3 MESSAGE FROM THE HEAD OF DEPARTMENT The Department of Political Science which was established as one of the first departments in the University has proved itself as the most vibrant in the University. Since its inception in 1992, it has produced some of the best graduates in the University. It produced the first First Class Graduate of the University. In 1998, the Department consolidated its foremost position when it introduced Postgraduate programs. As of now it has the largest number of Postgraduate programs in the University. The Department had earlier started Diploma programs in 1994 as part of its contribution to the training of middle level manpower for the state and the nation at large. Due to the number of programs and students, the Department boasts of having the largest number of Lecturers and Professors who are well grounded in their various areas of specialization. In line with its reputation, the Department expects nothing less than excellent scholarship from its students. This tradition of worthy academic standards must be maintained by all students who pass through it. The Head and entire Faculty enjoin all students to join hands with them to continue to make the Department the envy of the rest of the University by being worthy academic ambassadors of the Department during their stay in the university for various programmes and beyond. Orgen Rebecca Caretaker HISTORY OF THE DEPARTMENT The Political Science department of the Benue State University Makurdi is indeed one of the pioneer departments of the institution. It was established on 8 th August 1992 as an academic unit of the Faculty of social sciences. From its beginning, the department operated the Bachelor of Science Programme (B.Sc) and two sub-degree programmes; Diploma in Personnel management (DPM) and the Advanced diploma in Personnel management (ADPM). Now it has an enviable number of courses at the Post-graduate level. These include the Master of Science degrees in Political Science, International Relations and Strategic Students and Public Administration. It also offers Master of Public Administration (MPA) and Master of Arts (MA) in International Relations and Strategic Studies, and the Doctor of Philosophy in Political Science (Ph.D). The department has had four previous Heads, and these were: Professor Akase P. Sorkaa, Pioneer Head, Professor Tony Edoh, Dr. D. Aondoakaa Utume, Dr. Eugene T. Aliegba, Dr. Adagba Okpaga and the current Head of Department Dr. James Apam. 4

5 From a student population of less than 200 at inception, it now has more than 2,000 students undergoing various courses at different levels of study. PHILOSOPHY AND OBJECTIVES Philosophy The philosophy of the department is in tandem with that of the University and this is essentially to seek and mould the total being by developing the mind and comparing both theoretical and practical knowledge that encourages self reliance in the individual. The programmes of study and training have therefore been designed so as to aid the individual understanding to enable them change their environment. Objectives The main objectives of the department are; 1. To promote and advance knowledge in politics and make same available to all persons desiring of such knowledge without discrimination on the basis of race, creed or political convention. 2. To provide opportunities to persons of various affiliations to acquire of university education in political science and related disciplines. To train and provide skills-based human resources for Benue State in particular, Nigeria and the world at large. 3. To utilize research in the training and acquisition of knowledge in Political Science for the overall advancement of society. 4. To collaborate with other stakeholders and educational institutions in the propagation of knowledge for the advancement and development of society. ACADEMIC PROGRAMMES OF THE DEPARTMENT The Department operates a total of nine academic programmes at the Non-degree, Undergraduate and Post Graduate levels. The programmes are: Diploma in Personnel Management (DPM) Advanced diploma in Personnel Management (ADPM) Bachelor of Science in Political Science (B.Sc) Master of Science in International Relations and Strategic Studies (M.Sc) IRSS Master of Arts in International Relations and Strategic Studies (M.A. IRSS) Master of Science in Public Administration (M.Sc) Master of Science in Political Science (M.Sc) Master of Public Administration (MPA) and Doctor of Philosophy in Political Science (Ph.D Political Science), with specializations in: - International Relations - Public Administration - Comparative Politics and Development Studies - Political Economy - Political theory and Philosophy 1.1 Philosophy and Objectives of the Diploma Programmes (Non-degree) The Department of Political Science has the main objective of providing adequate and well-trained quality manpower for organizations in both the public and private sectors of the Nigerian economy. The courses seek to give highly specialized academic and professional training to middle and senior level manpower in Nigeria. The philosophy and objectives of the diploma courses of the Department have been influenced by the changing orientation to public administration and management in general. Hence, even the nomenclature of the courses in the traditional public administration had to be changed to personnel management. This is to accord with the new orientation to administration, which is for the effective management of change, which calls for dynamism in human resources development and utilization. 5

