1 February 2, 2010 TO: FROM: Richard Van Acker, Chair Senate Committee on Educational Policy Midge Grosch Director, Programs and Academic Assessment I am forwarding for the information of the Senate Committee on Educational Policy the attached Revision of the Bachelor of Science in Health Information and Addition of an Online Option for Students with Associate Degrees. Although this proposal is being sent to you as an information item, please note the following: a) The College is currently working on an etuition rate for the online program with the campus Office of Budget and Program Analysis. Therefore, the budget for the online program has not yet been finalized. b) The proposal requests that 2 hours of proficiency credit be awarded to students who are graduates of an associate degree program in Health Information Technology accredited by the Commission on Health Informatics and Information Education (CAHIIM), and also hold current Registered Health Information Technician (RHIT) and/or coding certification. No proficiency test would be required of these students in order to obtain the proficiency credit. c) The department has included an assessment strategy, in line with our recent decision to request such for existing programs which will be offered online. 2 2 Title: Revision of the Bachelor of Science in Health Information and Addition of Online Option for Students with Associate Degrees Sponsor: Department of Biomedical and Health Information Sciences, College of Applied Health Sciences Description: The following revisions to the Bachelor of Science in Health Information are proposed: 1. Minor Revision of the Course Requirements - Change BHIS 405, Medical Sciences and Human Pathophysiology from -4 variable credits to fixed credits and move the medical terminology component to BHIS 406: Medical Terminology for Health Information, as a new course for 1 credit. Currently students in Biomedical Visualization take the Pathophysiology portion for credit hours and students in Health Information take this component plus a 1 credit Medical Terminology option. Total hours for the degree remain the same at Addition of Proficiency Credit option - Students may receive up to 0 hours of proficiency credit if: They are graduates of an associate degree program in Health Information Technology accredited by the Commission on Health Informatics and Information Education (CAHIIM), AND also hold current Registered Health Information Technician (RHIT) and/or coding certification OR They provide a transcript of equivalent coursework and demonstrate proficiency by exam Proficiency credit may be provided as follows: a. 2 hours for those with the RHIT credential or by exam: HIM 17 Principles of Health Information, 4 hrs HIM 19 Alternative Health Records, 4 hrs HIM 20 Technical Affiliation, 2 hrs HIM 29 Legal Aspects of Health Information, hrs HIM 86 Independent Study - Analysis of Healthcare Data, hrs. Note: HIM 7, Analysis of Health Care Data (4 cr hrs), includes additional material not usually addressed in associate degree programs. Credit for hrs of the content that is covered in HIM 7 is given as HIM 86 Independent Study, and the student will obtain the remaining content in HIM 452, Quality and Data Analysis HIM 410 Introduction to the Health Care System, hrs BHIS 405 Medical Sciences and Human Pathophysiology, hrs BHIS 406 Medical Terminology for Health Information, 1 hr b. 7 hours for those with a CPC, CCA, CCS, CCS-P coding credential who demonstrate current knowledge via an exam: HIM 42 Coding and Classification Systems, hrs HIM 4 Coding and Reimbursement Systems, 4 hrs

3 The proficiency credit will be granted following completion of 16 hours (50%) of the HIM coursework taken at UIC with a grade of C or better. The UIC HIM curriculum for students granted proficiency credit would include the following 2-9 hours, in addition to courses above for which proficiency credit has not been granted: 2 hours: HIM 61 Human Resources, 4 hrs HIM 67 Systems Analysis, hrs HIM 74 Health Information Research, hrs HIM 77 Current Issues in Health Information, 2 hrs HIM 84 Clinical Practicum, 5 hrs BHIS 410 Health Data Structures and, hrs BHIS 460 Introduction to Health Informatics, 1 hr BHIS 461 Information Systems for Health Information, 2 hrs BHIS 480 and Business Practices, hrs HIM 481 Healthcare Financial, 2 hrs HIM 452 Quality and Data Analysis, 4 hrs NOTE: HIM 452 is substituted for part of HIM 7, Analysis of Health Care Data and HIM 4, Quality Evaluation and, two courses which are taken by students who do not qualify for proficiency credit. PLUS, if not receiving proficiency credit: HIM 42 Coding and Classification Systems, hrs HIM 4 Coding and Reimbursement Systems, 4 hrs. Addition of Online delivery option - An online delivery option for students with an associate degree in a health care discipline, information technology, or business to complete the Bachelor of Science in Health Information is proposed. Graduates will be able to sit for the Registered Health Information Administrator (RHIA) certification exam offered through the American Health Information Association. This type of program follows the precedent of two other online campus programs, the Bachelor of Business Administration Degree Completion Program, and the Bachelor of Science RN/BSN Degree Completion Program. The following changes to admission requirements will occur for these online students: Prerequisites: An overall transferable GPA of 2.5/4.0. This