Who are the primary providers of these services to UNHCR currently? For the submission of the 2.41 technical offer and 2.42 financial offer is there a template that the UN prefers or do we have freedom to structure this ourselves. Is the service for SIM Card? How will we know if the device will be compatible with the SIM card. Will the UNHCR accept responses that did not include countries where the Contractor cannot provide M2M communications services due to US or EU regulatory restrictions? Vehicle replacement is on a 5 year basis, whereas reduction or growth in fleet is linked to crises around the world. 21 UNHCR references a 2G device - Is there a possibility that UN could let us use a 3G capable device? Please refer to answer number 13 and 15, as long as supported by the device. 22 SLA of 99.5 % - for measuring performance of which parameter - it would be good to specify the KPI for which the SLA is being guaranteed. The measure refers to availability of the SIM card solution to provide data to our Vehicle Tracking Solution and host. 23 Is hot redundancy expected dual SIM essentially, doing the exact function in real-time. The device only has one SIM slot, and of security reasons we might want to increase reporting frequency and as such the real-time is essential. 24 What if some countries do not support GSM/GPRS totally or partially? That is the reason for us choosing a dual-mode device. Please refer to answer number 13 and Is there a preferred vendor network? 5 26 Could UNHCR list all the parameters that will be monitored along with the frequency of polling? Yes 28 Please clarify the last statement in this requirement: APN requirement: The M2M SIM cards should be restricted to a specific destination IP network to be specified by UNHCR, and the restriction must be enforced in the APN offered by the bidder. The M2M SIM cards should not be allowed to connect to the Internet, with the exception of the address of the pre-defined GPS tracking server. The internet access (web, , video, etc.) must not be billed. - Does this mean that UNHCR wants the same rate regardless of which county the device is operating. The service must be provided with a flat rate all inclusive of roaming charges, per M2M SIM card per month. Not necessarily, but if possible. Please specify in your proposal.
