This guide is intended to support customers before and during the process of getting a new connection to the electricity distribution network in London through UK Power Networks, the distribution network operator (DNO). 4 Information to consider when getting a connection in London The process of getting a connection in London can be complex compared to other UK Power Networks areas. The process of getting a connection in any part of UK Power Networks area must look at the following: How can the required capacity be accommodated? What is the nature of the load for example is the peak usage in the day or the evening or is the load steady throughout the day? How will the overall integrity, reliability and resilience of the network be assured? Within London, because of the complex nature of the network, new load requirements must be referred to a specialist team in Distribution Planning. They will assess how your load will be accommodated within the existing network, giving a secure supply for you whilst maintaining resilience and fault protection across the wider network. This will determine the point of connection (POC) to the existing network. In rare cases where the load is very small, this may be to the passing main. In most cases, the load will be connected to a substation, which may be some distance away from the site because this is where appropriate capacity is available. This is done by a process of modelling the existing loading, known projects which are at quotation and planned reinforcement works, to determine where capacity is available. The greater the distance from the site, the higher the charges are likely to be, as a significant proportion of the costs of a connection are for the civils work to lay cables. UK Power Networks methodology for charging is regulated by Ofgem. The full charging methodology can be found on the UK Power Networks website here: products-services/networks/knowledgecentre/public-information.shtml. Charges are broken down into contestable and noncontestable work. Non-contestable work can only be undertaken by the host network, in this case UK Power Networks. Contestable work may be undertaken either by UK Power Networks or by an accredited Independent Connections Provider (ICP). We have a dedicated Competition in Connections team to manage this activity and as a point of contact to advise ICPs on request. The Your Choice leaflet available on our website summarises what is contestable and non-contestable and as such work that we have to do and work that either we or an ICP can do. It is also possible to have your electricity connection from an Independent Distribution Network Operator (IDNO), who will build and continue to own this local network and who will provide all ongoing network services, including maintenance and 24 hour fault repairs. The IDNO will also arrange the point of connection to the EDF Energy Network. Nature of the network The London distribution network is almost exclusively underground and covers an area of 665 sq km with cables stretching over 30,000 km. It serves 2.25 million end customers, with a capacity of 20,000 MVA and a peak demand of 5,100 MW. Ensuring that new connections are fed from the appropriate location is crucial for maintaining levels of services. 2. Specific London infrastructure The London network also has significant interconnection (ie multiple connections to allow alternative feeding of loads) and remote switching which allows rapid responses to faults. Interconnection brings a number of benefits for customers, by allowing distribution to be maintained in the event of periods of high demand or faults. This means that any new connections to the network must take account of these existing interconnections, which may include maintaining existing network connections and will include remote switching units. 3. Streetworks Because the London network is underground, any new connection will require excavation, which needs permission from the appropriate Highways Authority to dig. This is obtained by a permit or a notice (or a combination of both). For all works requiring the road to be open for >10 days, UK Power Networks must give three months notice of the intention to open the road. In certain circumstances, the authority may place restrictions on these dates or on the hours in which we can work for example over night working or only at weekends. 4. Underground obstacles London has a considerable number of underground works, including cellars and vaults, existing cables and pipes and existing infrastructure, particularly associated with transport. This may restrict the routes that can be offered for cables Olympic and Paralympic Games London is hosting the 2012 Olympic and Paralympic Games and this requires a large amount of infrastructure work, which may affect other projects. Developments may be subject to restrictions in certain areas at certain times: for example, the Olympic Road Network (ORN) has been proposed as a clearway for Olympic traffic, where work will not be permitted in certain key periods on or around this network. The need for a substation Where the required capacity is over a certain load, typically over 125kVA, UK Power Networks will require a dedicated substation within the site. The substation is required to: Provide reinforcement for your supply Reduce losses in the network by allowing distribution at higher voltage Increase resilience of the overall network by increasing flexibility to allow supplies to be maintained in the event of faults by using alternative network combinations Reduce the number of cables required in the highway. In order to manage the network effectively and to provide maintenance, UK Power Networks personnel would need unimpeded access to substations on a 24 hour basis and would require a lease granting this access. Early planning of the substation location will smooth the connection process and minimise future access problems e.g. if the building is to be tenanted. Key points to consider for locations: Our base requirement is for a ground floor location, with a dedicated door at