2 The Smart Metering System Implementation Program The Smart Metering Initiative (SMI) is the Government of Ontario s initiative to create a conservation culture and a toolset for demand management based upon the province wide deployment of smart meters The Smart Metering System Implementation Program (SMSIP) is the framework by which this will be brought about

5 The road ahead Official Roadmap The Official Roadmap leaves ample room for adjustment over the next four years: The establishment, role and structure of the Smart Metering Entity (SME) Ongoing refinements to rates and rate structures Timing of the integration of other customer types plus the associated expansion of the scope of the MDM/R to accommodate other types of data How do we plan for these in the meantime?

7 The road ahead The Terrain LDC Readiness: Current community of LDC s are at varying stages of implementation Some of the key variables include: Different levels of experience and deployment of AMI infrastructure At different stages of the regulatory approval process Varying starting points with respect to Customer Information Systems (CIS)

8 The road ahead The Terrain LDC Readiness: Efforts are currently underway to develop a repeatable enrollment process through the integration of the first five Local Distribution Companies that will begin to interact with the MDM/R in summer 2007 A continuous process of improvement for the enrollment process, which will aid in the conversion of the rest of the province over the next 4 years

10 The road ahead The Terrain Regulatory: The mass deployment of smart meters has brought a number of regulatory issues to bear on retail settlement These issues are formally logged by the SMSIP and brought to the attention of both the Ontario Energy Board and the Ministry of Energy Some of the more pressing near term issues include: Classification of smart meters and their use in various settlement calculations Data exchange between Local Distribution Companies and Retailers

11 The road ahead The Terrain MDM/R Technical Integration: Over 93 distribution companies Multiple Customer Information Systems (CIS) and Advanced Meter Infrastructure (AMI) technologies Varying flavours of implementation being discovered even across common CIS and AMI technologies Varying stages of implementation

12 The road ahead The Terrain MDM/R Technical Integration: Major topic areas currently under discussion: Synchronization of the MDM/R Master Directory (MMD) Inbound data transfers from various types of Advanced Meter Control Computers (AMCCs) Outbound transfer of billing quantities and related data, particularly: the relative merits of legacy file formats vs. starting over with a new format Results: an intensive, near term drive for Technical Integration standards with the MDM/R is currently underway

13 The road ahead Choices to be made Potential future functionality accommodated by the current MDM/R specification: Support of sub metering Support of Distributed Generation Support of Net Metering Addition of gas, water and other electrical (i.e. volts, vars) meters

14 The road ahead Choices to be made Other potential choices: Rate Structures: Time of Use (TOU): both the rates, and switch points have an impact on customer response rates How will they change over time? Critical Peak Pricing (CPP): Rebate or purely a price signal?

15 The road ahead Choices to be made Other potential choices: Retailer Access: How will retailers obtain smart meter data over the longer term? Web Presentment: Will the LDC s and Retailers be responsible or will such functionality be offered by the MDM/R? Some combination of both? What are the appropriate cost recovery mechanisms?
