An Tánaiste Joan Burton recently stated that the Government has made significant progress on the employment front, with an additional 75,000 people back at work since In fact figures from the CSO indicate that the standardised unemployment rate (SUR) in January 2015 was 10.5 per cent, down from 10.6per cent in December The seasonally adjusted unemployment rate from the most recent Quarterly National Household Survey (QNHS) was 11.1 per cent in the third quarter of Many sectors of the economy are growing and are in need of motivated employees. MOMENTUM, a SOLAS initiative, is there to provide that workforce. The initiative funds the running of free education, training and work placement projects for those unemployed for over a year. MOMENTUM is a SOLAS initiative for people who are a year or more unemployed and who are looking for help to get their careers moving. MOMENTUM is there to provide those people with an opportunity to get jobs in sectors of the economy that are growing and are in need of skilled employees. The initiative funds the running of free training courses, which include skills training, certification, work placement and after course supports for the participants. One of the key elements of the MOMENTUM courses is that work placements are sourced for participants; these placements give motivated participants the opportunity to showcase their skills and value to prospective employers. The unemployment figures are still too high, said Joan Burton recently. This is why initiatives such as MOMENTUM are so crucial. They help jobseekers to get the skills they need to return to work. Up to 6,500 people who have been unemployed for 12 months or more can use MOMENTUM to gain skills and have doors opened to them in sectors such as construction, information and communications technology, transport, distribution and logistics, tourism, financial service, manufacturing and more. Courses are free, full time and are aligned to levels 4 to 6 on the National Framework of Qualifications (NFQ) or to an industry recognised certification within the sector. The projects range in duration from 23 weeks to 45 weeks and are available throughout the country. But how does it work? Why MOMENTUM? Jobseekers who are eligible for the MOMENTUM programmes will have access to a range of excellent education and training projects, work placement and continued support, links to job vacancies and relevant employers and an NFQ (National Framework of Qualifications) Certification. MOMENTUM projects are individually designed to encourage motivated people to work together to further their career. The projects are an opportunity to develop key skills and reveal potential in a dynamic environment, to ultimately get you the job you deserve.

3 3 Am I eligible? The MOMENTUM programme can be hugely beneficial to your future, but there are some boxes you must tick before applying. Potential participants must be unemployed for at least 312 days of the last 18 months and must be in receipt of Jobseekers Allowance or Benefit. Once this criteria has been met, applications can be made. Participants will maintain their appropriate Social Welfare Allowance. Where can I apply? Application takes place through your nearest Intreo Centre or Local Employment Services Office. Here your eligibility will be established and you can get assistance in identifying a suitable course. Participants can also contact training providers directly for more information on their individual courses. Information on the courses and contact details for providers can be found at search.momentumskills.ie. What is the next step? If you find you are eligible for a MOMENTUM course, you should then ask yourself some questions. What are your current skills, qualifications and talents? Which of the available sectors you are interested in working within? What skills and qualifications do you need to improve on to gain employment in your preferred sector? What locations would best suit you? By considering these issues you will be able to select an appropriate education and an appropriate training option that best meets your needs and ultimately improves your potential and employability. The finer details MOMENTUM is supported by the Labour Market Education & Training Fund which is part of the Government s Action Plan for Jobs Initiative and is administered by SOLAS. This initiative is funded by the European Social Fund/European Structural Funds Programme Certification available will be at Levels 4 to 6 on the National Framework of Qualifications or equivalent or an industry recognised certification within the individual s chosen sector. This fantastic programme provides first-class training and education linked to quality work experience. Learners secure recognised qualifications, on-the-job know-how and, most importantly, a real competitive edge in sectors which are expanding. MOMENTUM has made a real difference in the lives of thousands of participants to date and this round builds on that experience and success. - Minister for Education and Skills Jan O Sullivan, TD. What type of courses are available? There are numerous courses, spanning all six of the categories listed below, available to those taking part in the MOMENTUM programme. For example, if you want a career as a hotel manager you can take the Tourism or Tourism and Hospitality courses. There are also more general courses for those who simply feel they re missing that competitive edge in the job market. The Ignite course, for example, is for sparking self-employment. Whether you choose a in sustainable construction or culinary skills, there are courses available throughout the country. From coast-to-coast, you ll find a project to suit you. The categories in which courses are available have been chosen because there is evidence that having these skills is associated with good employment opportunities. 