Adjourn Next Meeting Date August 7 th, 2015 OUR MISSION: Connecting Business with Talent Public Comments: Members of the Public are allowed to speak during that period of the meeting identified on the meeting agenda as Public Comment provided that each person wishing to speak has completed and submitted to the Secretary of the meeting a comment card at the beginning of the meeting prior to the item identified as Public Comment. Public comment shall be allowed only on items that are identified on the meeting agenda. If an item is subsequently added to the agenda, additional public comment shall be permitted just prior to the consideration of such item. If there are multiple members of the public associated with the same company, group or faction, the number of members of the public allowed to speak representing that company, group or faction shall be limited to three. Other comments are welcome at the discretion of the Chair. The time to comment shall be limited to 3 minutes and such time may be extended at the discretion of the Chair. Comments and comment cards will become public record.

Call Meeting to Order, Welcome: Chair Ken Kirby welcomed attendees and called the meeting to order. II. III. IV. Agenda Approval a. Proposed Amendments: No amendments, additions, deletions or corrections were made to the agenda. b. Approval of Agenda: A motion was made to approve the agenda as written. The agenda was unanimously approved as written (Steve Parrish/George Elmore). Public Comments: Mr. Kirby noted no members from the public were present at the Committee meeting. Therefore, there were no public comments. Items for Approval a. Minutes from March 26 th, 2015: A motion was made to approve the March 26, 2015 Executive Committee meeting minutes as written. The Committee unanimously approved the minutes as written (Mel Coleman/David Talley). V. New Business a. Discussion about Washington DC NAWB Conference Take Aways : Steve reported much of the conference workshop s value was less than in the past as we wait for the WIOA s Proposed Rule Making to be released. Next year we should see much more based upon the changes in the law, what the other workforce boards are doing and best practices. It was noted the Proposed Rule Making came out. The State is looking at the Proposed Rules and will be issuing guidance. b. Upcoming Board Membership Changes Under The New Law (WIOA): WIOA requires we adjust the board to accommodate the new law. Under WIOA positions will be gone that were there. The board is shrinking from 30 to 19. Board members will be contacted in the future of the new requirements when advised by the State. Discussion was held regarding potential differences between the Federal and State board requirements. The State may push back and require more community partners, the board could be less than 35 but more than 19. We may not know until the next legislative session. At this time if a board seat is removed we do not have to replace that position. The current position for a workforce services recipient held by Mr. Faby has been eliminated under WIOA. A motion was made to meet with Mr. Faby and discuss with him his resignation or dismissal (Steve Parrish/George Elmore). c. EXECUTIVE COMMITTEE April 10, 2015 Executive Session of the Executive Committee held on April 10, 2015 Christine Hanley presented her interviews within the Executive Committee members plus Kelly Smallridge and Dennis Gallon. Executive Committee considered Steven Craig's areas of strength and areas that should have additional attention. Moved by Dr. Coleman and seconded by George Elmore that Steven Craig be awarded an $8, annual raise retroactive to January 1, The Executive Committee also approved the following deliverables for Steven Craig: 1. Conduct an action planning session (Steven Craig and Executive Committee only) to be discussed at the June Executive Committee meeting and scheduled for a later date for no more than a half of a day. 2. More "management by walking around". Be more engaged with staff. 3. Steven Craig should own the metrics. Steven Craig should personally present metrics at Board meetings. Explain what they measure, why it's being measured, distinguish by whom the metric is required (Federal, State, Local Board). 4. Present Steven Craig's expectations of the Board. Page 2

4 APPROVAL OF INDIVIDUAL TRAINING ACCOUNT VENDOR AGREEMENT The Workforce Innovation and Opportunity Act and the Workforce Innovation Act of 2000 require that Regional Workforce Boards provide the greatest possible choice of training providers to those who qualify for training services. A local workforce development Board may not restrict the choice of training providers based upon cost, location, or historical training arrangements. Training providers may be a public or private post-secondary school or one who carries out programs under the National Apprenticeship Act and offers training services under the Workforce Innovation and Opportunity Act, the Workforce Innovation Act of 2000, the Welfare Transition Program and other funding sources CareerSource may administer. CareerSource reviewed the training provider s application for completeness and to ensure that CareerSource mandated criteria are met for the training programs and related occupational titles. As we do with all training providers CareerSource conducted an on-site review of the training facility. Our review verified the location equipment, classrooms, and school amenities which were all found to be satisfactory. CareerSource is recommending approval of the contract with the below listed vendor training provider and place the below listed course on the Eligible Training Provider List for Region 21 Palm Beach County for the period July 1, 2015 through June 30, The Workforce Innovation and Opportunity Act requires classroom or online training to be provided through ITAs at schools and for courses approved by the local workforce board. CareerSource established evaluation criteria for the approval of ITA providers and training courses to include licensure, accreditation (where one exists) and the issuance of an industry recognized credential. The ITA training provider met that criteria. Additionally, all occupational training must prepare students for in demand occupations appearing on the Targeted Occupations List (TOL) for Palm Beach County. The course submitted for approval is related to an occupation listed on the TOL for Region 21 Palm Beach County. All ITA Providers are licensed by the Florida Department of Education Commision For Independent Education or other applicable authority and meet CareerSource s licensing policy requirements and understand and commit to submitting Florida Education and Training Placement Information Program data. 21 BIOGRAPHY Mel D. Coleman, Ed.D. Mel D. Coleman is a Director of Academic and Faculty Support and Program Professor of Educational Leadership at Nova Southeastern University. He also serves as a site administrator at the NSU Palm Beach location. He previously served as Deputy Superintendent at Palm Beach School District in Palm Beach County, Florida. He served as Executive Director of Accountability in the Austin Independent School District in Austin, Texas; as Deputy Superintendent in Columbus, Ohio; and Superintendent for eight years in Mansfield, Ohio. He has a bachelor s degree in education from The Ohio State University, a Master of Science degree from Ohio University, and a Doctor of Education degree from Teachers College of Columbia University. Dr. Coleman has been a teacher, counselor, principal and curriculum director in the public schools. He has also been an adjunct professor of curriculum and instruction at Ashland University, Ashland, Ohio.