is higher than the requirement for campus students as an indicator of ability to pursue online studies PLUS Completion of an associate degree in healthcare, information technology, or business, with 60 transferable hours, including completion of UIC s general education requirements Completion of the following prerequisites, or equivalent courses at other accredited colleges or universities, as part of the 60 hours: o KN 251 and 252, Human Physiological Anatomy I (5 hrs) and II (5 hrs) o PSCH 242, Introduction to Research in Psychology ( hrs) o IDS 200, Introduction to Information Systems (4 hrs) Note that the face-to-face delivery option will continue to be offered. Justification: 1. It is cumbersome to administer BHIS 405 in its current format to meet the needs of different student groups. Creating two separate courses will enable students to enroll in the specific

4 4 requirements needed for their curriculum 2. Students who have successfully passed the certification exam for Registered Health Information Technicians have demonstrated competency in the 2 credit hours of foundational coursework listed, which are offered in the first two semesters of the BS in Health Information professional program. Offering the block of proficiency credit will provide a mechanism for the students to progress into more advanced coursework and build upon this foundation. Others with equivalent course work and demonstrate proficiency through exam, may obtain partial proficiency credit.. The American Recovery and Reinvestment Act of 2009 (ARRA) is predicted to create a need for an estimated 50,000 new HIM jobs as the nation moves from paper-based to digital healthcare record systems. $4 billion in incentive payments will be provided to encourage healthcare providers to adopt healthcare IT and show meaningful use. Skilled workers will be needed at all levels, from technical to professional. As the healthcare industry evolves in the electronic environment, the HIM profession has the unique ability and opportunity to influence the implementation and management of electronic health records, and shape the ways in which health information is used to deliver quality care. Program graduates from UIC will be well qualified to assist with training and implementation of patient care systems. The current BS in HIM, established in 1965, has a long history of excellence and consistently preparing graduates who become leaders in the HIM profession. It is currently offered as a blended program and continues to attract traditional students from UIC and local community colleges. However, it presents obstacles to those working adults who want to build upon a completed associate degree and/or change careers. Offering the program with an online option provides flexibility to those students to complete course requirements at more convenient times. As a result, the program has the potential to enroll students who could not complete the degree in a traditional face to face due to the need to balance work, school, family, and home. The proposed online bachelor completion option addresses health care, IT, or business professionals with an associate degree, who seek eligibility to sit for the RHIA exam as a mode of career change and advancement. Requiring an associate degree demonstrates that applicants have the requisite background in areas suitable for progression to the BS in HIM, as well as having completed general education foundation courses. The Blackboard Learning System is used as the foundation for all courses in the current campus and online postbaccalaureate certificate program in Health Information. Many courses have already been converted to online format and are part of the postbaccalaureate certificate program; the others are currently offered in blended format for the campus-based program and can be easily converted over the next two years as they are offered. While the majority of courses include asynchronous delivery, 5 courses include field observation and/or practicums in healthcare organizations. Course instruction uses a combination of discussion, readings, presentations, written papers, and online assessments. Student assessment is similar to that used in the campus-based and postbaccalaureate certificate programs, including review of quantity and quality of discussions, graded quizzes and written papers. In addition, students complete a comprehensive exam at the end of the program in preparation for the RHIA certification exam. There are other existing HIM online degree programs that are targeted only to those with HIT associate degrees. According to market studies completed within the last year by Compass Knowledge Group, there is need for a program that is suitable not only for HIT associate degrees, but also other related associate degrees in the clinical realm (such as dental hygiene, radiology technician, etc.). Applicants with associate degrees in information technology or business who wish to concentrate in healthcare are other ideal candidates for the BS in HIM. UIC is positioned well to fill that need. The program has extensive experience in online education delivery, are well respected in the HIM and health informatics industries, and would be the only university in the country to offer the full continuum of HIM education, including a traditional bachelor s, online associate to bachelor completion, post-baccalaureate HIM, and Master s level degrees and certificate programs in Health Informatics.