25 education and training providers from both the private, public and notfor-profit sectors will be delivering 55 individual MOMENTUM courses in over 250 individual courses across the country. These courses will be in areas of employment that are growing such as: 1. Built Environment (Construction) 2. ICT 3. Transport, Distribution and Logistics 4. Tourism (Hospitality, Accommodation, Food and Beverage) 5. Manufacturing (technology) 6. Other services (Personal Services, Sales and Marketing and Business Administration) Denis O Mahoney Denis had been in business for 35 years but wanted to upskill technically to move direction into digital sector. Denis had previously done a Level 8 Creative/Digital Marketing course in UCC with 1st Class honours but wanted to gain more technical knowledge to help him move into the digital sector. WebActivate is an excellent course particularly if you don t have a lot of experience in this sector and looking for an all round digital education. It provides a great range of modules given by tutors active within the digital fields ensuring the content is industry relevant and very up to date giving access to technical modules difficult to find elsewhere. More importantly it is employment focused and very relevant to current employment trends. I found the work experience very beneficial as we experienced different team roles in each project and had a readymade portfolio of work to present to prospective clients when we left. The fact that we worked for a leading industry operator also adds value to our work with prospective clients. The course gave me the skills I needed to confidently set up my own business, WebLive Studios, and I am also CMO for VoxTake, a company that develops Software as a Service Applications. It s latest App Tapstak gained recognition at the 2014 WebSummit as Next Big Thing by AIB s Young Innovators. This course is available in Dublin. Digital Skills Academy, WebActivate

4 04 Reaping the rewards A new direction Doing the course was one of the best decisions I have ever made Based in Dunboyne, Co Meath, Ian Hayes worked in construction until late When the recession came things took a turn for the worse. I was finding it hard to secure full time work, says Ian. A lot of people I knew were emigrating. But I never considered it myself. I wanted to stay. Having come across the MOMENTUM website, Ian found a Server Administrator course he was interested in. The course was in Ballyfermot IT Centre. Once I discovered that I qualified for the programme I didn t hesitate to apply. The course curriculum was set by Microsoft and broken up into three modules. Each module had a separate exam at the end. There was also a 13-week work experience placement at the end of the course. Ian, who did his work placement with SISK, says that he really enjoyed the course. I got great experience from it. The work experience was brilliant because we were able to apply some of the stuff that we had learned in the course. Gradually, during the work placement, I was given more and more responsibility. At the end of the 13 weeks I was offered a position. It is clear that Ian s career has gone from strength to strength. Within his first year he was promoted. I was delighted with the promotion. When I look back over the last year a new chapter of my life has opened up for me. I am much happier now that I am working in IT. I always had an interest in computers. I really like the work. I find it really interesting. Ian describes his MOMENTUM experience as 100 per cent positive. The course I chose was very good but there was also a wide range of choices available. Courses like this are very good. Not only are you getting theory but you are also getting work experience. From the time I started the course I was kept really motivated by the staff in the IT centre as well. They really kept your confidence up and showed you that there are a lot of opportunities at the end of these courses. Doing the course is probably one of the best decisions I have ever made. I would definitely recommend MOMENTUM to others. It wasn t just learning it was basically preparing you for the work place. Participants share their stories Life has come full circle. Robin Powell found his passion in digital marketing Having completed a BA Honors in Art in June 2012 Robin Powell spent a year finding his feet, deciding on a career direction whilst looking for work. Noticing an advert in the paper for a Sales & Digital Marketing course with Irish Times Training he didn t delay in signing up. I was having a very tough time, says Robin. It was impossible to find work. I had a brief experience in telesales so I decided to give the course a go. Robin says that taking the course enhanced his skill set dramatically. The term digital marketing had never crossed my path prior to the advertisement in the paper. Entering the course I met some great people, students, staff and lecturers alike. We were given in-depth knowledge on how sales work across different forms of media. Upon completion of the course Robin started work placement for a period of 18 weeks. He later secured an interview, and full time employment, with Electric Media Sales (EMS). MOMENTUM opened a door that I didn t even know was there. I feel very lucky that I came across this course and that I found an area that I am genuinely interested in and have a passion for. When I took the role at EMS it was a new adventure for me. I am earning a salary, saving my money and trying to get on the property ladder. Life has