2 For all its benefits, deploying a Smart Metering strategy is not without its challenges. For one, it s like turning on the The move towards Smart Metering technologies is changing the face of the utility business. proverbial fire hose creating a surge of data unlike anything you ve seen from traditional metering platforms. Managing that data and turning it into useful business intelligence is central to a successful Smart Metering deployment. Meter Data Management (MDM) integration and Timeof-Use (TOU) billing implementations are also highly complex initiatives that have a massive impact across a utility s organization. Systems must be fully integrated and tested. Processes must be redesigned and improved to work in the new environment, and employees will need to understand how and why Smart Metering can improve the organization s performance. ii 1
3 Preparing Utilities for MDM and TOU Implementations Successful implementation and rollout is built on organizational readiness. Kaihen has worked on MDM readiness and TOU initiatives with industry leaders such as Enersource, PowerStream, Veridian, Burlington Hydro, Guelph Hydro, Waterloo North Hydro and the Independent Electricity System Operator (IESO). In addition, Kaihen has been involved with a number of MDM implementations across the United States, including Texas, New York, New Jersey, California, Vermont and Kansas. Based on our experience, we ve identified several critical success factors for Utilities moving to Smart Metering: 1. Manage MDM enrollment and TOU implementation as a project within the organization. 2. Budget project costs into rate recovery plans. 3. Build a detailed integrated project plan to highlight key activities and milestones, critical path, resource requirements and dependencies. 4. Invest time to analyze the impacts of the MDM and TOU implementation on internal business processes. 5. Ensure a well-planned, holistic approach to testing. 6. Ensure that all impacted staff are fully trained and have ready access to complete job aid reference materials. 7. Develop a comprehensive cutover plan, including customer communications and cutting over to TOU bills.