street level, but we appreciate that this is not always possible e.g. with a listed façade. Ventilation is critical, particularly if the substation is to be in an enclosed area A basement below a proposed substation may cause issues with required cable trenches. UK Power Networks building officers will supply standard drawings showing the civil requirements for a substation. The substation must be designed to the current UK Power Networks standards. The design must also comply, where required, with current British Standards, Building Regulations and the Town & Country Planning Act. If you are demolishing or altering a building with an existing substation within it, unless this was a dedicated supply just for the building, it is most likely that this substation will need to be retained in some form in the new building, whether as a dedicated transformer or as a larger transformer than required for your sitespecific requirements. 4 4

5 The connection process There are a number of steps you can take to support the delivery of your connection quotation. UK Power Networks can deliver any power requirement you need. However, the higher the power requirements, the more complex the design will be and the more difficult its delivery. Taking into account these elements whilst planning a connection will simplify the connections process. When you are considering a connection and wish to seek a price from UK Power Networks, there are two options, depending on your requirements. If you are planning a connection a long way in the future or you have not finalised your plans, a budget estimate is a quick way to get a view on the cost of the connection. Yes Yes, if work is not substantially completed within 12 months of acceptance or you vary the scope of the works To support the process, key steps that you can take prior to making a connection application in London are: Element Completing an assessment Resilience requirements Planning for substation locations Power on date Will support process The lower the load required, the easier to accommodate an load within the existing network without reinforcement. Where significant contingency is required, this may require the network to be reinforced or a connection to a primary substation, which may be further away. The London network is very reliable and has a low level of customer interruptions and minutes lost. Where multiple connections are required to a property (which in turn may be subject to technical restrictions), this will increase the cost of delivering the project significantly by additional equipment and civils. Typically, most requests for 200 amps or over (125 kva) will require a substation on site, though in some areas, this may be lower. Planning for its location early will smooth the process of getting a quotation. The power on date requested should take into account all required site works, including design and construction of a substation, if necessary. If you require a connection for a number of years into the future, this should also be notified early, to allow for effective capacity planning. Please note that you should aim to have the majority of your work on site completed within 12 months of accepting the quotation, or additional charges may be incurred. The initial enquiry goes to the Project Gateway, which processes all applications and logs them onto the system. The project is then passed to the Prelims team, who checks that the required level of information is included with the application form. In the event that information is missing, the Prelims team will contact you to seek this missing information. If the information is not provided within 30 days of the request, we will stop the project and you would need to make a new application. This is to make sure that we focus upon projects that are ready to proceed. 6

Assessment and Design Network assessment UK Power Networks has a licence obligation to issue you with a quotation within guaranteed standards of performance and within an overall maximum of 90 days. The quoting period starts as soon as we receive all the information we require from you to enable us to provide you with a quotation. The new service standards, timescales and payments are summarised on page 18. Who does what? The information received will be reviewed and, based on the specific project requirements, more may be sought. The process at this stage is likely to be iterative, depending on the ongoing design process taking place on the customer s site. It should be noted that if a parameter (e.g. load or resilience) changes it may be necessary to redo the design referral process as this may change the point of connection. Depending on the available capacity of the network in the local area, a dedicated on-site substation may be required. Where this is the case, a specialist building officer should attend as early as possible within the process. Generally, any load over 125kVA will require a substation, though in certain areas of London with high usage, this may be lower. Again, if the planned location of the substation changes, it will be necessary to redesign the connection, which may delay your quotation. 8

9 Network planning Once the point of connection is determined, this will start the design process for the cable routes. This will be influenced by: Ability to run cables down certain streets due to width/ congestion of existing cables (particularly in parts of the City of London and narrow lanes) Ability to cross major roads e.g. red routes Ability to cross bridges/ waterways/railways Ability to work in pavements versus highways Requirements to cross private land and ability to obtain easements Ability to get consent from necessary authorities to excavate (this may be affected by a number of elements e.g. other planned works, events and traffic flows). 