come full circle for me. Exciting times Carlow native Dean White is currently taking part in a Hospitality & Tourism MOMENTUM course with Barrow Consultancy and Training Ltd Dean White left school and went into retail in When work opportunities ran low he was faced with a difficult situation. It was so hard to find work, says Dean. When I left school I found some work in retail as well as some hairdressing and reception work. But I found myself unemployed for about a year and it was very depressing. Dean is currently taking part in a MOMENTUM Hospitality & Tourism programme. The work placement segment of the course is separated into two phases, one at the beginning and one at the end. Fortunately for Dean, he has been offered a job with Talbot Hotel in Carlow where he did his first placement. The job will be waiting for him at the end of the course. Going into hotel work was something I was always interested in doing and I always wanted to be a hotel manager. When the course came around I jumped at the opportunity straight away. The work that I have secured is in reception. It is very exciting times. I enjoy meeting all of the guests. I can t wait to get back to working there. There is a great atmosphere around the hotel. I love getting to meet new people. It is a very positive environment. Dean is studying a wide range of topics on his course. At the minute I am studying food safety. But we have also studied everything from restaurant management to PR. I am definitely in a much happier place now and I would absolutely recommend MOMENTUM to anyone. Dean says he has big plans for the future. I would like to go to Australia. That is my ultimate goal. The certificate I am getting is internationally recognized and will really help me to find work when I get there. It will be a massive help to me.

We profile businesses that have witnessed the success of the MOMENTUM programme first-hand Martin McGee Since completing a Food Operatives and Handlers course with CPL through Momentum, Martin McGee secured employment at Hertrichs Artisan Butchers in Longford. He says he is grateful to Momentum for giving me a great job. His employer Louis Hertrich is delighted to have Martin as an employee. He is reliable, trustworthy and dedicated to the job. Through his training in the Momentum project, he received the skills, knowledge and confidence required to make him employable for us. Nifast, Food Operatives & Handlers The MOMENTUM scheme offers employers the opportunity to get to know potential employees The MOMENTUM programme is not only beneficial for those who have been unemployed for a significant period of time but benefits employers trying to fill positions with hard-working suitable candidates Set up in 2000, Ethos Technology specialises in building computer systems and importing computer networking products to other companies. As a small family-run business, Ethos Technology has always found hiring employees problematic. Like many small companies we don t have the skill-set or resources to find the right people to fill the positions available, says Gavin Tobin of Ethos Technology. The problem is that a person could be very good at interviews but as soon as you get them in the door, it could be a whole different story. I have always found that picking the right person to become a member of our staff after a 10 minute interview has never been our strong point. We have even sought outside help from recruitment agencies but found the whole experience largely ineffective. The majority of the candidates that were sent to us were often not the appropriate people for the job. It was in 2013 when Gavin was looking for a new computer technician that he heard about the MOMEN- TUM programme. Gavin told the team at MOMENTUM what qualities and experience he was looking for in an employee, and based on his requirements, they recommended a candidate for the position. This scheme has been invaluable for us, says Gavin. It s overriding benefit is that we can try before we buy. Basically the MOMEN- TUM programme gave us an extended period of time to assess the candidate s ability to function well in our company. Our new recruit, Brendan Thompson was given a four month placement learning the ropes and what would be required of him in the position. We got to see how punctual he was, how he kept himself and how good he was with the customers before we made any kind of employment commitment. When you have a small business, taking on someone new can be risky because months could pass before you realise they are not suitable for the position. In that time, you are not only incurring financial costs, but also the costs associated with training and taking time from other projects to bring them up to speed on your business. The great thing about MOMENTUM for us was that if we did not feel the candidate was a good match we could send them back and if we were happy with them and their progress within the company we could keep them. It was a win win situation for everyone involved. Gavin took on Brendan on the 1st of September After completing his four month work placement he was put on the payroll last January. A year on, he s an integral part of the company. He is in charge of building all of our PC services, looking after the stock in our warehouse and dealing with repairs, enthuses Gavin. Having successfully employed someone from the programme, I couldn t be happier and would recommend it to any company looking to fill vacancies. It s successful from a Government point of view because it enabled us to get someone who has been unemployed for quite some time back into the labour market. And it s successful for us as a business because it is genuinely risk-free.

