One main aim: Segmentation to data and services according to the Directive (2007/2/EC) INSPIRE aims at the creation of a SDI (technical framework) for environment relevant issues. A framework / network that allows to search, view and download datasets and data series. allows advanced functionality and services (extending the core modules). implicates technical and organisational harmonisation. is accessible for third parties (Server-to-Server, B2B). Seite 3
Motivation for the Infrastructure SDI EU Environmental Status Europe visible consequences 2002 Graglia, JRC Seite 4
National Delimination 2002 Graglia, JRC Seite 5
Theme-based Delimination (e.g. river basins) 2002 Graglia, JRC Seite 6
Motivation for the Infrastructure SDI EU Needs Ensure comprehensive political decisions in the areas of soil-, air- and water qualities. Rapid estimation and prediction of floods alongside rivers, coastal areas,... Evaluation and Validation of soil, water-qualities,... Appropriate geographical scale (e.g. river basins) Well-founded knowledge of available geospatial data that should be used for analysis and model calculations Time reference, accuracy, quality, scale Access, use and licensing of geospatial data Exchange exceeding national borders and legal constraints Seite 7
Approaches of INSPIRE Creation /maintenance of geospatial data: only at the most effective and responsible body. Provision of consistent geospatial data for entire Europe. Geospatial data of one authority level can be used by all other authority levels (distributed data management). Conditions of access and use must not constrain the extensive use. Metadata of geospatial data, services and their acessibility and use have to be publicly available without constraints. The main technical solution: Service-Oriented Architectures Seite 8
Agenda INSPIRE common understanding at BEV/AT Infrastructure Framework Technical Understanding Organisational Understanding Organisational Structure AT and BEV Results within INSPIRE AT European Participation Seite 9
Technical Understanding Definition of SDI Spatial Data Infrastructure (SDI)...is a framework for the global and multidisciplinary access to any kind of geospatial data and information......uses geospatial data on distributed databases, which are connected by means of standardized functions/services... [The SDI Cookbook, Global Spatial Data Infrastructure Association, 2004] therefore SDI follow the idea of Service-Oriented Architectures (SOA). Seite 10
Technical Understanding Definition of SOA Single automated processes become represented by Services. Services are the main building blocks (modules). Any combination of single Services in order to reach an overall aim defines a Service Oriented Architecture. Seite 11

Organisational Understanding Interoperability The Implementation Rule on Interoperability (Data and Service Sharing) specifies: Requirements for technical modalities in oder to establish interoperability (protocols, binding,...) Harmonisation of geospatial datasets, -series and -services Definition of data types Codelists Associations Layers Style descriptions etc. Seite 18
Organisational Understanding Interoperability Use Cases Integration of information (heterogeneous, various data sources, multidisciplinary, multitemporal, multi-medial, multilingual in various resolutions/scales). Spatio-temporal analysis and modelling (universal elements and languages for dynamic modelling, algebra of spatio-temporal changes). Tiling schemas of rough earth surfaces in order to establish efficient data management, analysis, simulation and visualisation. Intelligent descriptions (automated, usercentric) of data, services, processes, models, search and filters. Visualisation of abstract geospatial concepts. Seite 19

European Participation European Projects in past and present EURADIN ESDIN ELF EURADIN (European Addresses Infrastructure) aims at constituting a Best Practice Network to promote the European Addresses harmonization. A bridge between the theory and the practice from the INSPIRE Directive towards implementation and usage of interoperable geographical data by Spatially enabled Societies The goal of this project is to deliver the European Location Framework (ELF) required to provide up-todate, authoritative, interoperable, cross-border, reference geo-information for use by the European public and private sectors. Seite 35
European Participation IOC-TF Initial Operating Capability Task Force The Initial Operating Capability Task Force (IOC TF) was set up in June 2009 to help and support Member States in the implementation of INSPIRE services and ensure interoperability with the INSPIRE geoportal the European Commission. The IOC TF consists of the representatives, from all Member States, responsible for the Architecture design and the service implementation of the National SDIs. Role: The initial focus of the IOC TF is on the implementation of the INSPIRE Discovery and View Services. 2 participants from Austria (BMLFUW/LFRZ, BMWfj/BEV) Seite 36

The Quality KEN is managed by a chairperson and a coordinating committee. One participant from Austria (BMWfj/BEV) Seite 38
European Participation Discussion on INSPIRE maintenance INSPIRE maintenance and implementation discussion paper: INSPIRE SDI will be an important tool in future as well as our experiences in actual specific working groups leads to the following suggestions, which will hopefully bring the discussion paper forward and enable productive maintenance progress for the INSPIRE SDI. Seite 39
European Participation Discussion on INSPIRE IR on Spatial Data Services Towards Implementation Rules for the INSPIRE Spatial Data Services...Using the analogy of real-world entities, an infrastructure can be composed of two different types of elements: (1) the basic building blocks that form the infrastructure and (2) the resources that are facilitated by the infrastructure to achieve a certain goal1, which is motivated by the goal of the infrastructure JRC, NS-DT Seite 40
