1 2014 AUSTRALIAN YOUTH OLYMPIC TEAM for the YOUTH OLYMPIC GAMES NANJING AUGUST 2014 Athletics Nomination & Selection Policy 1. INTRODUCTION 1.1. Athletics Australia nominates Athletes from within its sport to the Australian Olympic Committee (AOC) for selection in the Australian Youth Olympic Team ("the TEAM") for the 2014 Youth Olympic Games, Nanjing (YOG) The AOC has exclusive authority to select Athletes to represent Australia at YOG The YOG Qualification System has been set by the International Olympic Committee (IOC) and the International Association of Athletic Federations (IAAF) This Policy details the process and criteria by which Athletics Australia will choose Athletes to be nominated and for the AOC to select athletes in the TEAM This Policy can be amended at any time by Athletics Australia with the prior written approval of the AOC if Athletics Australia is of the opinion that such an amendment is necessary for any of the following reasons: as a result of any change in the Qualification System or eligibility criteria for YOG. to give effect to the Policy following discovery of a drafting error or oversight. to clarify any ambiguity or otherwise give effect to the intended meaning of the Policy. Athletics Australia shall not be responsible or liable in any way to anyone as a result of any such amendment. 2. ELIGIBILITY CRITERIA 2.1. In order to be eligible to compete in YOG Athletes must be born between 1 January 1997 and 31 December Athletes must comply with all the relevant eligibility, citizenship and nationality criteria of the IOC, IAAF, AOC and Athletics Australia Australian Athletes must qualify through the Oceania region championships - the 2014 Oceania Youth Olympic Games Selection Trial (the Selection Trial) (refer clause 4). 3. QUALIFICATION SYSTEM
2 The following events will be conducted at YOG: Boys (18 events): 100m, 200m, 400m, 800m, 1500m, 3000m, 110m Hurdles, 400m Hurdles, 2000m Steeplechase, 10,000m Walk, High Jump, Pole Vault, Long Jump, Triple Jump, Shot Put, Discus Throw, Javelin Throw, Hammer Throw. Girls (18 events): 100m, 200m, 400m, 800m, 1500m, 3000m, 100m Hurdles, 400m Hurdles, 2000m Steeplechase, 5,000m Walk, High Jump, Pole Vault, Long Jump, Triple Jump, Shot Put, Discus Throw, Javelin Throw, Hammer Throw. Mixed Events: 8x100m Mixed Relay 3.2. The field in each individual event to be contested at YOG is limited to fifteen (15) Athletes Each of the five (5) area/continental regions have been allocated a maximum number of Athletes for each individual event to be conducted at YOG based on past performances in the last two (2) IAAF World Youth Championships (2011 Lille, France and 2013 Donetsk, Ukraine), with a minimum of one athlete per continental area The number of Athletes qualified by continent/region in each of the events to be contested at YOG is set out in Schedule 1. By way of explanation of the operation of Schedule 1, using the boys 100m as an example, the Africa region is entitled to enter one (1) Athlete, the Americas is entitled to enter seven (7) Athletes and the Oceania region is entitled to enter one (1) Athlete Subject to clause 5.2, a maximum of one (1) Athlete per National Olympic Committee (country) can compete in each event Starting positions in the field of fifteen (15) for each individual event to be contested at YOG will be allocated in priority order of finishing position in the continental qualifying championship. By way of explanation, as an example only, the 1 st placed Athlete in the 2014 Oceania Regional Championships in the Boys 100m will be eligible to compete in YOG BUT ONLY IF that Athlete is selected by their National Olympic Committee to compete as part of its Team at YOG. If the 1 st placed Athlete is not selected by their National Olympic Committee to compete at YOG, the next highest placed Athlete in the Boys 100m at the 2014 Oceania Youth Championships will be eligible to compete at YOG in that event. 4. SELECTION TRIALS 4.1. The IAAF has determined that the Selection Trial for the TEAM will be the 2014 Australian Under 18 Track and Field Championships which is included in the Australian Junior Athletics Championships (Under 14 to Under 20) to be held in Sydney, Australia March 12-16, For the avoidance of doubt, Athletes must compete in the Selection Trial in order to be nominated to the AOC for selection.
