1 Skills Enhancement Project (RRP VIE ) SELECTION CRITERIA AND PROFILES OF PROJECT COLLEGES Selection of Public Vocational Training Colleges 1. Both public and private vocational colleges (VCs) were selected using a set of agreed criteria. The initial screening criteria specified delivery of high priority training programs, offering of level III programs (college level), location near an economic zone, good employment outcomes for students and good facilities. The selected VCs also had to be part of GDVT's plan for upgrading colleges. The selection was confirmed by site visits to each institution. Following the screening process, a shortlist of 28 institutions was agreed upon. These institutions were then ranked using a set of criteria on institutional quality, which included potential for strong enrolment growth. As a result of this ranking, 15 public institutions were selected. 2. Ten of the public colleges are owned by People's Committees, two are owned by the Ministry of Transport, and two by the Ministry of Agriculture and Rural Development. One school is owned by the Ministry of Culture, Sports and Tourism. Identification of Private Vocational Colleges 3. Five potential borrowing colleges were selected from 11 colleges who had expressed interest in borrowing from the onlending facility. The 11 institutions were screened initially using the screening criteria to ensure they met the minimum conditions for selection. They were then ranked according to their institutional quality as well as their financial capacity. The selection criteria were the same as those for public VCs, with the addition of financial capacity and willingness to borrow. The selection criteria, weights and scoring scales are specified in detail in Attachment 1. College Profiles 4. Preliminary data has been collected on each college and profiles have been developed. Table 1 identifies the 15 public and 5 private VCs, ownership, and the occupational training programs to be introduced in each college. All of the colleges are located in or near economic zones, with the exception of two public VCs which are in ethnic minority areas and were selected on equity grounds. Although it was intended that only colleges would be selected, the final selection includes three vocational secondary schools (two public and one private). These schools are considered outstanding and are expected to become colleges within 1-2 years. 5. Three of the private institutions were originally secondary schools which recently introduced the college level. Dong An College opened in late 2009 offering only college courses. Only Lilama College 1 is accredited so far, but all five institutions will reach full accreditation during the Project. The training programs proposed for funding are all in high technology areas, in line with GDVT policy. It is in these areas that the Government would like to see the private sector provide more training places. The programs proposed by the private VCs include mechatronics, industrial electricity, welding, automotive technology, maritime and ICT.

Enrolments in the 15 public VCs were 16,482 at the secondary level (29% girls) and 15,130 at the college level (32% girls) for SY 2008/09. In the 5 private institutions, there were 4303 secondary level students (22% girls) and 8077 college level students (<1% girls). Enrolments in the private institutions are expected to continue increasing rapidly due to rising demand and absence of the constraints hampering public VCs. The total enrolment for all institutions in 2008/09 was 43,992. Among teachers and administrative staff, 36% and 23 % respectively are women. 7. While girls are almost one-third of enrolment in public VCs, it varies widely according to field of specialization. While girls form 60-89% of enrolments in three institutions offering ICT, electricity and electronic, tourism and hospitality, they are less than 5% of enrolments in the two maritime schools and even one offering ICT, electricity and electronics (Can Tho). This latter school should be investigated further. 8. The overall proportion of girls in the private colleges is 25%, but at the college level it is negligible so far. This is largely because of the occupations chosen as the initial focus of development, but this will change as the course range broadens. There is great variation according to the field of specialization. The numbers are highest in the two schools offering ICT. In Lilama College 1, which focuses on welding, and the Vinashin shipbuilding school, there are virtually no girls. All VCs will be required to develop a gender strategy, establish and report against key subsector sex-disaggregated indictors, and report regularly on progress made against the gender strategy. Key Economic Zones and Is located in an economic zone and/or growth area designated by the Growth Areas national government or provincial/regional units. 3. Type of Institution Is public (central and local), enterprise-based, or private with strong track record on employment of graduates, and close relations with industry 4. Level of Institution Is a vocational institution conducting level III programs in high demand and requiring high level skills 5. Investment Has made significant investment in hardware, facilities and manpower. 6. GDVT Plan Is part of GDVT s plan for selecting the best vocational colleges for future upgrading and further development. 2. Specific Criteria for Public and Private VCs (with weights) A. 5 Attachment 1 9. For the selection of private VCs, financial capacity criteria were added to the selection criteria. The quality criteria above (Part A) were weighted at 40% of the total, while the financial capacity criteria (see Part B below) received a weighting of 60% to arrive at the overall score for each private institution. 3.
