1 1 (25) decision by Vice-Chancellor, 26/03/2012 Ref. no. 2012/231 A 21 FOR EMPLOYMENT AND PROMOTION OF TEACHERS AT UNIVERSITY WEST The university's employment regulations specify the rules applied when employing teachers over and above the specifications of the Higher Education Ordinance. This document provides a complement to the employment regulations and is intended for applicants seeking employment as professors, senior university lecturers, assistant senior university lecturers, post-docs, university lecturers and senior university lecturer, and applicants seeking promotion. The document is also applicable in the case of expert review, providing a basis for the work of experts on evaluation of applicants' qualifications. This document comprises six different sections. 2 2 (25) Section 1 APPLICATION FOR ADVERTISED EMPLOYMENT AS A PROFESSOR, SENIOR UNIVERSITY LECTURER, ASSISTANT SENIOR UNIVERSITY LECTURER, POST- DOC, UNIVERSITY LECTURER OR SENIOR UNIVERSITY LECTURER The application document must be structured as shown in the template below 1. LETTER OF APPLICATION State the employment to which the application relates, with the announcement title and reference number. 1.1 Information on the applicant Name Address, home and current place of work Telephone number, home, place of work, mobile phone address List of appendices 2. The works cited must be complete and at least accepted for publication at the time of submission of the application.

3 3 (25) A maximum of five publications may be cited for senior university lecturer, assistant senior university lecturer, post-doc, university lecturer and senior university lecturer applications, and a maximum of ten publications may be cited for professor application, unless stated otherwise in the advertisement. Publications will be listed under separate headings. Specify any overlaps. Any documentation which cannot be sent digitally, e.g. books and publications must be sent as follows: one copy for applications for university lecturer positions two copies for applications for senior university lecturer, assistant senior university lecturer and post-doc positions three copies for applications for professor and senior university lecturer positions Submit your application to: University West Personnel Department SE Trollhättan State the reference number. The applicant must be prepared to provide an additional copy of application documents for expert review.

LETTER OF APPLICATION State that the application relates to promotion to senior university lecturer, the subject field and the cited grounds for promotion (special educational proficiency, special proficiency in development and management of activities and personnel at the higher education institution, special ability to interact with the local community, or special professional proficiency of particular significance with regard to the subject field and tasks of the employment.). Justify the grounds for the special proficiency in general terms. 1.1 Information on the applicant Name address List of appendices 2. 17 17 (25) Section 5 EXPERT REVIEW Application for advertised employment as a professor, senior university lecturer, assistant senior university lecturer, post-doc, university lecturer or senior university lecturer A written statement must be submitted for each and every applicant. This statement must include a description of the proficiency of the people who should primarily be considered for a) employment (the experts may submit a joint statement here) b) the order between them and the reasons for the choice (must be written individually) This statement must follow the template applicable for application and deal with the following areas: Scientific qualifications Educational qualifications Administrative qualifications and management assignments Qualifications from local contacts and from information on research and development work Application for promotion to professor The written statement must follow the template applicable for application and deal with the following areas: Scientific qualifications Educational qualifications Administrative qualifications and management assignments Qualifications from local contacts and from information on research and development work The statement must end with an assessment of whether the applicant can perform the tasks normally incumbent upon a professor, along with a recommendation for promotion or a recommendation to reject the application. Application for promotion to senior university lecturer The written statement must follow the template applicable for application and deal with the area in which the applicant has indicated special proficiency. The following areas should also be discussed in general: Scientific qualifications Educational qualifications Administrative qualifications and management assignments Qualifications from local contacts and from information on research and development work The statement must end with an assessment of whether the applicant's qualifications meet the specified eligibility requirements, along with a recommendation for promotion or a recommendation to reject the application.

18 18 (25) Section 5 ELIGIBILITY REQUIREMENTS AND ASSESSMENT CRITERIA Eligibility requirements and assessment criteria in respect of scientific and educational proficiency are clarified below. These are applicable in the case of promotion and employment unless other criteria are specified in the vacancy announcement for the employment. Scientific and educational qualifications must each demonstrate a sufficient level. Insufficient expertise within one field cannot be offset by a stronger qualification in another. Application of the following eligibility requirements and assessment criteria must take place such that anyone employed in or promoted to teaching positions at University West with regard to expertise will match his/her equivalent colleagues in the same subject field at other universities and higher education institutions in the country. 1. PROFESSOR 1.1 Scientific proficiency Eligibility requirements Scientific production must be considerably beyond docent level in terms of both quality and quantity, and in volume correspond to approximately two standard doctoral theses in the field. Overall scientific activity must demonstrate: Breadth, depth and relevant scientific production. Independence and originality in terms of both theory and methods. Publication in international and national journals with independent reviewers or in the form of conference contributions which have undergone equivalent review procedures. These requirements must be adapted to match the publication practice in the individual subject or field. Active participation in international and national researcher networks, scientific conferences and congresses. Assignments as a reviewer of scientific activities, e.g. as an independent reviewer for a scientific journal or conference, as an opponent or member of an examining committee for defence of a thesis, or as an expert in respect of appointments and scientific surveys, for example Assessment criteria In the case of recruitment of a professor in which a number of applicants are to be ranked, particular attention must be paid to the following aspects: Degree of scientific proficiency. Scope, depth and breadth as regards publications (articles, reports, monographs). Demonstrated ability to obtain funding to finance research. Demonstrated ability to manage and administer research activities. Experience of cooperating with the local community and communicating on research and development work. Participation in and invitations to scientific conferences, keynote lectures. Demonstrated ability to organise scientific conferences. Patents. Assignments as guest researcher, assignments within national and international organisations and networks.