3 3 5. LIMITATION ON TEAM SIZE 5.1. The IOC has determined that each National Olympic Committee must limit their TEAM size, across all sports to be contested at YOG, to seventy (70) individual athletes In order to ensure that Australia is represented in all sports to be contested at YOG, the AOC has determined that only eight (8) individual athletes will represent Australia in the sport of Track and Field/Athletics at YOG. Those Athletes must include four (4) boys and four (4) girls. For the avoidance of doubt, there is a total of thirty six (36) individual events (eighteen (18) for boys and eighteen (18) for girls) to be contested at YOG but Athletics Australia may only nominate a total of eight (8) individual Athletes (four (4) boys and four (4) girls) to the AOC for selection in the TEAM under the terms of this Policy The AOC may allocate additional TEAM places to Athletics Australia if other National Federations are unable to qualify Athletes for their quota positions. The following table illustrates the number of quota places that are allocated: Event Qualification Oceania Australia Quota Quota Quota BOYS 200m, 400m, 800m, 1500m, 3000m, 110m Hurdles, 400m Hurdles 2000m Steeplechase, High Jump, Pole Vault, Long Jump, Triple Jump, Shot Put, Discus Throw, Hammer Throw, Javelin Throw, 10,000mW (1 per event) 4 (4 boys from all events) 100m, 15 2 (2 per event) GIRLS 100m, 200m, 400m, 800m, 1500m, 3000m, 100m Hurdles, 400m Hurdles, 2000m Steeplechase, Long Jump, Triple Jump, Shot Put Hammer Throw, 5,000mW High Jump, Javelin Throw, (1 per event) 4 4 (4 girls from all events) (2 per event) 30 Discus Throw, Pole Vault, 30 6

HOW ATHLETES WILL BE CHOSEN FOR NOMINATION TO THE AOC FOR SELECTION IN THE TEAM The Athletics Australia Selectors (the Selectors) will choose 4 girls and 4 boys from amongst those Athletes who meet all the requirements of this Policy. The Athletes will be chosen at the discretion of the Selectors. When exercising their discretion, the Selectors will consider the following matters: (i) (ii) (iii) Quality of performance in the Selection Trial; Quality of past performances by the Athlete in the event in which the Athlete is under consideration for nomination in the TEAM, including personal best performances and performances in international competition. For the 3000m events (both boys and girls) past performances from October 1 st 2013 and personal best performances in equivalent or relevant events such as 800m, 1500m and 5000m may be considered. Only performances recorded in events ratified by Athletics Australia, which can be found in the High Performance section of the Athletics Australia website titled National Permit Meets , will be taken into consideration by the Selectors. Performances in Little Athletics Competitions are not ratified by Athletics Australia. Potential for success at the 2014 Youth Olympic Games as assessed by the Selectors having consideration for rankings, number of performances, previous championships records, performances at National Championships, known injury histories and current form and fitness and any other factor(s) that the selectors consider relevant For the avoidance of doubt, in exercising their discretion the Selectors may place whatever weight they consider appropriate to the matters set out in (i)-(iii) above or any other matter they deem relevant. 7. RESERVES 7.1. The Selectors may, in their discretion, choose additional Athletes as reserve Athletes to potentially be nominated to the AOC for selection in the TEAM Reserves will not be nominated to the AOC unless either: An Athlete chosen for nomination to the AOC by operation of clause 6 is withdrawn from the list of Athletes to be nominated to the AOC by reason of failing to meet the continuing obligations of fitness, injury and illness monitoring as set out in Schedule 2; or The AOC allocates additional quota places in the TEAM to Athletics Australia
5 5 as set out in clause 5.3; 7.3. If the Selectors in exercise of their discretion choose additional Athletes as reserves for the TEAM, the Selectors will rank those Athletes in priority order for nomination to the AOC in the circumstances set out in clause 7.2 above When ranking Athletes as reserves according the provisions of clause 7.3 the Selectors may consider any of the matters set out in clause 6, together with quota places available under the Qualification System Any additional Athletes to be nominated to the AOC will be chosen at the discretion of the Selectors who must consider the order in which the athletes have been ranked by operation of 7.3 above and the operation of the Qualification System as it applies to any particular event The Selectors may exercise their discretion to choose additional athletes as reserves at any time up until final selections have been made for the TEAM by the AOC. 8. ANNOUNCEMENT OF ATHLETES TO BE NOMINATED TO THE AOC The Athletes who will be nominated to the