CHAPITRE I Composition, objet et structure de l'union Composition, CHAPTER I Functions and Structure of the Union ARTICLE 1 Composition de l'union 3 1. ARTICLE 2 Rights and Obligations of Members and Associate Members (1) All Members shall be entitled to participate in conferences of the Union and shall be eligible for election to any of its organs. 14 (2) Each Member shall have one vote at all conferences of the Union, at meetings of the International Consultative Committees in which it participates and, if it is a Member of the Administrative Council, at all sessions of that Council. 15 (3) Each Member shall also have one vote in all consultations carried out by correspondence Associate Members shall have the same rights and obligations as Members of the Union, except that they shall not have the right to vote in any conference or other organ of the Union or to nominate candidates for membership of the International Frequency Registration Board. ARTICLE 4 Objet de l'union L'Union a pour objet : a) de maintenir et d'étendre la coopération internationale pour l'amélioration et l'emploi rationnel des télécommunications de toutes sortes ; b) de favoriser le développement de moyens techniques et leur exploitation la plus efficace, en vue d'augmenter le rendement des services de télécommunications, d'accroître leur emploi et de généraliser, le plus possible, leur utilisation par le public; c) d'harmoniser les efforts des nations vers ces fins communes. 2. 8 28 2. ועידות מינהליות? המועצה המינהלית? (ו) הוא יקבל עליו עבודת מחקר, ינסח המל צות ויאסוף ויפרסם חומר בעניני קשר הרחק לטובת כל החברים וחברי הלווי גופי הקבע של האיגוד, והם: 5 (א) המזכירות הכללית (ב) המועצה הבין לאומית לרישום תדרים (ג) ועד היעוץ הבין לאומי לעניגי רדיו ;( *.) סעיף 5 מבנה האיגוד 27 וזה יהיה ארגונו של האיגוד: 1. ועידת הצירים המוסמכים, והיא הגוף העליון של האיגוד; 26 /) procède à des études, élabore des recommendations et des voeux, recueille et publie des informations concernant les télécommunications, au bénéfice de tous les Membres et Membres associés. 26 /) undertake studies, formulate recommendations and opinions, and collect and publish information concerning telecommunication matters for the benefit of all~ Members and Associate Members. ARTICLE 5 Structure de l'union 27 L'organisation de l'union repose sur: 1. la Conférence de plénipotentiaires, organe suprême de l'union; les Conférences administratives; le Conseil d'administration ; les organismes permanents désignés ciaprès : a) le Secrétariat général ; 31 b) le Comité international d'enregistrement des fréquences (I.F.R.B.); 32 c) le Comité consultatif international des radiocommunications (C.C.I.R.) ; ARTICLE 5 Structure of the Union 27 The organization of the Union shall be as follows : 1. 9 פעולותיה ופעולות האיגוד מאז ועידת הצירים המוסמכים האחרונה; (ג) לקבוע את הבסיס לתקציב האיגוד ולהציב גבול כספי להוצאות האיגוד עד לועידה הבאה של הצירים המוסמכים; (ד) לקבוע את משכורות היסוד, את סולמות המשכורת ואת שיטת הקצובות והקצבאות לגבי כל פקידי האיגוד; טלגרף לעניני (ד) ועד היעוץ הבין לאומי וטלפון (\ 71 ד. 1.כ<. 0 ). 6 סעיף ועידת צירים מוסמכים 34 ואלה תפקידיה של ועידת הצירים המוסמכים: 1. לביצוע (א) לקבוע את קווי הפעולה הכלליים מטרות האיגוד שנקבעו בסעיף 4 לאמנה זו; (ה) לאשר סופית את חשבונות האיגוד! 38 (ב) לעיין בדו ח של המועצה המינהלית על d) le Comité consultatif international télégraphique et téléphonique (C.C.I.T.T.). 33 d) the International Telegraph and Telephone Consultative Committee (C.C.I.T.T.). ARTICLE 6 Conférence de plénipotentiaires La Conférence de plénipotentiaires : a) détermine les principes généraux que doit suivre l'union pour atteindre les objectifs énoncés à l'article 4 de la présente Convention ; b) examine le rapport du Conseil d'administration relatant son activité et celle de l'union depuis la dernière Conférence de plénipotentiaires ; c) établit les bases du budget de l'union ainsi que le plafond de ses dépenses pour la période allant jusqu'à la prochaine Conférence de plénipotentiaires; d) fixe les traitements de base, les échelles de base des traitements, et le régime des indemnités et pensions de tous les fonctionnaires de l'union; e) approuve définitivement les comptes de l'union; ARTICLE/6 Plenipotentiary Conference The Plenipotentiary Conference shall: a) determine the general policies for fulfilling the purposes of the Union prescribed in Article 4 of this Convention b) consider the report by the Administrative Council on its activities and those of the Union since the last Plenipotentiary Conference; c) establish the basis for the budget of the Union and determine a fiscal limit for the expenditure of the Union until the next Plenipotentiary Conference; d) fix the basic salaries, the salary scales and the system of allowances and pensions for all the officials of the Union; e) finally approve the accounts of the Union; כתבי אמנה 459, כרך 13. אמנה בין לאומית לעניני קשר רחק (טלקומוניקציה). 37

11 49 1. הועידות המינהליות של האיגוד יקיפו: (א) ועידות מינהליות רגילות; 50 (ב) ועידות מינרליות שלא מן המבין ן 51 (ג) ועידות מיוחדות הכוללות: ועידות אזוריות מיוחדות{ ועידות שירות עולמיות או אזוריות. (א) אם לפחות עשרים חברים וחברי לווי מחב רי האיגוד הציעו כל אחד שינוי למזכיר הכללי, או, (ב) לפי הצעת המועצה המנהלית. Duties (1) The administrative Council shall be responsible for taking all steps to facilitate the implementation by the Members and Associate Members of the provisions of the Convention, of the Regulations, of the decisions of the plenipotentiary Conference and, where appropriate, of the decision of other conferences and meetings of the Union. 94 (2) It shall ensure the effcient coordination of the work of the Union In particular the Administrative Council shall: a) perform any duties assigned to it by the Plenipotentiary Conference; 48 כתבי אמנה 459, כדך 13. אמנה בידלאומיתלעגיני קשר רחק (טלקומוניקציה).
