource population; 4 major Universities (CSU, CU Boulder, Colorado School of Mines and University of Colorado Anschutz Medical Campus). This unique intersection of university science, business research and investment and workforce training will create and fill jobs at all levels. Broomfield has begun to engage CU and CSU and their collaboratory efforts, federal labs and businesses in the process of creating the Applied Science s multidisciplinary environment. The synergy that will be available to the universities will be unlike anything Colorado has been able to offer thus far, promoting a dynamic approach that encourages unrestricted interaction amongst peers. 7 emerging economy As the rest of the country prepares for what will be necessary to compete in the new energy independent and bioscience economy, Broomfield has begun developing and creating the partnerships necessary to build a human resource pipeline into the university system that begins in the K-12 learning environment. Our partner, the Adams 12 School District, is orienting educational programs utilizing the STEM (Science, Technology, Engineering and Mathematics) curriculum to foster a complete learning environment. Adams 12 School District has begun to implement the STEM program at the Kindergarten early elementary grades (2010/ 2011) and year by year expanding the program into the higher grades and ultimately, at the high school level (planned implementation by 2015) in anticipation of jointly locating to a facility in the Applied Research and Science Park. Another opportunity under exploration is developing the STEM readiness program beginning at the Pre-K level and thus creating a complete learning environment that would prepare our youth to move seamlessly into higher learning environments. 8 Colorado s economy will succeed with the growth of high paying, quality jobs in industries that are based on knowledge and technology. The science based industry offers much of this future promise. The City and County of Broomfield is leading the effort to bring the Applied Research and Science Park to life, it is in the process of reviewing the commitment of substantial tax-increment dollars, through innovative public/private partnership agreements, to make the North Park project a reality. The project developer, McWhinney, has committed land, infrastructure, and their expertise in developments and development financing necessary to bring the Applied Research and Science Park to life. Requested Legislative support from the State and Federal levels: The State of Colorado can further the Applied Research and Science Park by doing the following: Promote the Applied Research and Science Park as a building block of Colorado s economic future; As H.R the Science Parks Research and Innovative New Technologies Act (a copy is attached) moves through the US legislature, Broomfield requests that the Colorado delegations support and drive its passage. Support and carry Broomfield s application(s) for grants and loans under the bill. If the bill doesn t pass, our request is for support in obtaining an earmark for the creation of common research facilities in North Park under other federal programs. Focus venture capital opportunities on the Applied Research and Science Park; and, Support for research and development funding obtaining federal NIH and other Federal research grants will be requested. Support requests to the Federal Government for grant and other funding opportunities. Explore new and innovative State financial support programs that target Applied Research and Science Park users, including university programs and their business partners. 10 about North Park: A New Heart and Soul of the North Denver Region Located in Broomfield, Colorado, North Park is planned to be a vibrant 935-acre mixed use community that incorporates a balance of urban connectivity and natural open space amenities.