AOC for inclusion in Australia's TEAM to the 2014 Youth Olympic Games will be announced in the week beginning 14 April SELECTION IN THE TEAM BY THE AOC 9.1. Athletics Australia will nominate athletes to the AOC for selection to the 2014 Australian Youth Olympic Team. The AOC has the sole and absolute discretion: to determine whether an Athlete (or team where applicable) has met the requirements of selection; to determine whether or not it should select the maximum number of Athletes permitted by the Qualification System, notwithstanding the number of Athletes who may have met the requirements of selection and/or the Qualification System In order to be selected by the AOC as a member of the 2014 Australian Youth Olympic Team, each athlete must: have been nominated by Athletics Australia for selection by the AOC in accordance with clause 6 of these Guidelines; have signed (or if a minor, parent or guardian have signed) the 2014 Australian Youth Olympic Team Membership Agreement and agree to sign any entry form required by the IOC and the Organising Committee for the 2014 Youth Olympic Games; where over 18 years of age at any time on or before the date of the Closing Ceremony of the 2014 Youth Olympic Games (28 August 2014) have made a statutory declaration regarding anti-doping matters as required by the AOC from time to time (attached); have observed and continue to observe the provisions of the AOC s
6 6 Constitution and its by-laws (as applicable) and must not have breached the AOC s Anti-Doping By-Law unless the athlete has already been sanctioned for the breach and has completed the sanction imposed. A copy of AOC By- Laws are available from olympics.com.au; undergo medical assessment and testing (if requested) to the complete satisfaction of the AOC having consulted with the Athletics Australia National Performance Manager or the Athletics Australia Medical Director have disclosed information to the Athlete s NF or the AOC concerning any conduct that might breach the code of conduct required of Athletes selected to an Australian Youth Olympic Team under the 2014 Australian Youth Olympic Team Membership Agreement acknowledges that any matter arising under clauses 9.2 (1) 9.2 (6) above is to be determined, or breach thereof excused, by the AOC in its sole and absolute discretion If, in the opinion of the AOC, an Athlete fails to comply with one or more of the requirements in to above, that Athlete will be ineligible for selection by the AOC. 10. REQUIREMENTS FOR PARTICIPATION AT YOG Prior to the commencement of the YOG, all athletes selected in the Team will be required to attend a Pre-Departure Camp to be held in Sydney. The AOC will organise travel for interstate and NSW regional based athletes. The Camp is scheduled to take place mid August 2014 (exact dates TBC). Athletes are required to participate in this Camp unless written approval otherwise has been provided by the AOC It is an IOC requirement that Athletes selected in the Team attend the YOG for the entire period of the YOG August 2014 (inclusive) It is an IOC requirement that Athletes selected in the Team participate in the Culture and Education Sessions organised by the Nanjing Youth Olympic Games Organising Committee during the YOG. 11. NON-COMPLIANCE If an Athlete breaches any of the requirements of this Nomination and Selection criteria, the AOC may suspend or terminate the Athlete s selection to the Team or otherwise impose a sanction prescribed by the disciplining procedures set out in the AOC YOG Team Membership Agreement. 12. APPEAL PROCESS The appeal process applicable to this selection policy is as set out in By-law 7 of Athletes Australia Limited. That By-law can be accessed through the website at It is the responsibility of all persons who have an interest in the selection process to familiarise themselves with the appeal process. The appeal process can be summarised as follows:
7 7 (i) (ii) (iii) (iv) Request for reconsideration of decision in writing to be made to the Chairman of the selection committee within 24 hours of the announcement of the TEAM. Application to include all information the athlete considers relevant to the selection committee s reconsideration of its decision. If the application for reconsideration is unsuccessful appeal may be lodged to the Athletics Australia Selection Appeal Tribunal. Notice of appeal must be received by the CEO of Athletics Australia by 5pm on the second clear working day following receipt of the advice from the selection committee regarding the athlete s application for reconsideration. A Notice of Appeal must set out the grounds upon which the appeal is made. Written submissions in support of the appeal must be forwarded to the CEO of Athletics Australia by 5pm on the fifth clear working day following the receipt by the athlete of the reconsideration decision. The written submissions must be accompanied by an appeal fee of $500.
