3 One main aim: Segmentation to data and services according to the Directive (2007/2/EC) INSPIRE aims at the creation of a SDI (technical framework) for environment relevant issues. A framework / network that allows to search, view and download datasets and data series. allows advanced functionality and services (extending the core modules). implicates technical and organisational harmonisation. is accessible for third parties (Server-to-Server, B2B). 7 Motivation for the Infrastructure SDI EU Needs Ensure comprehensive political decisions in the areas of soil-, air- and water qualities. Rapid estimation and prediction of floods alongside rivers, coastal areas,... Evaluation and Validation of soil, water-qualities,... Appropriate geographical scale (e.g. river basins) Well-founded knowledge of available geospatial data that should be used for analysis and model calculations Time reference, accuracy, quality, scale Access, use and licensing of geospatial data Exchange exceeding national borders and legal constraints Seite 7

8 Approaches of INSPIRE Creation /maintenance of geospatial data: only at the most effective and responsible body. Provision of consistent geospatial data for entire Europe. Geospatial data of one authority level can be used by all other authority levels (distributed data management). Conditions of access and use must not constrain the extensive use. 10 Technical Understanding Definition of SDI Spatial Data Infrastructure (SDI)...is a framework for the global and multidisciplinary access to any kind of geospatial data and information......uses geospatial data on distributed databases, which are connected by means of standardized functions/services... [The SDI Cookbook, Global Spatial Data Infrastructure Association, 2004] therefore SDI follow the idea of Service-Oriented Architectures (SOA). Seite 10

35 European Participation European Projects in past and present EURADIN ESDIN ELF EURADIN (European Addresses Infrastructure) aims at constituting a Best Practice Network to promote the European Addresses harmonization. A bridge between the theory and the practice from the INSPIRE Directive towards implementation and usage of interoperable geographical data by Spatially enabled Societies The goal of this project is to deliver the European Location Framework (ELF) required to provide up-todate, authoritative, interoperable, cross-border, reference geo-information for use by the European public and private sectors. 36 European Participation IOC-TF Initial Operating Capability Task Force The Initial Operating Capability Task Force (IOC TF) was set up in June 2009 to help and support Member States in the implementation of INSPIRE services and ensure interoperability with the INSPIRE geoportal the European Commission. The IOC TF consists of the representatives, from all Member States, responsible for the Architecture design and the service implementation of the National SDIs. 38 European Participation QKEN II Mission Establishes a network of experts in field of quality management and data quality Supports the EuroGeographics' general mission to work towards interoperable spatial datasets in Europe Objectives To discuss data quality and quality management within National Mapping Agencies and promote experiences on quality in the Geographical Information (GI) field To create a network of experts for data quality and quality management within National Mapping Agencies Set-Up The Q-KEN currently consists of almost 30 active and corresponding members representing over 20 NMCAs.
