This degree s focal points are the American Health Information Management Association (AHIMA) entry-level competencies. The Health Information Technology program is accredited by the Commission on Accreditation for Health Informatics and Information Management Education (CAHIIM); Graduates from this program are eligible to sit for the Registered Health Information Technician (RHIT) credentialing exam. Upon completion of this program students will be able to demonstrate the learning outcomes for this program at the following proficiency level: I. Health data management competencies A. (Application Level) Demonstrate health data structure, content, and standards for the medical record 1. (Synthesis Level) Collect and maintain health data.
3 Page 3 of 7 2. (Analysis Level) Conduct analysis to ensure documentation in the health record supports the diagnosis and reflects the patient's progress, clinical findings, and discharge status. 3. (Application Level) Apply policies and procedures to ensure the accuracy of health data. 4. (Synthesis Level) Contribute to the definitions for and apply clinical vocabularies and terminologies used in the organization's health information systems. 5. (Synthesis Level) Verify timeliness, completeness, accuracy, and appropriateness of data and data sources for patient care, management, billing reports, requisitions, and/or databases. B. Apply healthcare information requirements and standards to the medical record, 1. (Synthesis Level) Monitor and apply organization-wide health record documentation guidelines. 2. (Application Level) Apply policies and procedures to ensure organizational compliance with regulations and standards. 3. (Synthesis Level) Report compliance findings according to organizational policy. 4. (Synthesis Level) Maintain the accuracy and completeness of the patient's record as defined by organizational policy and external regulations and standards. 5. (Synthesis Level) Assist in preparing the organization for accreditation, licensing, and/or certification surveys. C. Demonstrate clinical classification systems when coding healthcare, 1. (Synthesis Level) Use and maintain electronic applications and work processes to support clinical classification and coding. 2. (Application Level) Apply diagnosis/procedure codes using ICD codes. 3. (Application Level) Apply procedure codes using CPT/HCPCS. 4. (Synthesis Level) Ensure accuracy of diagnostic/procedural groupings such as DRG, APC, etc. 5. (Application Level) Adhere to current regulations and established guidelines in code assignment. 6. (Evaluation Level) Validate coding accuracy using clinical information found in the health record. 7. (Synthesis Level) Use and maintain applications and processes to support other clinical classification and nomenclature systems (such as ICD, SNOMED, etc.) 8. (Evaluation Level) Resolve discrepancies between coded data and supporting documentation.

(Application Level) Apply policies and procedures for the use of clinical data required in reimbursement and prospective payment systems (PPS) in healthcare delivery. 2. (Evaluation Level) Support accurate billing through coding, chargemaster, claims management, and bill reconciliation processes. 3. Use established guidelines to comply with reimbursement and reporting requirements such as the National Correct Coding Initiative. 4. Compile patient data and perform data quality reviews to validate code assignment and compliance with reporting requirements such as outpatient prospective payment systems. II. Health statistics, biomedical research, and quality management competencies related to the medical record, A. Apply healthcare statistics and research to the medical record, 1. (Application Level) Apply information system policies and procedures required by national health information initiatives on the healthcare delivery system. 2. Abstract and maintain data for clinical indices/databases/registries. 3. (Synthesis Level) Collect, organize, and present data for quality management, utilization management, risk management, and other related studies. 4. Compute and interpret healthcare statistics. 5. (Application Level) Apply Institutional Review Board (IRB) processes and policies. 6. (Application Level) Use specialized databases to meet specific organization needs such as medical research and disease registries. B. Demonstrate incorporating quality management and performance improvement for the medical records data, 1. (Synthesis Level) Abstract and report data for facility-wide quality management and performance improvement programs. 2. (Analysis Level) Analyze clinical data to identify trends that demonstrate quality, safety, and effectiveness of healthcare. III. Health services organization and delivery competencies, A. Explain the healthcare delivery systems, 1. (Application Level) Apply information system policies and procedures required by national health information initiatives on the healthcare delivery system.

Participate in the implementation of legal and regulatory requirements related to the health information infrastructure. 2. (Application Level) Apply policies and procedures for access and disclosure of personal health information. 3. (Application Level) Release patient-specific data to authorized users. 4. (Synthesis Level) Maintain user access logs/systems to track access to and disclosure of identifiable patient data. 5. (Synthesis Level) Conduct privacy and confidentiality training programs. 6. (Evaluation level) Investigate and recommend solutions to privacy issues/problems. 7. (Application Level) Apply and promote ethical standards of practice. IV. Information technology and systems competencies in processing the medical record, A. (Application Level) Use common software applications such as spreadsheets, databases, word processing, graphics, presentations, , etc., in the execution of work processes. 2. (Application Level) Use specialized software in the completion of HIM processes such as record tracking, release of information, coding, grouping, registries, billing, quality improvement, and imaging. 3. (Application Level) Apply procedures to the use of networks including intranet and internet applications to facilitate the electronic health record (EHR), personal health record (PHR), public health, and other administrative applications. B. Demonstrate data, information, and file structures for the medical record,

(Application Level) Apply confidentiality and security measures to protect electronic health information. 2. (Evaluation Level) Protect data integrity and validity using software or hardware technology. 3. (Application Level) Apply departmental and organizational data and information system security policies. 4. (Synthesis level) Use and summarize data compiled from audit train and data quality monitoring programs. 5. (Synthesis Level) Contribute to the design and implementation of risk management, contingency planning, and data recovery procedures. E. Explain healthcare information systems, 1. (Comprehension Level) Explain how to plan, design, implement, integrate, test, evaluate, and support an organization-wide information system. 2.
