Rob Haley is an Assistant Professor at the University of North Florida's Brooks College of Health s Health Administration Program. His research is focused on health care quality and patient safety. He served as an evaluator of graduate health administration programs for the Commission on Accreditation of Healthcare Management Education (CAHME). Dr. Haley received his Ph.D. in Health Policy and Administration from the University of North Carolina at Chapel Hill s Gillings School of Public Health, MBA from the University of Florida s Warrington College of Business, and MHS from the University of Florida s College of Public Health and Health Professions. He served as a hospital administrator for a large, integrated health care delivery system and as a Senior Director for Florida Blue. Dr. Haley is a J. William Fulbright Senior Specialist in Global and Public Health for Egypt and the United Arab Emirates and serves on the Fulbright Public and Global Health Review Committee.

Her research agenda focuses on (1) the evaluation of health outcome initiatives (HOIs), with an emphasis on cost effectiveness and policy impact of social-determinants-focused Health outcome initiatives; (2) the relationship between HOIs and population health, and (3) the evaluation of state-by-state Medicaid-related policies and their impact on reimbursement, physician behavior, and cost-containment efforts. Dr. Hamadi has also collaborated and continues to collaborate in the research area of value-based-purchasing and quality of hospital care with several faculty members from the MHA program.
4 Jeffrey Harrison, PhD Professor and Chair of the Department of Public Health Building 39, Room 4034 (904) HSA 4922 Healthcare Capstone HAS 6188: Healthcare Capstone Research Strategic Planning in Healthcare Organizational Performance and Assessment Decision Support Systems Disaster Medical Response Jeff Harrison has administrative responsibility for the undergraduate and graduate programs in Health Administration, Public Health and Mental Health Counseling. Duties include faculty and staff supervision, strategic planning, financial management, representing the Department of Public Health on university committees, assisting with curriculum development, oversight of program accreditation as well as meeting with students concerning academic and disciplinary issues. Jeff received his Master s in Business Administration (Finance Concentration) from the College of William and Mary in 1975 and his Masters in Health Administration (MHA) degree from the Medical College of Virginia in Subsequently, he earned his PhD in Health Services Organization and Research from Virginia Commonwealth University, Medical College of Virginia Campus in Jeff is a Professor in the Health Administration Program at the University of North Florida where he teaches Strategic Planning, Healthcare Finance and Health Information Technology. Jeff has over twenty-five years experience in the health care industry and has provided professional development seminars on a wide range of topics. He has published extensively in the areas of Management of Change, Healthcare Technology and Healthcare Strategic Planning. Jeff has published thirty nine professional articles and three book chapters. Most recently he published the following book: Essentials of Strategic Planning in Healthcare (2010), Health Administration Press, Chicago, Illinois. The second revision of this book is currently in Press. Jeff is a Certified Healthcare Executive and a Fellow in the American College of Healthcare Executives. He was selected one of the Top 100 Health Administration Professors, by MHA Guide in January Additionally, he was selected to the Most Influential People in Jacksonville Health Care, in June 2013, by the Jacksonville Magazine.

He has presented and spoken to many local, state and national audiences on the topic of leadership. In his role as Executive Director of the Health Administration Leadership Institute (HALI) has developed and presented many classes to the employees of the sponsors of HALI. He is considered a national expert on the topic of physician leadership.

7 JoAnn Nolin, JD, MSH, RN Associate Professor Director of Aging Services Management Building 39, Room 4055 (904) HSA 6425: Health Law HSA 6225: Long Term Administration HSA 4553: Health Law and Ethics GEY 3503: Assisted Living Administration GEY 3660: Aging Policy and Politics Research Aging and special populations Factors impacting career decisions by nursing home administrators Educational needs of staff working with seniors with intellectual and developmental disabilities JoAnn Nolin s current scholarship is focused on the area of Aging Services Management and includes recent revision of a chapter on Regulation in Long Term care for the 2nd edition of the McSweeney text, Dimensions of Long Term Care Management. She also has two research projects underway. The first is a study examining factors impacting career decisions by nursing home administrators. This project is funded by a grant from Life Care Centers of America and is being done in collaboration with colleagues at the University of South Florida. The second is a community based participatory research project examining educational needs of staff working with seniors with intellectual and developmental disabilities. This project is funded in part by a grant from the Jacksonville Community Foundation. Work with community organizations and service providers focusing on community-based health services for seniors directly relate to JoAnn s responsibilities as Director of the Graduate Aging Services Management Program and coordinator for the graduate Long Term Care Internship program. She has served on the Board of Directors for Glenmore a Continuing Care Retirement Community (CCRC) and the Northeast Florida Area Agency on Aging and is currently a member of the Board of Directors for Westminster Communities of Florida, the largest residential and skilled care facilities provider in the state. Additionally, her work with the Florida Brain Injury Association involving over 60 UNF students in a falls prevention research program for seniors and leadership in development of the Florida Medicare Advocacy Coalition led to recognition by the University as recipient of the 2011 UNF Faculty Service Award.

He received his doctorate in Health Services Research in 2011 from the Texas A&M Health Science Center, and a Master in Health Administration from The Ohio State University in His current research focuses on Value Based Purchasing and quality outcomes. Recent works have been published in Health Policy, The Journal of Strategy and Management, Nursing Economic$, The Journal of Healthcare Management, and Health Care Management Review.

Dr. Williams completed her doctoral works the University of Central Florida, where she investigated The Quality Effects of Remote Monitoring in Patients with Heart Failure. Dr. Williams current research focuses on the quality outcomes of health information technology in chronic disease management and behavioral healthcare.

She received her Ph.D. in Health Services Organizations and Research from Virginia Commonwealth University and her Master in health administration from Shandong University, Jinan, China. Dr. Zhao has participated in several research initiatives, including studies of financial pressures affecting hospital quality of care and health promotion and disease prevention services in rural hospitals. She has been the principal investigator for a multiyear grant from the Brooks College of Health Brooks Research Grants in which her research team examined organizational and financial influences on multi-dimensional aspects of nursing home quality of care. Her third area of research is in international health, in which she conducted a lot of comparative studies between US and China s health care systems. The last area of her research relates to hospital value-basedpurchasing and quality of care. She has published widely in numerous journals including Inquiry, Health Policy, Health Care Management Review, Health Services Research, and others. Dr. Zhao won the Outstanding International Leadership award due to her great contribution to propelling the University toward internationalization in spring She was also the recipient of Outstanding Undergraduate Teaching Awards at UNF. Because of her great achievements in higher education, she obtained the Outstanding Leadership Education Award in 2012 from Jacksonville, Florida. Due to her exceptional contribution to Jacksonville area, she won the City of Jacksonville Mayor s Asian American Association Board (MAAAB) Outstanding Community Service Award in May, 2015.