19 19 (25) 1.2 Educational proficiency Eligibility requirements A professor at University West must have sufficient experience of planning, implementation, development and evaluation of teaching at higher education level to allow a qualitative assessment to be carried out. The applicant must have documented good educational qualifications from teaching, supervision and examination, or equivalent. In addition, he/she must: Have experience of teaching within the higher education institution at both second and thirdcycle level, or equivalent forms of education outside the university and higher education sector. Demonstrate a good ability to supervise doctoral students. Demonstrate an ability to reflect on his/her educational assignment. Have completed training on teaching and learning in higher education, in particular with regard to supervision of research students, or have otherwise acquired equivalent knowledge. If the applicant has no training on teaching and learning in higher education, employment may nevertheless take place provided that the employee undertakes to complete this training and that this training is planned within the scope of skills development during the first year of employment Assessment criteria In the case of recruitment of a professor in which a number of applicants are to be ranked, particular attention must be paid to the following aspects: Degree of educational proficiency. Well documented high international level as a researcher or artistic practitioner. Educational training. Supervision of students at third-cycle level up to their degrees. A good ability to develop, supervise, lead and carry out research, training and/or artistic development work of high quality. Production of study materials. Educational development work. Experience of internationalisation. Assignments as head of department, director of studies or equivalent, programme leader or other administrative activities linked with teaching or work or project management. Didactic or other research into learning and teaching, expert assignments in connection with surveys, participation in workgroups or dissemination of research information. Teaching, course development or participation within the scope of international cooperation projects. 1.3 Other qualifications Besides scientific and educational proficiency, the following are an advantage for employment as a professor at University West: Documented ability to manage, administer and develop research and education activities. A demonstrated ability to interact and cooperate. A demonstrated ability to build up new research environments. Assignments which have provided insights into organisational and financial criteria for higher education activities, e.g. through active work on various administrative and decision-making bodies within the higher education institution. Experience of participation in scientific associations, research councils, panels, surveys, boards, etc. outside the higher education institution.

SENIOR UNIVERSITY LECTURER 2.1 Scientific proficiency Authorisation requirement Anyone who has demonstrated educational proficiency, who has been awarded a doctorate or has equivalent scientific expertise or any other professional skill that is important with regard to the subject field of the employment and the tasks to be included in the employment is eligible for employment as a senior university lecturer. By "doctorate" is meant a doctorate awarded at a Swedish university or higher education institution or a doctorate awarded at a foreign higher education institution which has been validated by Swedish authorities, the doctorates of which have been deemed to be at least equivalent to a Swedish doctorate. Equivalent scientific expertise normally refers to a licentiate in accordance with older provisions. Other professional proficiency must be well documented and relate to qualifications which in terms of scope, level and content mean that the applicant has thereby obtained such experience and expertise that this is equivalent to the requirements for scientific qualifications. Proficiency must be of significance with regard to the subject field of the employment and the tasks to be included in the employment. Other professional proficiency relates to scientific qualifications through industrial research equivalent to a doctorate or a licentiate in terms of scope and quality in accordance with older provisions Assessment criteria When several applicants are involved in recruitment matters, these must be ranked. In this regard, the following aspects of their scientific qualifications should be taken into account: Degree of scientific proficiency. Originality and independence in scientific production. Experience of cooperating with the local community and communicating on research and development work. Ability to obtain funding to finance research. Participation in national/international networks. Assignments as guest lecturers, experts or other scientific assignments. 2.2 Educational proficiency Eligibility requirements For employment as a senior university lecturer, demonstrated educational proficiency is required, along with training on teaching and learning in higher education, or equivalent knowledge acquired in another way. If the applicant has no training on teaching and learning in higher education, employment may nevertheless take place provided that the employee undertakes to complete this training and that this training is planned within the scope of skills development during the first year of employment.