6 The courses in the department have avoided the practice in many management schools where many of the courses are duplications from the developed countries of the North and therefore, hardly relevant to the Nigerian environment. Instead, the courses in the department emphasize the role of the environment in shaping administration and management, especially, the role of the state, political influence on administration and management in Nigeria. BACHELOR OF SCIENCE, POLITICAL SCIENCE, (B.Sc.) 1. THE PHILOSOPHY OF THE PROGRAMME The philosophy underlying the programme of the B.Sc. Political Science of the Benue State University, Makurdi is to produce graduate students who are imbued with the culture and the willingness to have a thorough knowledge of their immediate environment in order to contribute towards improving the lot of the ordinary people in Benue State, the entire nation and the international community in general. 2. OBJECTIVES OF THE PROGRAMME The main objective of the programme is to have students study and understand political behaviour in all its ramifications, formulate appropriate hypotheses and theories for solving the socio-economic and political problems of the Nigerian society. The programme therefore aims at: i) Producing graduates with a thorough understanding of the roots of the problems of development of the Nigerian society, especially as linked to the state, economy and society, including the international arena and the possible way out. ii) Developing the critical judgment of students, including the ability to observe, understand, analyze and synthesize data on socio-economic and political problems by using political science methods and techniques in providing solutions to societal problems. iii) Providing the enabling academic environment for students to realize the spirit of self-reliance, probity, commitment, patriotism and discipline. iv) Following from the background of objectives (i- iii) as given above, the graduates of political science are expected to have a thorough knowledge of the Nigerian political system to enable them contribute to development in the areas of industry, administration, management, policy analysis, external affairs, lecturing, teaching, journalism, planning etc. 3. ADMISSION REQUIREMENTS i) The Department has a four year degree programme and admission is through Joint Matriculation Examination (J.M.E.) candidates for admission must possess at least five credits at the Senior Secondary School Certificate (SSC) or General Certificate of Education (GCE). One of the credits shall be English Language. In addition, at least a pass in mathematics is required. ii) iii) Candidates for Direct Entry admission shall possess five credit passes in the SSCE, GCE, or IJMB of which at least two shall be at the advanced level, or four credit passes of which at least three shall be at the advanced level provided that such passes are not counted at both levels of the examinations. The Diploma in Personnel Management of Benue State University at the credit level is a qualification for Direct Entry admission into the Department. 4. DEGREE REQUIREMENTS i) Candidates for the B.Sc. Political Science shall take and pass a minimum of 36 credits each academic year of two semesters. 6

7 ii) The courses are categorized into compulsory and electives. Students of Political Science must pass all compulsory and general studies courses to graduate. 5. COURSE SYNOPSIS 100 LEVEL POL 101 INTRODUCTION TO POLITICAL SCIENCE This is course introduces students to the nature of Politics and how it is played. It emphasizes the issues of political discourse and practice. It also introduces students to the Language, basic concepts of politics and methods of political science. POL 102 INTRODUCTION TO AFRICAN POLITICS The Nature of African Politics, origins and Problems of African Politics. Problems of Colonialism, Neo-colonialism. Succession to power. Military Rule. Etc. African and the Colonial Metropolis, Africa in International Affairs. POL 103 NIGERIAN CONSTITUTIONAL DEVELOPMENT The student is taken through the development of Nigerian Constitutions in a chronological and sequential order beginning from the colonial era to the present day. POL 104 ORGANIZATION OF GOVERNMENT The various ways of organizing government into legislature, executive, and judiciary. The theory of the separation of power, Forms of Political Administrative System. i.e. Unitarism, Federalism, Con-federalism. Forms of Government like Presidentialism, Parliamentarianism, 9