10 Formal design and quotation The quotation you receive will be valid for 90 days and will be made up of: The price for the works broken down into contestable and non-contestable elements The agreement between us for works The preparation of a design and quotation is designed to give you a fully-costed package for all of your works. This will include the cable route from the point of connection to your site. Because the network in London is underground, this will require excavation and reinstatement, so a part of the design process is to identify a route for the cables which is acceptable to the Local Authorities. Where it is not possible to fully identify this route, we may issue a conditional offer with provisional price, which will allow you to evaluate the rest of the costs, whilst we finish the route. The price is calculated according to our connection charge methodology (found public-information.shtml) and will include any allowances made by UK Power Networks when eg. work for our benefit is to be carried out at the same time. The quotation will include our standard terms and conditions for connections work. Legal work Legal input will be required for all new substation and HV switchroom installations. These will need to be protected by way of either a registered Freehold Transfer or 99 year lease from the freeholder incorporating associated cable easements and other rights. Also, all new mains and mains extensions (as well as service cables on third party land) must be protected by freehold deeds of grant and registered against the land. The information we will require from you to start this process is shown on page 20. UK Power Networks requires unrestricted 24-hour access to all its apparatus and equipment and this requirement cannot be relaxed due to the imperative to access these sites in the event of a fault or for maintenance. It is important that we are provided with title details/land ownership for all areas to be utilised as substation or HV switchroom locations and full cable routes together with the agreed access routes to/from adopted highway and cable connection points. This is including areas outside of your ownership. These can be obtained from HMLR or your/the landowner s solicitors. The provision of this is the customer s responsibility. The conclusion of legal documents can be protracted and lengthy and will hold up energisation of supplies until full completion. It is for this reason that the process is commenced early. Because your substation will be a part of the network, we need confirmation that you can provide us with either a freehold transfer or 99 years (minimum) lease term for the substation at the outset. If there is a superior landlord involved and this is not possible, the lease will need to be renewed more regularly and costs may rise to take account of the lease term available to us. The use of third party land may cause difficulties in securing rights. If this cannot be avoided it is the customer s responsibility to undertake initial negotiations and secure verbal agreement with the third party to enable us to pursue appropriate legal documentation (at the customer s cost). If the lease has been prepared, changes to e.g. location of substation or cable routes will require a new lease to show actual locations. Acceptance and Payment Quotation acceptance To accept a quotation, you will need to: Sign and return the agreement and Make the payment to UK Power Networks in cleared funds (by cheque, BACs or credit card) and Provide a contact for CDM (if required) All of these would need to be completed and returned for the quotation to be accepted. If the quotation is not accepted within the validity period, then the quotation will lapse and you will have to restart the connection process. Even if your requirements have not changed, this will require a new referral to check whether capacity is still available. This is because the network is dynamic as network loads change depending on how many connections are planned in an area so, if a quotation has been issued but not accepted within the three months, the price may rise. 12 4. Delivery Once the quotation has been accepted, it is passed to the London delivery team in Network Operations. Your contact during this stage will be the delivery engineer and the building officer, if a substation is required. You will be notified of your delivery engineer after the quotation is accepted. 13 Streeetworks Under the terms of the New Roads and Street Works act 1991, notice must be given of streetworks. This notice period is set by statute and cannot be amended by UK Power Networks and needs to be factored into your programme. Works requirement More than 10 working days, including excavation and reinstatement or if a temporary traffic order is required to divert traffic notice. Four to 10 working days inclusive, including excavation and reinstatement notice. Up to and including three working days, including excavation and reinstatement notice. Most common causes of aborted jobs Certain site conditions may cause the job to be aborted, causing frustration on both sides. The most common causes of aborts and steps that can be taken to avoid these are shown here: Cause No metering in place (especially when other customer s are fed from the same service). No access. This will be completed through your preferred electricity supplier, who will appoint a meter operator (MOP) to complete the work. 14 Requests for electricity disconnections If you need an electricity supply disconnected, you will need to contact your supplier, who will manage this for you, through a series of formal information flows between the supplier and UK Power Networks, the DNO. This is to support market separation and the competitive market. The steps in the process are: 1. You request that your supplier that the supply be removed 2. Supplier contacts Distributor/MOP to de-energise the supply (i.e. pull fuse, remove meter) (D0134 flow) 3. Distributor/MOP informs Supplier that the MPAN has been de-energised (D0139 flow) 4. Supplier updates MPAS (D0205 flow) 5. Supplier contacts DNO to disconnect supply (D0132 flow) 6. Request validated (if rejected D0262 sent to supplier) 7. Work takes place and supplier is informed (D0125/D0171) To avoid the rejection of the D0132 because the site is energised, the supplier must inform UK Power Networks in the additional information field of the D0132 that they intend to deenergise on the same day as if UK Power Networks arrives on site to find that the MPAN is still energised, the disconnection request would be rejected, potentially delaying your project. 14