7 07 From the dole queue to entrepreneur Today rather than waiting around for a company to realise your potential, it may be time to strike out on your own After years of working, suddenly finding yourself unemployed can be a very lonely place to be. It can happen to anyone, says Joanne Hession of QED s Ignite Ireland. Redundancies are more commonplace today and it can absolutely destroy a person s confidence. Looking to offer those in this undesirable situation more opportunities was one of the main reasons Ignite Ireland teamed up with SO- LAS and the MOMENTUM programme. They created a 23 week programme for those who have been unemployed for more than a year and want to start their own business. All you need have to be successful on this programme is an idea for a business start-up and a desire to succeed, says Joanne. I started my own business in my 20s and I would love to have been involved in something like this. When you re on your own it s easy to fail but this programme gives you all of the guidance, resources and encouragement to succeed. According to Joanne one of the main barriers for most people is a lack of guidance. When people go out on their own they usually find that there are parts of the Course options QED, Ignite - Sparking Self Employment The programme will train and support you through every aspect of getting you and your business ready for self-employment. You ll build your ideas, your confidence, your skills, your knowledge and your network. The focus at Ignite - Sparking Self Employment isn t learning about business, it s about learning to DO business your business! There Is a panel of specialist speakers and trainers who will give daily talks and workshops throughout the programme. Ignite will team you up with a Coach who will work day in and day out, to help get you up and running in your business. The coach will support you, train you, challenge you and encourage you every step of the way. There really has never been a better time to start a business! business that they love doing and parts that they don t. Very often it s the parts they like that they tend to focus on. This programme forces you think about all of the other areas such as; is this business likely to make me money in the future and how do I get my taxes in order now that I am self-employed. The course is broken up into two parts 13 weeks are spent in-house learning at the Ignite Academy located at Smithfield and 10 weeks are spent on a placement. On the other MOMEN- TUM programmes funded by SOLAS the students go on a work placement within a company. As entrepreneurs don t usually want to work for someone else, we have designed the 10 weeks so that the students can work on their own business. As they are out on their own, it s important that these 10 weeks are structured well. They have very specific research objectives that they have to achieve during these weeks and their coaches keep in contact with them during this time to ensure they stay on track. And it seems to be working. Last year, of the 80 people that enrolled on the programme, 56 set up their own business. A further 13 additional jobs were also created. A lot of very interesting business ideas come through the academy, says Joanne. The range of business models is staggering and that is part of the programme s Alan Rogers, Ruth Power, Taoufik Hammami, QED Momentum participants success. This year we have approximately 140 people enrolled on the programme and they range from bakers to soap makers and web developers to consultants. Joanne is quick to point out that the student s success doesn t happen overnight and requires a lot of hard work and flexibility. We often find that people will enrol on the programme with an idea. By week three that idea will have developed further and by week six the student could have made a complete u-turn. On finding that their original idea wasn t as viable as they first thought, they have come up with something new that has a genuine customer need. Joanne cites the example of Sheila Hacket who set up her business just add you last year. Unfortunately Sheila and her husband, who were both graphic designers, were made redundant during the recession. They had a small child to look after and couldn t afford for both of them to come on the programme. In the end they decided that Sheila would enrol. She originally had the idea to make kids craft kits for hospital shops. Realising quickly that the long-term business prospects weren t strong she started zoning in on the wedding industry. In that time she did a lot of research - going to wedding fares and asking impending bride and grooms questions. She discovered that people were very keen to make their own wedding stationery but found that just buying card and ribbon wasn t cutting it. She ended up making stationary kits that customers put together themselves. It s a terrific business that s growing well. According to Joanne one of the most satisfying things about the MOMENTUM programme is seeing people like Sheila regain their confidence. We often say we wish we had videotaped people at the beginning of the programme and at the end because the transformation is startling. It s a real privilege to be involved in a programme of this kind. Bella Morgan Bella Morgan has always dreamed of turning her interest in art into a business. I had no business skills whatsoever so enrolling at the Ignite Academy was the perfect solution for me. I m only three weeks into the course but I know that I m in the right place. The coaching sessions are extremely effective at getting me focused very quickly and well on the way to making my dream of becoming self-employed a reality. In 2014 the Irish construction sector displayed strong signs of improvement. Construction firms are noticing increased