10 Instrumentalities of Political Interaction like political parties, pressure groups, interest groups, etc. POL 105 THE CITIZEN AND THE STATE It exposes students to state as a philosophical concept and as a political reality. Justification for the existence of state. Relationship between the state and citizen in terms of their reciprocal obligations and duties, sources and nature of strained relations between the state and citizen and the processes of rectification. 200 Level POL 201 NIGERIAN GOVERNMENT AND POLITICS I It teaches a Federal arrangement and Division of Powers, critical issues in Nigerian Politics i.e. Census, elections, Education, Representation and Representativeness, Ethnic Relations, etc. POL 202 NIGERIAN GOVERNMENT AND POLITICS II This is a continuation of Nigerian Government and Politics I where the Federal arrangement and division of powers are studied, critical issues in Nigerian politics i.e. Census, Elections Education, representation and representativeness, Ethnic relations, fiscal federalism, local government and civil service reforms, state reforms, etc. POL 203 FOUNDATION OF POLITICAL ECONOMY Relationship between politics and economics, economic and determinants of politics, class analysis and political power relations, production and politics with emphasis on the material basis of political action. POL 204 INTRODUCTION TO INTERNATIONAL RELATIONS The organization of the international society. Theory of international relations. Linage politics, theory of coalition and alliances, balance of power theory, impact of the emergence of the Third World. POL 205 INTRODUCTION TO POLITICAL ANALYSIS The nature of politics, political systems and the structure of government, political representation, regime types and political regimes. The relationship between regimes types and political efficiency, citizen participation and political culture. POL 206 POLITICAL IDEAS Introduction to major political ideas in their historical context, emphasis should be placed on concepts like Monarchism, liberalism, democracy, socialism, fascism, anarchism, etc. POL 207 PRINCIPLES OF PUBLIC ADMINISTRATION The Rationale of administration. The Ecology of Administration. The politics of administration. The administrative Actor, Delegation, Administrative Actor, Delegation, Administrative audit and Control elements of Administrative Law. POL 208 INTRODUCTION TO LOCAL GOVNERMNT The course introduces students to the concept and theories in local government studies. Structural organization of Local Government System is examined, and features of devolution and deconcentration. Community power structures and central-local relations among other issues are studied. POL 211 INTRODUCTION TO COMPARATIVE POLITICS Logic of comparative social inquiry, objectives of comparative inquiry, approaches to the study of comparative politics, i.e. singe country Approach, Multi-Country Approach, synchronic Approach. POL 302 COMPARATIVE FEDERALISM The genesis of political dynamics of Comparative Federal Systems, with particular reference to such countries as U.S.A., U.S.S.R., Canada, West Germany, India and Nigeria. POL 303 CONTEMPORARY POLITICAL ANALYSIS Contending paradigms in contemporary political analysis, their philosophical and ideological roots, as well as evaluation; elite approach, group theory, functional system and communication theory, basic concepts and elements of game theory and political gaming; structural analysis, theories of political development ; the new political economy. POL 304 POLITICS OF DEVELOPMENT AND UNDER-DEVELOPMENT A Systematic and theoretical study of the political and socio-economic context of the problems of development and underdevelopment; dependency and international and Internal economic structures; analysis of profound change; agents of change and constraints and problems contingent on rapid socio- economic change, with specific reference to post-colonial African State but also comparison with Latin American, and Asian countries among others. POL 305 PUBLIC POLICY ANALYSIS Concepts and strategies of planning, programming and budgeting systems (PPBS): basic techniques of network construction and analysis examined descriptively and from the perspective of administrative systems; cost-effectiveness analysis and critique. POL 306 PUBLIC ADMINISTRATION IN NIGERIA Ecology of Nigerian Public Administration; the Civil Service, Field Administration, Public Corporations, Politics of Financial Administration. POL 307 LOGIC AND METHODS OF POLITICAL ANALYSIS Political science and the scientific method, introduction to Research Methods in Political Science; the Logic of Political Inquiry and the Language of variables; introduction to problem formulation. POL 308 THE METHODOLOGY OF COMPARATIVE POLITICS Comparative Political Analysis: History of Comparative Politics concepts, the scientific method, and Logic of comparison: Classification system in Comparative Politics; Case study approach; competing paradigms or orientations in comparative political analysis; the strategy of across national research. POL 310 THEORIES OF INTERNATIONAL RELATIONS An examination of the basic concepts and theories that have been offered for the study of international Relations. Topics to be covered will include power. conflict and Accommodation, Systems Theories, Linkage Politics, the Theory of Coalition and alliances, Models, Games and Simulation. POL 312 INTERNATIONAL ECONOMIC RELATIONS The course underlines the economic bases of some of the actions and reactions in international politics, drawing materials from international trade, commercial policy, capital movements, etc role of IMF, World Bank, and such monetary agencies; multinational enterprises and national power.theory of unequal exchange and the North/South problem. Finally, the Economic theory of National Boundaries, Customs Unions, ends Currency Areas. POL 313 THEORY AND PRACTICE OF ADMINISTRATION Evolution of Administrative/Organizational Theory from the Classical through the Neo-Classical to the Modern; Relation of Administration to politics and the Political Process; Administrative Behaviour in various Institutional Settings, Interplay of Political Institutions and Administrative 11