21 21 (25) Assessment criteria When several applicants are involved in recruitment matters, these must be ranked. In this regard, the following aspects of their educational qualifications should be taken into account: Degree of educational proficiency. Experience of planning, implementation, evaluation and development of teaching at various levels. Experience of supervision/mentoring at various levels. Production of study materials. Educational development work. An ability to reflect on his/her educational assignment. 2.3 Other qualifications The following are also an advantage: Assignments which have provided insights into organisational and financial criteria for higher education activities, e.g. through active work on various administrative and decision-making bodies. Experience of participation in scientific associations, research councils, panels, surveys, boards, etc. outside the higher education institution. 3. ASSISTANT SENIOR UNIVERSITY LECTURER 3.1 Scientific proficiency Authorisation requirement Anyone who has been awarded a doctorate or holds a foreign degree which is deemed to be equivalent to the doctorate is eligible for employment as an assistant senior university lecturer. Applicants who have completed their doctorate no more than five years before the end of the application period should be considered in the first instance. Applicants who have been awarded their doctorates sooner should be considered in the first instance if there are special reasons for doing so. Special reasons may include leave due to illness, military service, commissions of trust within union organisations and student organisations, or parental leave or other similar circumstances (the old version of the Higher Education Ordinance, Chap. 4, Section 8a, prior to the amendment on 01/01/2011). By "doctorate" is meant a doctorate awarded at a Swedish university or higher education institution or a doctorate awarded at a foreign higher education institution which has been accredited by Swedish authorities, the doctorates of which have been deemed to be at least equivalent to a Swedish doctorate. When several applicants are involved in recruitment matters, these should be ranked. In this regard, the following aspects of their scientific qualifications must in particular be taken into account: Degree of scientific proficiency. Originality and independence in scientific production. Quality of publications. Demonstrated ability to recruit external research funding. Participation in national and international networks Educational proficiency When several applicants are involved in recruitment matters, these must be ranked. In this regard, the following aspects of their educational qualifications should be taken into account: participation in both first-cycle and third-cycle education, breadth and diversity in their commitment to first-cycle education, commitment in a supervisory capacity, educational development work and popular scientific publication.

POST-DOC 4.1 Scientific proficiency Anyone who has been awarded a doctorate or holds a foreign degree which is deemed to be equivalent to the doctorate is eligible for employment as a post-doc. Applicants who have completed their doctorate no more than three years before the end of the application period should be considered in the first instance. Applicants who have been awarded their doctorates sooner should be considered in the first instance if there are special reasons for doing so. By "doctorate" is meant a doctorate awarded at a Swedish university or higher education institution or a doctorate awarded at a foreign higher education institution which has been accredited by Swedish authorities, the doctorates of which have been deemed to be at least equivalent to a Swedish doctorate. When several applicants are involved in recruitment matters, these should be ranked. In this regard, the following aspects of their scientific qualifications must in particular be taken into account: Degree of scientific proficiency. Originality and independence in scientific production. Quality of publications. 4.2 Educational proficiency Educational proficiency may also be taken into account when several applicants are involved in recruitment matters. However, scientific proficiency as stated above will always take precedence. 5. UNIVERSITY LECTURER 5.1 Eligibility requirements and assessment criteria To be eligible for employment as a lecturer, the applicant is required to have a second-cycle degree in the field of the employment to have demonstrated educational proficiency Besides these eligibility requirements, further eligibility requirements may have been confirmed in the employment profile and advertisement. 5.2 Scientific proficiency Anyone holding permanent employment as a university lecturer at University West must have been awarded a second-cycle degree or equivalent within the field of the employment. Quality must be taken into account in the first instance during assessment of special educational proficiency, but scope is also of significance. Special proficiency may refer to: Particularly well implemented planning, implementation, evaluation and development of teaching at various levels. Teaching on all the various aspects of the subject, experience of different forms of teaching and an ability to adapt teaching to different target groups and group sizes may all form part of special educational proficiency. Particularly well implemented supervision/mentoring at various levels. Production of study materials. If the applicant has produced study material which is used at other higher education institutions as well, this is a particular advantage. Particularly well implemented educational development work. Publication of reports or articles within the scope of educational development work, and expert assignments relating to surveys linked to education issues are an advantage. Particularly extensive training on teaching and learning in higher education. For special proficiency in developing and leading activities and personnel, the applicant has to have implemented, over a number of years (normally at least eight), documented initiatives relating to extensive leadership assignments. These assignments have to have been implemented in a manner which considerably exceeds the demands which can normally be made of the incumbent of an equivalent leadership position. Examples of assignments which may be included in the assessment are head of department, departmental manager and programme and subject manager. Development work in the fields of quality, equal opportunities, diversity, the environment, internationalisation, etc. may also be taken into account, along with an ability to initiate and build up research environments. Participation in groups, boards and councils at local, national and international level should also be included in the assessment. For special proficiency in interacting with the local community, the applicant has to have implemented, over a number of years (normally at least eight), documented initiatives relating to qualified development work in respect of interaction resulting in training and research results

25 25 (25) becoming accessible to new groups and in the expertise of the higher education institution becoming accessible to society in general. The applicant must be able to demonstrate documented initiatives which considerably exceed the demands which can normally be made of a teacher with equivalent tasks. Participation in projects run in cooperation between a higher education institution/university and a company or public administration is significant in the assessment, as are any actions intended to create networks which encourage the exchange of knowledge exchange between the higher education institution and other stakeholders in the community. Verbal or written dissemination of the knowledge and activities of the higher education institution, participation in the public debate and marketing of the activities of the higher education institution should be taken into account. Participation in international cooperation projects, international research environments and popular scientific lectures is also an advantage. These guidelines will come into force on 26 March 2012.