5 5 Catalog Statement: See attached Minority Impact Statement: No negative impact on minority students. Offering an online option may increase minority enrollments as it will remove barriers to those who cannot attend campus-based classes due to the need to balance home, work, school, and family. Budgetary and Staff Implications: Additional faculty resources required will be paid through internal reallocation and no new state resources are required. As enrollments increase, we will consider additional adjunct and full-time faculty appointments / management changes as necessary to accommodate the growth and required oversight to these programs. NOTE: Tuition for the online option is still under review, per letter from Todd Van Neck in Budgeting and Program Analysis. 6 6 Catalog Statement Present: Introduction: Proposed: The mission of Biomedical and Health Information Sciences is to advance the quality and efficiency of healthcare through improved information management, communication, and the generation of new forms of biomedical and other healthcare data. The goals of the department are leadership, innovation, initiative, and quality with strong focus on the unique arena of health informatics at the University of Illinois at Chicago. The department actively supports the central mission of the College of Applied Health Sciences by facilitating innovative educational and research programs, providing leadership within department disciplines to meet current industry challenges, and ensuring that graduates have a competitive edge in the increasingly demanding health informatics marketplace. The department strives to produce healthcare professionals who can effectively partner with and/or lead information technology professionals in the problem-solving activities of their organizations. The Department of Biomedical and Health Information Sciences offers an undergraduate program leading to the Bachelor of Science in Health Information. The undergraduate brochure for Health Information is available online Accreditation The Bachelor of Science in Health Information program is accredited by the Commission on Accreditation for Health Informatics and Information Education (CAHIIM). Description: The Health Information undergraduate degree program provides skilled instruction in the management and use of information and information systems for healthcare planning, provision, resource allocation, and executive decision making. The undergraduate program, established in 1965, maintains a reputation of excellence and consistently produces

7 7 graduates who become leaders in the field. Within the world of health information management, registered health information administrators (RHIAs) are responsible for the management of health information systems consistent with the medical, administrative, ethical, and legal requirements of the healthcare delivery system. RHIAs often have opportunities to develop information systems for quality patient care, facility reimbursement, medical research, health planning, and healthcare evaluation. Administrative duties of the RHIA encompass responsibility for personnel, capital equipment selection, systems design and analysis, hospital committee activities, and budget management. RHIAs also provide health information to qualified users and safeguard confidential patient data. The job forecast for RHIAs is positive, not only in hospitals but also in other healthcare settings, such as home health agencies, hospice programs, nursing homes, and ambulatory care facilities. Employment opportunities also exist in education, research, consulting, sales, insurance companies, and with state and national healthcare organizations. The Health Information program is available on a full- or part-time basis and begins with the fall semester. Although health information technician course credits do not count toward the required 60 semester or 90 quarter hours of prerequisites, registered health information technicians (RHITs) with passing scores on required validation examinations administered by department faculty are not required to enroll in certain courses. The Health Information program is available on a full- or part-time basis. Admissions to the campus-based program are accepted for the fall semester only. Admissions to the online program are accepted each semester. Although health information technician course credits do not count toward the required 60 semester or 90 quarter hours of prerequisites, students who are graduates of an associate degree program in health information technology accredited by the Commission on Health Informatics and Information Education (CAHIIM), who also hold current Registered Health Information Technician (RHIT) and/or coding certification may receive up to 0 hours of proficiency credit in required Health Information courses. Other students with a transcript of equivalent coursework may request the opportunity to demonstrate proficiency through exam. Graduates receive a Bachelor of Science in Health Information degree and are eligible to register for the national RHIA credential examination offered by AHIMA.