12 Patterns of Behaviour, Study of Personal Administration, Decision-Making in bureaucratic Organizations. POL 314 GOVERNMENT AND ADMINISTRATION OF URBAN SYSTEMS The problems involved in the planning and execution of major services in urban political systems, and an examination of the structure of political power operating in such systems. POL 315 THEORY AND PRACTICE OF MARXISM The course will introduce students to the theoretical framework of Marxism as a basic analytical tool for analyzing and understanding problems of development. Attempts will be made to match the theory of Marxism with its practice in selected areas of the world. POL 316 COMPARATIVE LOCAL GOVERNMENT Examination of the theoretical bases of different local government system (e.g. Nigerian, British, French, and American) and their relationship to structural organization of local government. POL 402 STATE AND ECONOMY The course attempts to examine the role of government in the Management of a modern economy with special reference to Nigerian and other African countries. It deals with the relationship between government and private enterprises and examines some political issues such as the role of foreign capital in the domestic economy, the questions of foreign aid, technology and expertise, indigenization and self-reliance economy. POL 403 THIRD WORLD AND DEPENDENCY The course attempts a systematic theoretical and empirical study of the political economy of underdevelopment in the third world, with emphasis on Africa. Students will be exposed to the theories of imperialism and neo-colonialism and their relevance in understanding the problem of underdevelopment in the third World. The main objective is to develop students awareness of the political and economic context of the problem of underdevelopment in the Third World, particularly in Africa. POL 404 POLITICS AND LAW IN AFRICA The course is a comparative examination of the inter-relations between law, and politics in different African countries. The first section deals with the concept of law, that it is, how law arises and how it becomes institutionalized, and the second with the judicial process, specifically the systems of criminal justice which translates the abstract concerns of law into concrete institutions and policy, in terms of who benefits and who does not. POL 405 DEVELOPMENT ADMINISTRATION The course will introduce students to the theories and practice of planning and managing development, particularly in the rural setting. Such theories and practices will be evaluated against the background of the development needs of the rural sector with a view to determining their relevance. POL 406 COMPARATIVE PUBLIC ADMINISTRATION Comparative analysis of private large scale organizations and public (state) administrative organization; public administration in federal and unitary states; of the bureaucracies and state parastatals; of public administration in selected countries; liberal democracies, communist systems and the Third world. 12

13 POL 407 NIGERIAN LOCAL GOVERNMENT This course will undertake a critical review of the historical development of the local government system in Nigeria. It will then assess the problems and usefulness of the local government system within the context of the Nigerian political economy. POL 408 RESEARCH PROJECT This is an independent study which affords the student the opportunity to utilize acquired research skills. The student is expected to have his/her research design/proposal approved and to collect his/her data during the first semester while the write-up is expected to be completed to be completed during the Second Semester. POL 409 POLITICAL PARTIES AND PRESSURE GROUPS The course will introduce students to the similarities and differences between political parties and pressure groups and their functions and roles in the political system. Nature of party organization and consequences for political participation and development will be examined. POL 410 NIGERIAN FOREIGN POLICY This course examines Nigerian foreign policy against the background of the country s national interest. It also examines the internal and external sources of and constraints on policy options. POL 411 REVOLUTION AND SOCIETY The causes, advantages and disadvantages of revolution will be examined in this course using historical and contemporary examples. POL 412 INTERNATIONAL LAW AND ORGANIZATIONS This course examines the origin, basis, functions and the development of international