18 Minimum information lists The minimum information required for UK Power Networks to start a budget estimate/ quotation is: 1. Customer name and address (correspondence address), other contact details and preferred method of contact. 2. Site address. 3. Site plan at an appropriate scale to indicate the site boundary, the layout of buildings and roads and where the customer expects a substation(s) to be required, the proposed location of the substation(s). 4. Proposed location of each metering point. 5. Letter of authority where the applicant is acting as an agent of the customer. 6. Date when the customer requires the connection(s) to be made. 7. Maximum capacity (kva) at each metering point to be connected (for domestic premises the Distributor may require a description of the premises and whether electric space and water heating is to be installed). 8. Technical details of any electricity generator that is required to operate in parallel with the supply. Technical details of any customer owned equipment that is likely to cause disturbance to the electricity supply (i.e. large motors, welders etc.). 10. Any payment that is required to be made in advance for the service to be provided. In addition to the minimum information, we are likely to need the following additional information: Information or agreement in respect of a proposed substation location Information or agreement in respect of proposed cable routes (on site) Information or agreement in respect of proposed metering points or location of items of unmetered equipment Further details regarding the capacity required to be provided at each metering point or regarding the nature of the electrical equipment to be used by the customer Further details regarding the intended usage of the electrical equipment to be used by the customer Further details regarding land ownership and/or land rights that is likely to be known by the customer Further details regarding land contamination Confirmation of the design option to be reflected in the quotation where the Distributor has more than one practicable option under consideration Any other information that the Distributor may reasonably request Typical information elements 1. The name and contact details of your Construction Design Management (CDM) Coordinator. 2. Use of premises Retail / Offices / Industrial / Domestic / Other commercial. 3. An accurate breakdown of the required kva load. Please remember that you are obliged to confirm your electrical requirements. 4. A clean, scaled, black and white site plan including two reference points e.g. adjacent street/roads including street lighting if applicable. 5. Floor plans (where rising mains/services have been requested). 6. Details of any lifts/pumps/motors/welders/ground source heat pumps/air conditioning units. Please provide the following details: Size kw/horse power Single or three phase Starting method Starting/running current Frequent or infrequent use Point of wave switching (for welders). 7. Preferred location of any proposed substation. 8. Type of heating e.g. Gas / Electric / Gas & electric / Under floor For electric heating please include a schedule of heater types for each plot e.g. Plot 1 has 2 x 2kW & 1 x 3kW storage radiators and 2 x 1kW panel heaters. 9. Meter positions marked internal or external. 10. Meter positions for flats are the meters in a communal arrangement on the ground floor or within a riser on each floor and is a landlord s supply required (single or three phase supply kva). 11. TBS (Temporary Builder s Supply) size by kva. 12. TBS where a motor is involved e.g. crane/silo etc. Size kw/horse power Single or three phase Size of motor in kw Starting method Starting/Running current Frequent or Infrequent use. 13. 20 Substation checklist During the feasibility stage of the design process, you, or any developers or consultants working on your behalf, should inform UK Power Networks of your proposed new connection requirements. To deliver your requirements effectively and provide constructive feedback on your proposals we need relevant, accurate, and timely drawings. Where your site requires a new substation or HV switchroom the specific information below is mandatory. Please use the checklists below to ensure you have included all required information in the correct format. Your submissions must be: on a single composite drawing sent via in an AutoCAD 2007 (.dwg) compatible file format compliant with the minimum requirements illustrated by our standard drawings together with the notes set out in the policy document Building Standards for Secondary Substations & Switchrooms (copies available on request) Your submissions must contain: site location plan showing the location of the site overlaid on the Ordnance Survey map block plan showing the position of the substation or HV Switchroom on the site general arrangement floor plans at ground and basement levels section detail through the proposed area under consideration, a minimum of two is required, one in each plane; complex arrangements will require additional relevant sections. These details to be fully annotated to show finished floor and structural slab levels/key dimensions/constructional details together with beams if present; please note that a flat soffit is to be provided wherever possible. elevation detail showing proposed door and louvre positions Your submission should clearly indicate: ventilation proposals: using the stack effect i.e. natural ventilation plant access: method by which the plant is to be installed, indicate all access routes cable entry points: showing position and depth of proposed incoming cables & service cables staff access: clearly showing proposed 24- hour access route for UK Power Networks employees Please note: access via recourse to a third party is not acceptable.