levels of activity and jobs are available in both housing and commercial projects. And the message coming from the SOLAS National Skills Bulletin 2014 is that the sector is indeed emerging from the lows of the financial crisis and new jobs will continue to be created in the coming years. According to the SOLAS research, in quarter , the construction sector employed 103,600 persons - accounting for 5.4% of Ireland s employment. In quarter , the employment level remained more than 50% (116,000 persons) below the level recorded in quarter However, the small increase in employment recorded in the 12-month period to quarter suggests a halt in the continuous contraction observed since quarter Key opportunity But where does potential for increased construction employment lie? In November of last year, internet giant Amazon announced the creation of 300 jobs at its Dublin offices over the next two years. The jobs will be across a variety of positions, including software engineers, technical engineers, technical managers, customer support and IT security. Amazon are far from the only tech company setting up shop on these shores. Facebook, Twitter and LinkedIn have also based themselves here. It is easy to see that Ireland is blossoming as a tech hub. But can we supply the skills to meet demand? According to SOLAS Skills and Labour Market Research Unit, between now and 2020, the ICT sector is projected to grow strongly. Employment growth in ICT occupations is expected to be above average over the short to medium term. This is also illustrated in frequent job announcements for ICT professionals and technicians. In fact, employment in this sector is expected to significantly exceed the pre-recession 2007 level, with numbers projected to double by Over a five-year period, Quarter to Quarter , the strongest employment growth was recorded in the ICT sector, where the numbers in employment increased by 19%. In Quarter , there were 82,500 persons employed in the ICT sector, accounting for 4.3% of national employment. Over half of overall employment in the sector was in computer programming activities, over a fifth in telecommunications and the remainder was spread across various services such as broadcasting, publishing and motion picture production. In this Quarter, the employment level in the sector as a whole was 13,000 more than that recorded five years previously. With the exception of telecommunications, all subsectors were either at, or above, the employment levels recorded in Quarter For example, employment in computer programming activities was 40% above the levels recorded five years previously. But skill shortages do exist and have been identified in areas including: software development programming languages, technologies and frameworks, cloud, IT security and technical support. 14 14 Positive outlook for jobs in the Irish tourism sector Strong growth last year led to 5,000 jobs being created in the sector and this year is set to be better again The tourism industry is being targeted as a major player in Ireland s efforts to leave a tough economic climate behind. Last year saw visitor numbers into the country return to pre-recession levels. Why is this important to those looking to get back into employment? The answer is simple. More visitors mean more jobs. In fact, every 1 million spent by tourists helps to support 34 tourism jobs. Last year, some 5,000 tourism jobs were created after the tourism market reaped 5 billion for the economy and by all predictions this year is geared up to be even more successful. According to Michael Cawley, Chairman of Failte Ireland, 2014 has been a tremendous year for Irish tourism. All markets showed healthy growth and with increases in air access facilitating record numbers from the US and a return to increased visitors from Britain and continental Europe. The substantial increase in revenue from tourism has ensured that the sector has more than played its part in boosting economic recovery. As part of the government s initiative to bolster the industry, they are currently making plans to exploit the heritage potential of the South and East regions. The campaigns will focus on the Viking heritage of Waterford, the medieval history of Kilkenny and the fact that Newgrange is 5,000 years older than the Pyramids. Tourist footfall Overseas tourist numbers jumped by 9 per cent last year to 7.3m - the highest since Those tourists spent just over 3.5bn in the country - almost 300m more than the previous year. Those who holidayed at home spent an estimated 6 per cent more than the previous year and visitors from the North were worth an additional 335m. Surprisingly, it has been thought that the upswing may be due in part to those who have emigrated due to the economic downfall. There was an increase of 14 per cent in visitors returning to visit family and friends. Speaking about the upswing, Paul Carty, Chairman of the Irish Tourism Industry Confederation, said Tourism business currently is estimated to employ in excess of 200,000 with 5,000 having been added in the past year, and the prospect of a further 8,000 jobs being created in The current trend has lead those in the sector to be optimistic about the future of the sector. Tourism Ireland is hoping to have a tourist footfall of 10 million visitors by This will in turn boost the economy by 5bn and help to sustain 250,000 jobs. But where exactly are the jobs positioned? According to SOLAS report Occupational Projections 2020, Accommodation and Food Services accounted for the employment of 135,700 people or just over seven per cent of national employment in quarter four of 2013, the last year data is available. Of this, accommodation services accounted for 37 per cent, while food and beverage services accounted for the remainder.