organizations. It also examines the role of international law in international cooperation and settlement of inter-national conflicts. The course, in short, introduces students to the institutional and legal framework for the management of international conflicts and for organizing international cooperation. POL 413 PERSONNEL ADMINISTRATION The nature and scope of personnel administration in public and private organizations. The use of techniques, tools and principles of personnel administration such as interviews, job evaluations and analysis. Collective bargaining and performance appraisals, staff discipline and human relations. POL 414 COMPARATIVE POLITICS OF DEVELOPING AREAS A comparative analysis of government and politics of sleeted regions (such as Western Europe and North America; communist Party States of Eastern Europe; Middle East an North Africa; south East Asia; Latin America). POSTGRADUATE PROGRAMMES INTRODUCTION As a way of serving the professional needs of the environment as well as enriching the academic climate of the department, four postgraduate programmes were mounted in 1998 namely: the Masters in Public Administration (MPA) which was started to serve the professional advancement needs of the teeming population of Administrators in the University s catchments area. The Master of Science (M.Sc) in Public Administration was also mounted at the same time as a more academically focused programame. The two other programmes which were designed with the same objectives were the Master of Science (M.Sc) in International Relations and Strategic Studies and the Master of Arts (M.A.) in International Relations and Strategic Studies. In 2000/2001 academic session the Master of Science programme in Political Science was also introduced. These programmes and the overall academic research, teaching and learning environment will be greatly enhanced by two new programmes that are hereby proposed: 13

Objectives of the Programme (i) (ii) (iii) To provide an advanced and specialized course in Public Administration and Management suitable for mid-career officers who have had some years of practical experience and who are about reaching the higher levels of administrative management. To broaden the intellectual scope of the participants so as to sharpen their analytical and problem-solving capabilities. To foster the ability of the participants to relate principles and theories for Public Administration and Management to the practical issues and problems of Nigeria and the way out. 2. Duration and Status The duration of the course is two semesters of course work and research project. The course is full time. The course is organized in the evening and weekends. This is to allow for persons working in the public service to be able to marry their jobs with attendance for lectures and seminars. 3. Admission Requirements An applicant for admission into the Masters degree will be: [a] a graduate of Benue State University; or [b] a graduate of any approved university; or [c] a graduate of Advanced Diploma in Personnel Management of Benue State University at Credit level and above. Such a person must have the basic entry qualification for entry into the undergraduate programme in the first place; or [d] a person holds a recognized qualification approved by the Senate of the University. An applicant for Masters degree programme shall, normally, possess not lower than a Second Class Lower Division Honours degree to be eligible for admission. However, in exceptional cases, candidates with lower degree classifications may be considered under certain conditions as specified in the Post-Graduate School Handbook. 4. Requirement for the Award of the Degree The award of the M.P.A. degree shall be governed by the University regulations guiding similar programmes in the University by the Postgraduate School. Master of Science (M.Sc.) in Public Administration/masters in Public Administration 1. Objectives of the Programme The M.Sc. degree in Public Administration is based on coursework and research. It is designed for candidates who intend to take up teaching and/or research work in Public Administration in the Universities. It is intended therefore that candidates for the degree shall be thoroughly prepared for lecturing and research work. 2. Duration and Status The minimum duration for the M.Sc. degree programme shall be two sessions. course is also full time. The 3. The only difference between the MPA and M.Sc Public Administration Programmes is that since the M.Sc Programme is much more academic inclined, students are expected to research in areas that involves a more critical search into the phenomena in Public Administration and to orally defend their dissertations. The students in the two programmes attend the same classes and write the same examination. MASTER OF SCIENCE IN POLITICAL SCIENCE (MSc) A. OBJECTIVE OF THE PROGRAMME The objective of the programme is to prepare and produce candidates with higher levels of intellectual and academic skills, beyond those required at the first degree level, capable of meeting the requirements of research, teaching, administration and entrepreneurship in an increasing more complex world.
